
Corpn floats tender for maintaining Panjapur terminus
Trichy corporation
has floated a tender to identify a private agency to operate and maintain the upcoming
integrated bus terminus
(IBT) at Panjapur for 15 years under
public private partnership
(PPP) mode.
Amid concerns over outsourcing the maintenance of the terminus, the local body has introduced key performance indicators (KPIs) in managing the air-conditioned terminus built at Rs 246 crore, and any deficiency in the service will incur penalties for the concessionaire.
The maintenance of the terminus includes overseeing electrical and mechanical equipment, waste management, parking management, and collection of rents from shops. The local body has suggested the private agency use automated number plate reading (ANPR) cameras to monitor the movement of buses and other private vehicles. The agency will submit a monthly report to Trichy corporation including one on complaint management. "The terminus will get a reception desk to guide passengers to the bus bays," said an official source.
The concessionaire will set up water bottle and cloth bag vending machines in six locations inside the IBT. As per the agreement, the local body said the outsourcing agency will be penalized Rs 10,000 a day if the circulation area and platforms are not cleaned. The agency has to clean the common access areas three times a day. Lapses in waste collection will incur a penalty of Rs 2,000. The penalties will be increased by 15% once every three years. Penalties will be deducted from the payment to the agency for it services. However, no penalty has been announced for lapses in maintaining the air conditioning system.

"Escalators and lifts need periodical maintenance since IBT is facilitated with two levels of bus bays," said S Manoharan, a resident of Cantonment.
"Maintaining the terminus directly through the corporation's staff is an uphill task. We shall ensure the best quality of operation and maintenance by the private operator," said Mayor Mu Anbalagan.
