
Austerity budgets are a gift to populists
Because of this dynamic, it is hard to believe Elon Musk thought US president Donald Trump's interest in Musk's Department of Government Efficiency was motivated by a genuine commitment to saving public money.
His sense of betrayal was nevertheless strong enough that he lambasted Trump's One Big Beautiful Bill Act — which is forecast to add trillions of dollars to the US federal budget deficit and national debt — as a 'disgusting abomination'.
Even Steve Bannon, a key architect of Trump's populist 'Make America Great Again' (Maga) agenda and Musk's ideological adversary, has made similar criticisms of the bill, as have prominent Senate Republicans like Rand Paul and Ron Johnson.
Such dissent from the right is unusual. Of course, Republicans have vigorously denounced the spending plans of past Democratic administrations. But when Republican presidents are in power, these affordability concerns instantly vanish. 'Deficits don't matter,' as former US vice-president Dick Cheney, the principal architect of the Iraq War, famously put it.
While Republicans understand banging the drumbeat of fiscal austerity is a political instrument, Democrats have been more earnest — or naive — about its virtues. True, there is good political reason to join Republican dissenters in arguing the bill's tax cuts for the rich are 'unaffordable'.

But history suggests the Democratic Party may soon lose sight of the strategic character of such ideological alliances and end up playing an unfortunate role in a twisted morality play authored by the right.
Since Ronald Reagan, every Republican president has dramatically increased the deficit through tax cuts and military spending. By contrast, Democratic administrations have done the work of reining in the country's growing debt, largely by slashing public investment and weakening the social safety net.
Lawrence H Summers, who served as treasury secretary under President Bill Clinton, was convinced the economic revival of the 1990s was due to Clinton's commitment to balancing the budget. As director of President Barack Obama's National Economic Council, Summers successfully pushed the same approach.
Following a decade of economic stagnation, President Joe Biden's administration broke from this pattern and tried to rouse the American economy from its pandemic-induced torpor with a massive fiscal stimulus.
Summers led a media offensive against the policy, warning of an inflationary surge. But Biden stuck to his guns, and, although inflation did jump up briefly, no catastrophe unfolded, thanks to the United States' unique ability to run large budget deficits, owing to the dollar's centrality in the global financial system.
Time and again over the past half-century, America has been able to sustain higher levels of debt than many anticipated.
After Biden bowed out of the 2024 presidential election, the elevation of Kamala Harris, his vice president, to the top of the Democratic ticket signified a possible return to the economic-policy orientation of the Clinton and Obama eras.
But Harris lost the race, leaving America — and the world — with Trump, the self-proclaimed 'king of debt.' Given this, it is not surprising many former Democratic officials have sounded the alarm about Trump's spending bill.
In the New York Times, Peter Orszag, who served as director of the Office of Management and Budget under Obama, argued the national debt was now reaching a level that could undermine global investors' willingness to hold dollar assets.
Summers has likewise warned Trump's bill implies 'debt on a massive scale that we can't afford'.
Of course, any government's capacity to finance deficits is finite. Former British prime minister Liz Truss learned that the hard way in 2022, when her government's mini-budget triggered a sharp rise in borrowing costs, leading to the swift demise of her premiership.
But Trump is not heading for a Truss-like incident. The dollar is far more critical to the world economy than the pound. And the US Federal Reserve's commitment to ensuring the liquidity of the Treasury market, in concert with foreign central banks and treasuries, bolsters the greenback's too-big-to-fail status.
The recent decision by Moody's to downgrade the US sovereign credit rating was significant. If unrestricted borrowing, coupled with endless tariff uncertainty, fuels inflation and slows growth, more downgrades will follow, making it more expensive for the US government to finance its debts.

Although this would have adverse consequences for America, it doesn't represent an existential threat, which means Democrats' calls for fiscal rectitude will not gain traction among Republicans.
The party's resolve to rebalance the books will, however, influence intraparty debate. Leaders of the Democratic establishment such as Harris, Gavin Newsom, and Rahm Emanuel would fall over one another to reprise the Obama years.
But that era's institutionalisation of the bailout state and prolonged fiscal austerity would push the country into another recession — providing fertile ground for popular discontent and further political polarisation.
The US is not alone, of course. Across Europe and elsewhere, governments' embrace of socialism for the rich and austerity for everyone else has fuelled the rise of Maga-like populist movements.
But the fact so many prominent Republicans are objecting to Trump's spending bill reflects the hollow ideological core Maga shares with other right-wing populist movements. A motley collection of intense grievances does not easily translate into a coherent economic strategy.
Instead, the Democratic Party should focus on building a progressive economic policy platform that can mobilise electoral support. Bidenomics was a good but imperfect start, not a mistake to be regretted. The
Democrats — and democrats worldwide — must offer a more appealing vision of the expansive use of the public purse. Otherwise, they may not get their hands back on the levers of fiscal policy for some time to come.

UNHCR's Ireland office to lose several positions in Dublin
UNHCR's Ireland office is to lose several positions in Dublin while other roles are being downgraded. It follows a wider review of positions within the UN refugee agency, which has been impacted by the global cuts being imposed across the sector. Irish based staff have been informed of the impacts affecting the Irish branch but have been reassured that the UNHCR will remain a national office and it will maintain a presence in Ireland. It is understood that the staff cuts will come into effect by September. The US President Donald Trump has scaled back American commitments as the world's single largest aid donor by slashing US aid programs. The United States Agency for International Development has recently been formally wound down after 83% of its programs were cancelled earlier this year. In a statement issued to RTÉ News, a spokesperson said that the UNHCR will continue its work with and on behalf of refugees and asylum seekers in line with its mandate. As part of the agency's broader cost-cutting measures, UNHCR has had to close or downsize offices worldwide and implement a nearly 50% reduction in senior positions at its Geneva headquarters and regional bureaus. In total, approximately 3,500 staff positions will be discontinued. Overall, UNHCR estimates a global reduction in staffing costs of around 30%. Humanitarian agencies have warned that 14 million lives could be lost due to President Trump's aid cuts. UNHCR's recently published Global Trends Report shows that the number of people uprooted by war is at decade high levels. The report calls for continued funding of UNHCR programmes that save lives, reinforce basic infrastructure and services in host countries.

