Bhandara cops launch AI-enable health app for its personnel
Bhandara police
have developed a health app, 'Arogya', to monitor the wellbeing of its personnel through Artificial Intelligence (AI). The app will alert the senior-level officials if a cop is at a health risk apart from offering telemedicine facility.
The app has been developed as a part of chief minister Devendra Fadnavis's 100-day programme for enhancing police efficiency. It will be beneficial to those deployed in the remote police stations of the district. The app is set to be inaugurated by Fadnavis soon.
Noorul Hasan, SP of Bhandara, said the first-of-its-kind health app was developed in the backdrop of an increase in the number of on-duty deaths of constables and senior officials. "

will help us monitor the health of the constables, especially those who are posted in far-off stations," said Hasan.
The app also helps the cops avail telemedicine facilities by consulting a doctor of any specialty. "We have inked an MoU with a private hospital that will help us with its panel of doctors, whose consultation and prescription will be part of the digital record of each personnel in the app," said Hasan.
"Cops can also avail 27 different tests through this app. The test findings will also be part of the digital record. If there is a red flag in any of the health parameters, the alert will reach the unit in- charge," said Hasan, adding that the prescribed exercise plan and other physical activities for each personnel will also be updated in the app.

Hasan said that the data of health records of personnel will also help the department plan a better deployment strategy. "If there is a tough bandobast, we will try to avoid putting a co-morbid cop on the job as far as possible," said Hasan, adding that Bhandara police are undertaking some more pathbreaking implementations under IG Dilip Bhujbal-Patil.

‘Foul play' alleged over solo BMC MRI tenders
Mumbai: In several tenders over the last couple of years, only one MRI manufacturer bid to supply machines for all four BMC-run medical college hospitals. Insiders now allege that the tender's terms were manipulated to favour this manufacturer, effectively blocking other companies from competing. A technical team comprising heads of radiology departments is responsible for deciding the required specifications. "These specifications heavily favour Siemens in the bidding process over a number of other companies. At this point, there needs to be a departmental enquiry into it after many years of delay, which impacted patient care," said a senior radiologist at one of the BMC hospitals. For instance, the tender specifies certain machine requirements, like 64 channels (which receive signals from the body), a gradient strength of 62 to 200 millitesla per meter (which affects image resolution and scan speed), and a 3-tesla rating. These conditions exclude several other companies like Philips, which offers only 32 channels, and GE Healthcare, which does not feature high shimmering -- mentioned as a requirement in minutes of the health department's meeting -- but provides "auto shimmering" instead. It's not that we want to favour Siemens; it's not our fault that no one else bids." If the terms and conditions make it clear we won't win, we don't invest in the fees and earnest money deposits." U'khand HC suspends vaccine scientist's conviction in wife's suicide, cites ‘national interest'
Dehradun: Uttarakhand high court (HC) has suspended the conviction and sentence of a vaccine scientist who had been found guilty of abetment to suicide in the death of his wife, saying that his continued conviction would obstruct national interest, as he was involved in vaccine research essential for public health. The single-judge bench of Justice Ravindra Maithani granted the relief to Dr Akash Yadav during the pendency of his appeal, and said the conviction had directly prevented him from continuing his work. Yadav, a vaccinologist with a PhD in biotechnology from IIT-Kharagpur, had been working as a senior manager at Indian Immunologicals Limited (IIL) — a public sector company that manufactures a wide range of human and veterinary vaccines and plays a critical role in national immunisation efforts — for three years. The court observed that his role was "undoubtedly essential for public health and national interest," and said that his conviction had rendered him ineligible to continue contributing to the vaccine programme. Yadav was convicted by a sessions court under IPC section 306 for abetment to suicide but was acquitted under section 304-B (dowry death) and the Dowry Prohibition Act. He married on May 7, 2015. In her suicide note, she stated that her husband would be responsible for her death. After being granted bail, Yadav filed an interim application under section 389(1) of the Code of Criminal Procedure, seeking suspension of his conviction. He submitted that because of the conviction, he had become disqualified from working with IIL and was unable to resume his scientific duties. His counsel argued that the case met the criteria for exceptional circumstances, as the conviction had a direct impact on "work of national importance. " Justice Maithani noted that an appellate court can suspend a conviction if failure to do so would result in injustice or irreversible consequences. He cited the Supreme Court rulings in Navjot Singh Sidhu vs State of Punjab (2007) and Rama Narang vs Ramesh Narang (1995) and said that courts must examine whether maintaining the conviction would unfairly affect a person's professional standing or public interest responsibilities. The bench observed, "This was a greater issue of public health and national interest. In light of the afore-stated reasons, the court was of the view that this was a fit case in which the order of conviction as well as execution of sentence, appealed against, should be suspended."The high court suspended both the conviction and sentence during the appeal's pendency, allowing Yadav to resume his duties at IIL.
