EU targets Indian refinery in new round of sanctions over Russian oil trade

NEW DELHI: In a renewed effort to put economic pressure on Russia, the European Union on Friday unveiled a fresh package of sanctions, which includes lowering the price cap on Russian crude oil and sanctioning Nayara Energy Ltd, an India-based refinery linked to Russian energy giant Rosneft.
This marks the first time the EU has imposed sanctions involving India, a country that has heavily relied on discounted Russian crude since the start of the Russia-Ukraine war in 2022. Nayara Energy Ltd, formerly known as Essar Oil Ltd, operates a 20-million-tonne-per-year refinery in Vadinar, Gujarat, and manages a retail network of over 6,750 petrol pumps across India. Rosneft owns a 49.13% stake in the company.
As a result of the sanctions, Nayara will no longer be able to export refined products such as petrol and diesel to European countries.
'For the first time, we're designating a flag registry and the biggest Rosneft refinery in India,' said EU foreign policy chief Kaja Kallas.
The sanctions also blacklist 105 vessels from Russia's so-called shadow fleet — a group of ships that covertly transport Russian oil while evading international sanctions. The shadow fleet, once estimated at around 100 vessels in 2023, has grown to approximately 800 ships by 2025, according to EU diplomatic estimates.

It also named India's Vadinar Refinery in which Russian energy firm Rosneft has a major stake. MEA spokesperson Randhir Jaiswal said India does not subscribe to any unilateral sanction measures. The EU's foreign and security policy chief Kaja Kallas said on social media that the 27-member bloc had approved "one of its strongest sanctions packages against Russia to date". The new sanctions include a lower oil price cap, the designation of the "biggest Rosneft refinery in India", and measures aimed at 105 more shadow fleet ships. "We have noted the latest sanctions announced by the European Union," Jaiswal said. He said India is a "responsible" actor and remain fully committed to its legal obligations. "The government of India considers the provision of energy security a responsibility of paramount importance to meet the basic needs of its citizens," he said. "We would stress that there should be no double standards, especially when it comes to energy trade," he added.

Jio Financial Services (JFSL) on Friday said that it has entered into a binding agreement with Munich-based Allianz Group, through its wholly owned subsidiary Allianz Europe B.V., to form a 50:50 reinsurance joint venture. Additionally, the company also said that it has entered into a non-binding agreement with the Allianz Group to set up equally owned joint ventures for both life and general insurance businesses in the country. 'The potential partnership for insurance will see two trusted financial services brands — JFSL and Allianz — coming together to deliver innovative and holistic protection solutions to the people of India,' the company said in a statement late on Friday night. According to the company, the reinsurance JV will leverage Allianz's existing Allianz Re and Allianz Commercial portfolios and activities in India. It will also benefit from Allianz's global setup, including its pricing, risk selection, and portfolio management expertise. Allianz Re has been reinsuring risk in India for over 25 years. 'The reinsurance JV between JFSL and Allianz will help insurers manage risks more effectively by providing access to strong underwriting capabilities and competitive capacity — ultimately strengthening the resilience of the entire insurance ecosystem. The JV will launch operations post receipt of statutory and regulatory approvals,' the company further said. Allianz was the JV partner with Bajaj Finserv for more than 20 years and had two insurance JVs — Bajaj Allianz Life and Bajaj Allianz General. Allianz had a 26 per cent stake in both the insurance companies. In October last year, Allianz expressed its intention to split with Bajaj Finserv, and in March this year, Bajaj Finserv announced that it will buy Allianz's stake in both the JVs for ₹24,180 crore. Following the split, speculation was rife that Allianz and JFSL would come together to form insurance JVs. According to Isha M Ambani, Non-executive Director, JFSL, this partnership, combining Allianz's global reinsurance expertise with JFSL's deep understanding of the Indian market and strong digital infrastructure, aims to deliver innovative and customised reinsurance solutions to insurers. 'Aligned with the national goal of 'Insurance for All by 2047', we are committed to building a stronger and more inclusive insurance ecosystem that ensures broader access to protection for every Indian,' Ambani said. 'We are proud to partner with JFSL to support the democratisation of access to world-class financial services for the people of India, with the opportunity to serve a growing number of consumers who are seeking the right protection for themselves, their families, and their businesses,' said Oliver Bäte, Chief Executive Officer, Allianz SE. Currently, India's insurance sector has one state-owned reinsurer — General Insurance Corporation (GIC Re). Valueattics Reinsurance, backed by Prem Watsa and Kamesh Goyal, has recently received the insurance regulator's nod for a reinsurance company. Additionally, there are 13 foreign reinsurance branches (FRBs) set up by global reinsurance companies, including Munich Re, Swiss Re, and Lloyd's of London, operating in India.

In an apparent bid to reach out to non-tribals, especially Bengalis who form nearly 70 per cent of Tripura's population, Tipra Motha supremo Pradyot Kishore Manikya Debbarma Friday said all residents of the state should come together to combat illegal migration. 'I want to tell something to the people of Tripura that Bangladesh was never our friend. In the 80s, 90s, early 2000s… our Tiprasa youths were invited and were provided with arms, camps… by whom? Bangladesh… Today, Bangladesh is fomenting anti-India sentiments since the departure of Sheikh Hasina… I expect all of you, not just Tiprasa but everyone, to come together and fight against illegal migration,' Debbarma said in an audio message. He further alleged that illegal migrants from Bangladesh change their names to get Aadhaar cards and then settle not just in Tripura but also in other states like Assam, Uttar Pradesh, Bihar, Maharashtra, etc. 'When I am speaking against illegal Bangladeshis, I am not speaking against you (non-tribals). I am speaking against those who enter India and try to weaken our country. Tiprasa alone can't fight this battle; I need your help… We can do this only when we set aside our personal differences and go ahead… This is not a fight for politics. This is the fight to save our next generation,' the Tipra Motha founder said. A few days ago, Debbarma had urged the Election Commission of India (ECI) to follow the Bihar model of revision of electoral rolls in the Northeast, especially Tripura. He also said the party would seek a meeting with ECI officials in Delhi to discuss the matter. Citing reports of a popular TV channel, Debbarma said the ECI conducted a local survey in Bihar and came to know that many illegal migrants from Bangladesh and Myanmar, among others, have become voters. 'The same exercise should be conducted in Northeast India… I fail to understand why Bihar is important and the Northeast is not for ECI. Aren't we also children of India? Time for Tipra Motha MLAs to write to EC to do the same here. I request all our northeastern brothers and sisters to put the same pressure on your regional parties to do the same!' Debbarma wrote on his social media page.
