
Comelec to retain 15% ballot threshold for Bangsamoro polls
Poll chief George Erwin Garcia on Monday said the threshold will remain effective as he reiterated the first-ever parliamentary polls is a continuation of the 2025 national and elections (NLE).
'Hindi tamang baguhin ang threshold sapagkat yun ang nasimulan namin sa 2025 NLE,' Garcia said.
(It is not right to change the threshold because we already implemented that.)
'Sabi sa batas ang BARMM elections ay continuation ng national and local elections so hinid kami dapat magbago ng mga ibang sinagawa namin sa 2025 NLE,' he added.
(The law states the BARMM polls is a continuation of the national and local elections so we wont change other policies.)
In October 2024, the poll body en banc approved a proposal to lower the valid ballot shading threshold to 15% for the 2025 May polls — the lowest threshold since the 20% set for the 2010 elections.
Garcia said the preparations of the Comelec for the Bangsamoro elections are in 'full blast'. He said the Comelec en banc has already approved the ballot faces for the Bangsamoro polls.
At least 7,000 automated counting machines (ACMs) will be used for the elections and instead of telecommunication units, Starlink devices will be distributed to polling precincts for vote transmission.

Meanwhile, Commissioner Aimee Ferolino said the poll body is eyeing to lift control over Buluan, Maguindanao del Sur and Datu Odin Sinsuat, Maguindanao del Norte for the 2025 Bangsamoro elections.
'We're considering the lifting of the two municipalities under the Comelec control kasi di masyadong mainit ang elections doon at kokonti lang naman ang positions at stake,' said Ferolino.
'There is a great possibility that the declaration of the areas under Comelec control will be lifted for the upcoming polls,' she said.
Ferolino, chairperson of the Comelec Gun Ban and Security Concerns Committee, said the poll body is continuing its security preparations for the polls. This includes requesting more personnel from the Afrmed Forces of the Philippines (AFP) and the Philippine National Police (PNP).
'If we have secured the previous elections well, there is no reason we can't secure more the BARMM elections kasi mas nakatutok tayo. Mas maraming pwersa ang AFP at PNP at kasama natin ang PCG sa elections sa BARMM,' she added.
Ferolino reminded the public of the start of the election period and the implementation of gun ban from August 14, 2025, to October 28, 2025. — BM, GMA Integrated News

AFP in talks with US to use EDCA sites for PH relief efforts, says Teodoro
The Armed Forces of the Philippines (AFP) is already coordinating with the United States Indo-Pacific Command (USINDOPACOM) to use the Enhanced Defense Cooperation Agreement (EDCA) sites for relief efforts amid the heavy rainfall and floods across the country, Defense Secretary Gilbert Teodoro said Monday. 'Ako po'y kausap si General Brawner, sa ating Armed Forces of the Philippines, at iko-coordinate din po niya ang mga kinakailangan na tulong sa USINDOPACOM upang magamit ang EDCA facilities at iba't-iba pang mga kagamitan na kinakailangan na katulong ng ating Armed Forces of the Philippines upang makarsponde sa ating mga kababayan,' said Teodoro in a video statement. ('I am talking with General Romeo Brawner and the Armed Forces of the Philippines, and he is coordinating the assistance we need from USINDOPACOM so we could use the EDCA facilities and the equipment that the AFP needs to assist our countrymen.) Signed in 2014, EDCA grants US troops access to designated Philippine military facilities, the right to construct facilities, and pre-position equipment, aircraft and vessels, but rules out permanent basing. There are currently nine EDCA sites nationwide: Antonio Bautista Air Base (Palawan), Basa Air Base (Pampanga), Fort Magsaysay (Nueva Ecija), Mactan-Benito Ebuen Air Base (Cebu), Lumbia Air Base (Cagayan de Oro City), Naval Base Camilo Osias (Sta Ana, Cagayan), Lal-lo Airport (Lal-lo, Cagayan), Camp Melchor Dela Cruz (Gamu, Isabela), and in Balabac Island (Palawan). PNP: 12K personnel to be deployed for SONA
The Philippine National Police (PNP) on Monday said that around 12,000 personnel will be deployed for the fourth State of the Nation Address (SONA) of President Ferdinand 'Bongbong' Marcos Jr. on July 28. 'Around 12,000 personnel are being deployed at iba pang law enforcement agencies and civilian support units para sa activity na ito sa House of Representatives,' PNP chief Police General Nicolas Torre III said in a briefing. Torre said that the PNP will deploy an advance team on July 26 while full deployment will take place on July 27 until the early hours of July 28. He clarified that no threats have been monitored so far. 'Wala tayong namo-monitor na threat. Natural lang 'yang mga usual na intelligence estimate natin. Normal naman, usual lang. Ang pinaka threat natin ngayon weather. Hopefully mag clear up ang weather so mas maganda ang ating deployment,' he said. (We are not monitoring any threat. Those are just our usual intelligence estimates. It's normal, just the usual. Our main threat right now is the weather. Hopefully, the weather clears up so our deployment will be better.) Meanwhile, Torre said that the PNP will consult the Department of the Interior and Local Government regarding a gun ban.