Trump's ‘big beautiful Bill' may not be a cure-all for Republicans?
As Donald Trump 's flagship tax and spending Bill narrowly passed the US Senate on Tuesday morning, the president was 1,000 miles away, touring a new migrant detention centre in the Florida Everglades. A room of Trump aides and supporters cheered as he was told the news. Minutes later, he batted away a reporter's question about whether the victory would be short-lived, given the Bill's uncertain path forward when it goes back to the House of Representatives for a final vote. 'It's a great Bill,' Trump replied. 'There is something for everyone.' But Trump's bravado belied the next hurdles for the so-called 'big, beautiful Bill', which stands to be the defining legislative achievement of his second term in office. First, Trump will need to muscle the Bill through the House, where several of his fellow Republicans have already threatened to vote against it, raising concerns about everything from its large price tag to specific cuts to Medicaid, the public health insurance scheme for low-income and disabled Americans. The House originally passed an earlier version of the Bill by a single vote in May. But even if the president is able to get House Republicans to line up behind the Bill in the coming days, he faces a big task in defending the legislation before an American public that already seems to be souring on it. 'They're going to have to sell this to the American people, because most people, most voters, are just becoming aware of this,' said Ron Bonjean, a Republican strategist. Otherwise, he warned, 'this is largely going to be forgotten about, or the critics will continue to pounce on it, and voters will remember it in a negative way'. Opinion polling has consistently shown the proposed legislation is largely unpopular because of provisions that would extend tax cuts for the wealthy while slashing healthcare and social programmes for the poor. Non-partisan analysts have warned that the cuts to Medicaid in particular could strip about 12 million Americans of access to health insurance in the years to come. A Morning Consult survey, conducted at the weekend, found 50 per cent of voters opposed the 'big, beautiful Bill', while 36 per cent supported it. As well as unanimous Democratic opposition, Trump has had to face down attacks on the legislation from some Republicans and other allies who have been disparaging his top domestic goal in Congress. Elon Musk, the billionaire who recently left the administration after a spat with Trump, renewed his public criticism of the Bill on Tuesday. 'All I'm asking is that we don't bankrupt America,' he wrote on X. Trump retorted by suggesting the government should cut subsidies benefiting Musk's businesses and later said he would take 'a look' at deporting him to South Africa, where Musk was born. On Capitol Hill, three Republican senators out of 53 opposed the legislation, and continued to criticise it after Tuesday's vote. 'My vote against this Bill stems primarily from the harmful impact it will have on Medicaid, affecting low-income families and rural healthcare providers like our hospitals and nursing homes,' said senator Susan Collins from Maine. 'While we have worked to improve the present Bill for Alaska, it is not good enough for the rest of our nation, and we all know it,' said Lisa Murkowski, who was on the fence but approved it at the 11th hour. 'My sincere hope is that this is not the final product,' she added, pleading for the House to make some changes. Given the Republicans' narrow majority in the House and Democrats' unified opposition to the proposal, speaker of the House Mike Johnson – a close Trump ally – can only afford to lose a handful of votes if the legislation is to be approved by the lower chamber. The Senate made several substantive changes to the version of the Bill that passed the House in May, driving up the cost of the legislation and imposing steeper cuts to Medicaid, angering some House Republicans. An agreed-upon version needs to pass the House and Senate before being sent to Trump's desk to be signed into law by his self-imposed July 4th deadline. Trump called on House Republicans to rally behind him on Tuesday afternoon, writing on his Truth Social platform: 'To my GOP friends in the House: Stay UNITED, have fun, and Vote 'YAY' ... GOD BLESS YOU ALL!' Vice-president JD Vance took to X to hail the Bill for delivering on Trump's central 2024 campaign pledges, including 'large tax cuts, especially no tax on tips and overtime' and 'big money for border security'. But that did not stop several House Republicans from lashing out at the Senate's version and insisting more changes be made to the legislation – a move that could derail any votes this week and force the House to blow through Trump's deadline. 'The changes the Senate made to the House passed Beautiful Bill, including unacceptable increases to the national debt and the deficit, are going to make passage in the House difficult,' Marlin Stutzman, a Republican member of the lower chamber from Indiana, said in a post on X. Others struck a more upbeat note, but sought to downplay expectations that a deal could be done by the weekend. 'We will get there eventually, but I don't think it's going to be in the next couple days,' said Andy Harris, chairman of the House Freedom Caucus, an influential group of conservatives. Johnson told reporters on Capitol Hill on Tuesday afternoon that he would press ahead with attempts to get the Bill to the president's desk by Friday. 'My objective and my responsibility is to get that Bill over the line,' the speaker said. 'We will do everything possible to do that.' But with the midterm elections 16 months away, any legislative triumph for Trump and the Republicans may well prove to be pyrrhic. 'On the Republican side, when the Bill passed, there was a bit of sombreness that I don't think was expected,' said Chuck Schumer, the top Democrat in the Senate, after the vote.
