Collector orders demolition of 30 school buildings in Malappuram

District Collector V.R. Vinod has ordered the demolition of 30 school buildings, which are in precarious condition. The demolition has been ordered under the Disaster Management Act on the basis of a report by the Deputy Director of Education (DDE).
Mr. Vinod told a District Development Committee (DDC) meeting here on Saturday (July 26) that he would hold discussions with the DDE and Public Works department officials soon.
The buildings have to be demolished within a month after completing the evaluation and tender processes.
MLAs P. Ubaidullah, T.V. Ibrahim, Kurukkoli Moideen, P. Abdul Hameed, Abid Husain Thangal, Additional District Magistrate N.M. Meharali, District Planning Officer P.D. Joseph, and representatives of MPs attended the meeting.
Mr. Ibrahim presented a resolution against the alleged diversion of the Calicut International Airport's corporate environmental responsibility (CER) funds for purposes other than the mitigation of local environmental issues. A good chunk of the airport's CER funds were diverted to a senior citizen model village in Dharmadom, Chief Minister Pinarayi Vijayan's constituency, he alleged.
Mr. Ubaidullah seconded the resolution. The Collector assured that he would take up the matter with the Airports Authority of India.
District Medical Officer R. Renuka said that infectious diseases, including dengue, were on the rise in the district. However, bolstered preventive measures could check the death rate, she said.
Mr. Vinod said that caterers would be advised to discontinue serving iced welcome drinks at events to help prevent the spread of jaundice.
Mr. Hameed said that the district should have healthcare facilities proportionate to its population. He pointed out that owing to lack of adequate facilities at the Government Medical College Hospital, Manjeri, patients were being referred to the Government Medical College Hospital, Kozhikode.
The KSEB will hold a meeting on July 29 as part of its drive to reduce power-related accidents in the district. KSEB officials will also conduct inspections to ensure that safety measures are in place, particularly on school premises.

Alappuzha MCH to launch Palliative Care Clinic with Living Will Information Desk

In a bid to empower people to choose their end-of-life medical preferences, a Living Will Information Desk will soon become functional at the Government Medical College Hospital (MCH), Alappuzha. The Living Will Information Desk, a first-of-its-kind initiative in the district, will function under the Comprehensive Palliative Care Clinic being set up at the MCH under the Department of Anaesthesiology. According to MCH authorities, the clinic is expected to begin functioning by the end of July. A living will is a document in which a person records their medical treatment preferences in advance, for situations where they may be unable to make decisions themselves - such as during terminal illness or critical conditions. It outlines the individual's choices regarding end-of-life care. Through this, one can pre-decide whether or not to undergo life-sustaining treatments like ventilation or dialysis, and also express wishes related to organ donation and funeral arrangements. Anyone above 18 years of age Anyone above 18 years of age can sign a living will. After consultation with family members, the signed document is attested by a gazetted officer and kept under the custody of the local self-government institution, as per procedure. Forms and guidelines for filling out a living will are available at the desk, which will function from Monday to Friday. Besides, outpatient services for patients in need of palliative care will be available at the Comprehensive Palliative Care Clinic every Saturday from 9.30 a.m. onwards. 'A ward with 10 beds has been set up. Doctors from other departments will offer their services. Apart from Living Will Information Desk, a pharmacy and a store are part of the clinic,' said an official. Officials said that as part of the palliative care initiatives at the MCH, students are actively involved in activities under the banner Karunya. 'Every year, a paraplegia meet is held, bringing together individuals with lower-body paralysis, and medical camps are organised. These efforts aim to provide both physical and emotional support to bedridden patients. Palliative care has also been included in the curriculum for house surgeons. As part of this, doctors visit and examine bedridden patients in Alappuzha and nearby areas at their homes,' the official added.

The Supreme Court on Wednesday sought the response of the Centre and states on a petition seeking nationwide regulations to prevent heatwave deaths involving unorganised workers and children who are the worst sufferers. SC seeks govt reply on plea for heatwave rules A bench headed by Chief Justice of India (CJI) Bhushan R Gavai issued notice on a petition filed by a Delhi-based lawyer Adil Sharfuddin, who gathered data of heatwave deaths in the past few years from government sources; the data indicated 730 heatwave deaths in 2024. Senior advocate MR Shamshad appearing for the petitioner said that in April this year, the Rajasthan high court took suo motu cognizance of heatwave deaths and urged the Centre to declare a national emergency when it is very hot; that came when several cities in north India were reeling under temperatures above 45 degrees Celsius. Shamshad said that the proceedings in the high court have closed and there is no way to elicit a response from Centre on whether it intends to come out with heat protection regulations with enforceable obligations on employers and the state to provide for flexible work hours, sufficient hydration, shaded areas or rest shelters and medical kits during extreme heatwave days. The petition also sought a Heat Action Plan to be introduced by states to mitigate the effect of heatwave conditions. The bench, also comprising justices K Vinod Chandran and Joymalya Bagchi, directed the matter to be heard after four weeks. Heatwaves fall within the definition of 'disaster' as per Section 2(d) of the Disaster Management Act, the petition said, and the NDMA, under section 3 of the Act, is mandated to lay down policies, guidelines and plans for reducing risk of heatwave deaths, it added. While NDMA issued non-binding guidelines in 2016 and 2019 on heatwave management, the petition demanded mandatory regulations for uniform compliance across all states.
