
DPWH looking for new technology to shorten EDSA rehab
Interviewed on Super Radyo dzBB on Saturday, DPWH-National Capital Region Director Engr. Loreta Malaluan said the DPWH, in coordination with the Metropolitan Manila Development Authority (MMDA) and the Department of Transportation (DOTr), is exploring 'available road materials, procedures, and technologies that can be adapted to facilitate the implementation of the EDSA Rehabilitation Program in the shortest possible time.'
This was in accordance with President Ferdinand Marcos Jr.'s directive to shorten the rehabilitation of EDSA from the original two years to at least six months to about a year.
Last month, Marcos suspended the EDSA rehabilitation initiative that was supposed to begin on June 13, as the project needs to be studied for one month to know if there are new technologies that can be used to hasten the rehabilitation of the 23.8-kilometer road.
'This new technology is expected not just to expedite the construction schedule but also to improve the overall pavement condition,' Malaluan said.
In the original plan, EDSA would be reconstructed lane-by-lane, with each being replaced by a new road.
Bonoan said the DPWH is studying the 'time and motion' process where a layer would be placed above the surface of EDSA.
In the dzBB interview, Malaluan explained that the new method being studied would no longer involve total removal of the pavement but would only 'correct' the road's base using concrete and asphalt.
She also said that the new method would also reduce the cost of the project.
The whole project would cost between P8 billion and P17 billion.
DPWH Secretary Manuel Bonoan, in an exclusive report by Joseph Morong on '24 Oras' on Thursday, said that the road's rehabilitation and the consequent implementation of the odd-even scheme will only begin in 2026 as 'it is already the rainy season in the country, which will be followed by the Christmas rush during the 'Ber' months.' —VBL, GMA Integrated News

Marcos: Over P500M allotted to restore San Juanico bridge load limit
President Ferdinand ''Bongbong'' Marcos Jr. said Monday that more than P500 million has already been allocated to restore San Juanico Bridge's load limit to 12 to 15 metric tons by December 2025. Speaking at the grand launch of Phases 2 and 3 of the National Fiber Backbone (NFB) project in Palo, Leyte, Marcos tasked the Department of Public Works and Highways (DPWH) to expedite the retrofitting and complete restoration of the bridge, citing its burden to residents, businesses, and travelers in the region. ''May higit kalahating bilyong piso na pondo ang nakalaan para maibalik sa labindawala hanggang labinlimang metric tons ang load limit sa susunod na Disyembre,'' Marcos said in his speech. (More than P500 million was allocated to return the load limit to 12 to 15 metric tons by December.) Earlier, the President said he wants to increase the load limits of San Juanico Bridge to 12 tons by December this year. Marcos had apologized to the residents in Samar and Leyte who were affected by the rehabilitation, saying that the government wants to ensure their safety. In May, DPWH Secretary Manuel Bonoan said that the present load limits of San Juanico Bridge amid its rehabilitation might be increased in the next months. He said the increase in the load limits could be implemented in the last quarter of this year.

Mark Villar denies hand in PrimeWater-LWUA deals as DPWH chief
Senator Mark Villar speaks at a hearing of the Senate Committee on Banks, Financial Institutions and Currencies hearing on January 16, 2024. Senate PRIB Senator Mark Villar on Saturday denied that he had any participation in joint venture agreements (JVAs) entered into by PrimeWater and other local water districts facilitated through the Local Water Utilities Administration (LWUA), when it was still an attached agency of the Department of Public Works and Highways (DPWH) during his term as secretary. "I wish to take this opportunity to clarify that I have no direct or indirect ownership or controlling interest in Primewater," Villar said in a statement. "During my tenure as Secretary of Public Works, I did not participate in any capacity whatsoever in any transactions or potential transactions between Primewater and any of its partner districts. My focus then had been to implement our national goal of creating critical community infrastructure," the senator added. Villar was the chief of the DPWH from 2016 to 2021 during the administration of former President Rodrigo Duterte. Villar resigned from the post to seek a senatorial seat in Eleksyon 2022. PrimeWater Infrastructure Corp. is owned by the Villar family. The senator issued the statement after Palace Press Officer Undersecretary Atty. Claire Castro reported that JVAs between PrimeWater and other local water districts increased in 2019, noting that the DPWH during that time was led by then-secretary Villar. Castro added that the Office of the President held a meeting Friday with the LWUA and the Office of The Government Corporate Counsel (OGCC) to discuss the current situation of PrimeWater consumers. Saying that his tenure in the DPWH was aligned with the goal of creating critical community infrastructure, Villar said, "I have full faith that my service record in those years would bear witness to that focus and commitment." LWUA Administrator Jose Moises Salonga earlier said the agency already finished its initial investigation into the complaints against PrimeWater JVAs, and that its findings and recommendations were already submitted to the office of President Ferdinand "Bongbong" Marcos Jr. Salonga had said the LWUA was previously an attached agency of DPWH, and the possible conflict may be linked to the previous officials of these offices. Marcos earlier ordered an investigation into the operations of PrimeWater due to numerous service-related complaints. Meanwhile, a resolution has been filed in the House of Representatives seeking an inquiry into the JVAs entered into by PrimeWater and local water districts.
