Centre hikes central deputation allowance for certain category of officers

The Centre has increased central deputation allowance for certain categories of officers, according to a Department of Personnel and Training (DoPT) order.
The revised rates of Central Secretariat (Deputation on Tenure) Allowance (CDTA) are admissible to the officers of all India services and organised Group A central services on their appointment as Under Secretary, Deputy Secretary and Director in the central secretariat under the Central Staffing Scheme, the order issued on Wednesday said.
At present, during their tenure as Under Secretary, Deputy Secretary, or Director, the officers are paid CDTA at the rate of 10 per cent of their basic pay, subject to a ceiling of Rs 9,000.
"In consideration of references received from various ministries/departments and after due consultation with Department of Expenditure, it has been decided that the ceiling will further rise by 25 per cent each time Dearness Allowance increases by 50 per cent," the DoPT said.

A heavy spell of rain since last evening has left large parts of Delhi and NCR, especially North Delhi and many areas of Gurugram, severely waterlogged. The water inundation brought traffic to a standstill, flooded residential colonies, and once again exposed the recurring monsoon preparedness crisis in the national tall claims and early planning, Delhi appears to have been caught off guard yet again. Delhi's drainage and sewage management is handled by at least half a dozen different agencies - including the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Public Works Department (PWD), Delhi Jal Board (DJB), Delhi Development Authority (DDA), and the Irrigation and Flood Control is responsible for different zones and types of drains, yet overlapping jurisdictions and lack of coordination often lead to chaos. The MCD, for instance, is responsible for sanitation across nearly 96 per cent of Delhi's area and about 98 per cent of its population. Apart from managing solid waste, the MCD is also tasked with cleaning drains along roads narrower than 60 feet - mostly inside residential a dedicated allocation of Rs 36 crore this year, separate from the routine sanitation budget, the civic body admitted it had cleaned only 75 per cent of the drains under its jurisdiction by the time the monsoon drains along major roads such as Ring Road, ITO, and Minto Road - areas notorious for chronic waterlogging - fall under the domain of the PWD. These key arterial routes were among the worst affected in the last 24 hours. The Delhi government, led by Chief Minister Rekha Gupta and PWD Minister Pravesh Verma, had earlier launched a campaign to ensure waterlogging would be avoided this year. A comprehensive masterplan was drawn up back in 2014 to address these systemic issues, but 11 years later, most of it remains on Irrigation and Flood Control Department oversees major stormwater drains that discharge directly into the Yamuna - including the Najafgarh, Shahdara, Kushak, and Barapullah drains. Every year, a flood control order is issued before the monsoon and inter-agency meetings are held to monitor Yamuna's water level and clean these major channels. Asian Paints exits Akzo Nobel India; sells 4.42% stake for ₹734 crore

NEW DELHI: Paints major Asian Paints on Wednesday exited Dulux paint-maker Akzo Nobel India by selling its entire 4.42 per cent stake in the company for Rs 734 crore through an open market transaction. In a regulatory filing on Wednesday, Asian Paints said it "has sold its entire holding of 20,10,626 equity shares in Akzo Nobel India Ltd, representing 4.42 per cent of its paid-up share capital". The sale was executed at Rs 3,651 per share through the bulk deal mechanism, it added. Last month, Sajjan Jindal's JSW Paints announced the acquisition of Dutch paint maker Akzo Nobel's India unit in a Rs 12,915-crore deal to become the fourth-largest player in the paint industry in the country. JSW Paints will buy a 74.76 per cent stake in Akzo Nobel India for Rs 8,986 crore and launch an open offer to buy another 25 per cent from the open market for up to Rs 3,929.06 crore. According to the bulk deal data on the NSE, Asian Paints sold 20,10,626 shares, amounting to a 4.42 per cent stake in Gurugram-based Akzo Nobel India. The shares were disposed of at an average price of Rs 3,651 apiece, taking the transaction value to Rs 734.08 crore. Meanwhile, ICICI Prudential Mutual Fund and Eastspring Investments India Consumer Equity Open Ltd purchased a total of 9.5 lakh equity shares or 2.1 per cent stake in Akzo Nobel India. These shares were picked up at the same price, taking the deal value to Rs 346.92 crore, as per the data on the National Stock Exchange (NSE). Eastspring Investments is a subsidiary of British multinational insurance and asset management firm Prudential. Details of the other buyers of Akzo Nobel India's shares could not be ascertained on the exchange. Shares of Akzo Nobel India slipped 1.56 per cent to close at Rs 3,627 apiece on the NSE.
