RM18.8 million surge in BNPL transactions in first half of 2025, Dewan Rakyat told
KUALA LUMPUR: The total number of Buy Now Pay Later (BNPL) transactions has increased by RM18.8 million in the first half of 2025, rising from RM83.8 million in the second half of 2024 to RM102.6 million transactions, the Dewan Rakyat was told today. Deputy Finance Minister Lim Hui Ying said over the same period, the total value of BNPL transactions rose from RM7.1 billion to RM9.3 billion, representing a 31 per cent increase. "Meanwhile, the number of active BNPL accounts grew from 5.1 million at the end of 2024 to 6.5 million at the end of June this year. "The significant growth of BNPL poses potential risks of harm, particularly to vulnerable credit users, namely, individuals without a stable income, those with low earnings, or those who lack financial literacy," she said during the second reading of the Consumer Credit Bill 2025 in the Dewan Rakyat. Following concerns on the conduct or practices of debt collectors who use force and resort to excessive harassment of credit users, Lim said a statutory body known as the Consumer Credit Commission (CCC) will be established under the act. She added that the commission will also regulate business sectors that are currently unregulated by any authority, through a licensing and registration framework to be implemented under the act. Lim also said the commission will be established as a regulatory body under the Finance Ministry. "Various complaints have also been received regarding the conduct or practices of debt collectors who use force and resort to excessive harassment of credit users. "Complaints have also been lodged against individuals who present themselves as intermediaries or assistants in managing debt, but in reality, exploit the situation for personal gain through manipulation or fraud. There have been growing calls for these individuals to also be regulated," she said. She added that there will be six business sectors that will be regulated under the act, which will be segregated into two categories. The first category, she said, comprises three types of credit businesses that will require a licence from the CCC. They include BNPL schemes, leasing, and factoring, including those that are Shariah-compliant. The second category, meanwhile, covers three types of credit service businesses that must be registered, which are debt collection, acquisition of non-performing loans or financing, and debt counselling and management. "In line with the government's whole-of-government approach, the act will also provide for two types of credit businesses that will require a licence from the Housing and Local Government Ministry, which are Shariah-compliant financing facilities and Shariah-compliant pawnbroking, also known as Ar-Rahnu," she said. She added that the bill, once passed, will serve as an umbrella legislation and empower the commission and other regulatory and supervisory authorities, namely the Housing and Local Government Ministry, the Domestic Trade and Cost of Living Ministry, Bank Negara Malaysia, Securities Commission and the Malaysia Co-operative Societies Commission to regulate their respective segments of the credit industry. She added that this was because Malaysia's consumer credit landscape currently operates under a fragmented regulatory framework, which has led to uneven levels of oversight for non-bank credit providers, as well as inconsistent and insufficient protection standards for credit consumers. "The lack of uniform safeguards across the credit sector has left many consumers vulnerable to unfair and exploitative practices. "Many credit users are uncertain about which authority to approach to lodge complaints under the existing legal framework.

Malaysia's Q2 2025 economic growth hits 4.5% under MADANI reforms
KUALA LUMPUR: The projected 4.5% economic growth for the second quarter of 2025 highlights the success of the Madani Government's reform agenda, according to Housing and Local Government Minister Nga Kor Ming. He attributed the positive outlook to Prime Minister Datuk Seri Anwar Ibrahim's leadership in revitalising the economy and improving public welfare. Nga stated, 'Despite increasingly challenging global pressures, steady domestic demand along with growing consumer and investor confidence reflect the effectiveness of the government's approach.' The Department of Statistics Malaysia's preliminary estimates show an improvement from the 4.4% growth recorded in the previous quarter. The construction sector is leading the expansion with an expected 11.0% growth, fuelled by non-residential and housing projects. Meanwhile, the services sector is forecast to grow by 5.3%, up from 5.0%, while manufacturing recorded a 3.8% increase. Nga credited domestic demand for the strong performance, supported by government initiatives such as the Basic Rahmah Contribution (SARA), Cash Rahmah Contribution (STR), and higher minimum wages. 'These measures have boosted income and purchasing power,' he said. However, he cautioned that external risks like global trade tensions and tariff wars remain concerns. 'The Madani Government remains committed to ensuring inclusive economic growth and the well-being of all Malaysians,' he added. Nga also welcomed Bank Negara Malaysia's decision to lower the Overnight Policy Rate (OPR) to 2.75%, calling it a proactive move to support economic activity, particularly in real estate. - Bernama

Causeway-bound bus drivers go on strike over pay
JOHOR BARU: Thousands of Malaysian workers commuting to Singapore were left stranded at dawn today after about 100 bus drivers abruptly staged a strike over pay cuts. It triggered chaos at the Sultan Iskandar Building (BSI) bus terminals and bus stops across the city heading to Singapore. The surprise boycott, which began at 5am, saw massive queues forming at BSI, with no buses available to ferry workers across the Causeway during the crucial morning rush hour. Desperate to clock in on time, many resorted to walking the 1.05km stretch from Johor Baru into Singapore on foot, dragging bags and dodging peak-hour traffic. "I arrived at 6.30am and saw a human flood queuing for buses. We were confused, only to be told the drivers had gone on strike. "I had no choice but to walk," said Munir Selamat, 34, who works at a restaurant in Singapore. The drivers' protest was reportedly triggered by a recent wage restructuring by the bus company, which slashed their monthly take-home pay from around RM2,800 to below RM2,000, despite rising living costs. A driver, who only wanted to be known as Atoi, 35, said they were also forced to accept an additional mandatory route per day, from four to five, which came without proper compensation for extra mileage and time. "The new salary scheme is unfair. It cuts deep into our earnings, and with extra trips and unclear deductions, many of us decided enough is enough," he added. Some drivers eventually resumed operations around 10.30am, but not before thousands had already been delayed or forced to find alternate means into Singapore. Johor Public Works, Transport and Infrastructure committee chairman Mohamad Fazli Mohamad Salleh is currently in talks with the bus company and affected drivers to find a resolution. The New Straits Times has reached out to Causeway Link, which operates one of the largest cross-border bus services between Johor and Singapore. However, the company has yet to respond as at press time. Its services cater to thousands of daily commuters, particularly Malaysians working in the republic.
