Niti Aayog set to unveil plan for elderly care

will soon unveil an action plan for holistic care of India's ageing population, in line with international best practices, a senior government official aware of the deliberations told ET.
Some of the policy interventions on the cards include a dedicated nutrition programme for
senior citizens
, mandatory savings plan, comprehensive health insurance, old-age housing, affordable high-quality assistive devices, enhanced pension coverage and revision in pension amount to account for inflation, the official said.
One in every five Indians is projected to be above 60 years of age by the middle of the century. It is estimated that 75% of the elderly have one or more chronic diseases, over 50% experience mobility restrictions, 32% have low life satisfaction, 78% are without any pension cover while 70% are dependent on everyday maintenance, prompting the government to look at comprehensive measures.

The move is in line with the BJP's poll promise of 2024 wherein the party's manifesto touched upon the need for
elderly care
in the wake of major societal change to ensure overall support to India's ageing population.
"The policy roadmap will focus on health, social, economic and digital empowerment of the elderly and will see a series of reforms proposed across these four pillars," the official said.

The policy prescription could suggest enhanced engagement of the private sector, funding from corporate social responsibility (CSR) and inter-sectoral convergence.
The policy could also propose legal reforms for strengthening the existing Maintenance and Welfare of Parents and Senior Citizen Act for greater accountability while also mooting housing sector reforms to develop dedicated housing facilities for the elderly.

1 2 Guwahati: Manipur, which is under President's Rule since Feb, has planned to close about 350 relief camps housing thousands of people displaced by the ethnic violence since 2023 by this year-end and resettle them with financial assistance from the govt in three-phases beginning July. Manipur chief secretary PK Singh on Friday said a structured rehabilitation programme for displaced individuals has been finalsied following detailed consultations with the ministry of home affairs. Singh said the second round would begin by Oct and the third by Dec. Each family will get about Rs 3 lakh each to re-build their houses. The second category is for about 7,000 people who have fled their homes but their houses were not destroyed. But over two years of neglect have left their houses in a dilapidated state. "So, there will be some kind of monetary help for those people," Singh said. "And the third category is for those who, even after Dec, will not be able to return to their homes immediately. These can be about anything around 8000 to 10,000, and they will be allowed to stay in the prefabricated houses for which we are building a thousand more," Singh added. He said the situation is improving and farming is also going on peacefully. "I'm glad to share that both sides are farming together. I mean within eyeball to eyeball distance and they are sharing water. That's a very good sign," he added. The chief secretary said the govt is appealing to all civil society organizations to maintain calm and added that "some mischievous elements are there everywhere. Some people want something mischievous to happen."

The hospital has asked them to seek treatment outside the scheme due to a pending payment of Rs 1 crore from the Punjab government, a recurring issue that has left many low-income families in distress. Sources at GMCH revealed that the Punjab government is expected to release the outstanding amount soon, and the hospital anticipates resuming Ayushman Bharat treatments for Punjab beneficiaries by next week. However, the situation stands in stark contrast to that of Haryana patients, who continue to receive treatment under the scheme despite a larger pending amount of Rs 5 crore. This is reportedly due to assurances from the Haryana administration. This is not the first time Punjab patients have been affected. In Jan, GMCH temporarily suspended Ayushman Bharat treatments for Punjab beneficiaries. A similar disruption occurred earlier in 2024, when the hospital halted services due to an unpaid Rs 5 crore from the Punjab government for previously rendered treatments.
