
Building The Case for Zero: India's Crackdown On Child Labour Sets Global Example
Between 2024–25, a total of 53,651 children were rescued across India. Among them, 8,749 were traced missing children, and 90 per cent were found to be engaged in the worst forms of child labour. The states with the highest number of rescues were Telangana (11,063), followed by Bihar (3,974), Rajasthan (3,847), Uttar Pradesh (3,804), and Delhi (2,588).

Legal action was taken in all 27,320 cases, resulting in 9,595 FIRs (35 per cent) and 6,959 GD (General Diary) entries (25 per cent). There was a 92 per cent conversion rate from GDs to FIRs. A total of 5,809 arrests were made, with 85 per cent related to child labour cases. The leading states in terms of arrests were Telangana (2,247), Bihar (790), and Rajasthan (573).
India's response to child labour has been unprecedented. Through the Just Rights for Children network which is active in across 24 states and over 450 districts, civil society has partnered with legal systems to initiate legal action in every rescue case. This level of legal follow-through, be it FIRs, arrests, or court challans, is unprecedented and essential. As the JRC model shows, rescue without prosecution is no justice at all.
The initiative combines legal enforcement with community engagement, survivor rehabilitation, and systemic advocacy. RTI data analysis has been central to this approach, offering a transparent view of FIR registration trends and exposing enforcement gaps.
For instance, states like Telangana, Rajasthan, and Andhra Pradesh boast 100 per cent FIR conversion rates, while others like Uttar Pradesh and Madhya Pradesh lag significantly, highlighting uneven implementation. India's legal response is backed by a steady framework:
Constitutional Safeguards: Articles 21A, 23(1), 24, and 39 ensure education, ban trafficking and child labour, and uphold dignity.

The Child Labour Amendment Act (2016), JJ Act (2000), and the Bharatiya Nyaya Sanhita (2023) empower enforcement bodies to criminalise and prosecute trafficking, sexual exploitation, and forced labour.

Course at UPSIFS to boost policing skills, says DGP
1 2 Lucknow: In a push towards integrating legal, technological, and forensic expertise into policing, the Director General of Police Rajeev Krishna, inaugurated the 'Vertical Interaction Course' at the Uttar Pradesh State Institute of Forensic Science (UPSIFS), Lucknow, on Monday. The course, supported by the Bureau of Police Research and Development (BPRD), aims to equip police officers with critical interdisciplinary skills to tackle emerging forms of crime, particularly in the cyber realm. DGP Rajeev Krishna, while addressing the gathering of IPS officers and faculty, stressed the importance of understanding three pillars for handling modern crimes: law, technology, and forensics. "This course brings all three together. Institutions grow under visionary leadership, and UPSIFS is rapidly becoming a national model," he said. He also inaugurated the newly developed Advanced Digital Diagnostic Lab at UPSIFS, designed to support hands-on forensic training. The DGP said, "The battlefield is no longer physical—it has shifted to the digital world. Cybercriminals are adapting fast, and our police force must evolve faster. Training at every level is essential. Our personnel need to learn, adopt, and apply these technologies in the field. " BPRD's Additional Director General, Ravi Joseph Lokku, lauded UPSIFS for emerging as a centre of excellence in a short span. "With initiatives like this, UPSIFS is now on par with central institutes," he remarked, adding that the facility is providing a vital platform to explore how technology can be leveraged to control and investigate crimes more efficiently. The institute's founding director, GK Goswami, shared that two specialised courses have been launched in collaboration with BPRD, with the first batch of IPS officers beginning training from today. "Our focus is 'Law with Lab'. Legal experts need to understand science, and scientists need to grasp the law for any criminal investigation to be complete," he said.

New students, parents to sign anti-ragging declarations: Delhi University issues fresh guidelines
As the new academic session begins, the University of Delhi held a meeting of its Proctorial Board on Monday to chalk out measures for ensuring a smooth and secure induction process for incoming students. With the focus on maintaining campus discipline and preventing incidents of ragging, a slew of decisions were taken to enforce a zero-tolerance approach. Colleges and departments have been directed to strictly implement relevant rules and regulations, particularly Ordinances XV-B and XV-C, and the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. Key Measures Announced: Mandatory Anti-Ragging Undertaking: All newly admitted students and their parents/guardians must submit an undertaking against ragging at the time of admission through the national portal as per the directives of the Hon'ble Supreme Court. Joint Control Rooms: Two control rooms will operate in North Campus (Tel: 27667221) and South Campus (Tel: 24119832) from August 1 to August 8 to address student concerns and provide immediate assistance. Observance of Anti-Ragging Week: As per UGC guidelines, Anti-Ragging Day will be observed on August 12, followed by an Anti-Ragging Week till August 18. Widespread Awareness: Anti-ragging posters in English and Hindi have been displayed at key locations across both campuses. Restricted Entry and Monitoring: Colleges and hostels are to restrict outsider entry and prominently display anti-ragging rules. Regular Compliance Reports: Under UGC's 2009 anti-ragging regulations, all institutional heads must submit weekly compliance reports for the first three months of the academic year, and monthly reports thereafter.
