Guwahati: Senior
Congress leader
and leader of the opposition in Assam assembly, Debabrata Saikia, wrote to CM
Himanta Biswa Sarma
, urging him to stay the eviction in Goalpara and to provide alternate land to those evicted and those yet to be evicted.
A total of 667 families were evicted for allegedly encroaching over 600 bighas of land at Hasilabeel village under Balijana revenue circle in lower Assam's Goalpara district. The families mostly belong to the Bengali-speaking Muslim community, officials said.
Saikia urged the CM to direct the Goalpara district commissioner not to evict the people until the CM meets with the people of the village on June 18.
"We have already stated that we will cooperate with the govt to free the land from encroachers, subject to compliance with various guidelines issued by the Supreme Court, and also laws and rules enacted by the Assam Legislative Assembly for eviction of landless people and rehabilitation, in case they are evicted from govt land, Khas land, reserve land, etc," he added.
He said it was apparent that the people occupying the land in question were living there as they had no alternative land to build their houses and provide shelter to their families.
He also directed a Congress delegation, led by chief whip of the party in the Assembly Wazed Ali Choudhury, to visit the eviction site at the earliest and submit a memorandum to the governor, urging him to ensure fair practice and extend all help for rehabilitation, in case eviction of citizens is carried out from the presently occupied land by the govt as per rules.
On the other hand, an eight-member Congress delegation was stopped by Assam Police and local authorities from visiting the eviction site. Police put up barricades at Hashila Beel in Goalpara to stop the Congress MLAs from proceeding.

Brazil ex-general tells court he drafted Lula assassination document
A retired general told Brazil's Supreme Court he drafted a document planning for President Luiz Inacio Lula da Silva's assassination, as part of an alleged coup plot for which former president Jair Bolsonaro is also on trial. General Mario Fernandes, a former acting chief of the General Secretariat of the presidency under Bolsonaro, confirmed in his testimony on Thursday that he drafted and printed the document, though he described it as a personal "thought" of his. The far-right Bolsonaro is on trial for allegedly plotting a coup to cling to power after losing the 2022 election to leftist Lula da Silva. The plot allegedly included a plan -- dubbed "Green and Yellow Dagger," after the colors of Brazil's flag and Bolsonaro's party -- to assassinate Lula, according to prosecutors. "That digital file only reflects a thought of mine, a compilation of data, a study of the situation," Fernandes said via videoconference during interrogations of about 30 former Bolsonaro associates on trial alongside the ex-president. Fernandes said he printed the document at the Planalto presidential office only to read it "on paper" and then tore it up. "It was not presented to anyone, it was not shared by anyone," he added. However, prosecutors accused the retired military officer of taking the plan to the Alvorada presidential residence for "negotiations" with Bolsonaro on December 6, 2022. That same day, Bolsonaro received a draft decree contemplating exceptional measures to annul the election results, according to investigators. The alleged "Green and Yellow Dagger" plan was to be carried out on December 15, 2022, and also planned to kill then-vice president-elect Geraldo Alckmin and Supreme Court justice Alexandre de Moraes, who is currently presiding over Bolsonaro's trial. The plot was allegedly unsuccessful due to lack of support from senior military commanders. Last week, prosecutors requested Bolsonaro's conviction. If found guilty, the 70-year-old could face up to 40 years in prison.

SC rejects plea on delimitation exercise in AP and Telangana
Vijayawada: The Supreme Court on Friday dismissed a petition challenging the notification issued for delimitation of constituencies in Jammu and Kashmir without including Andhra Pradesh and Telangana . The apex court observed that the rule of parity does not apply equally to states and union territories, and the doctrine of legitimate expectation cannot be invoked as an enforceable right when there is an express constitutional limitation. The SC further noted that the delimitation of constituencies in AP and Telangana can only be taken up based on the data from the first census conducted after 2026. Prof K Purushottam Reddy moved the Supreme Court, contending the non-inclusion of AP and Telangana in the notification issued for the delimitation of assembly and parliament constituencies in Jammu and Kashmir. He contended that, according to section 26 of AP Reorganisation Act, assembly constituencies in the two Telugu states should be increased from 175 and 119 to 225 and 153, respectively. Arguing on behalf of the petitioner, Rao Ranjit told the apex court that the exclusion of AP and Telangana from the scope of the delimitation exercise, as contemplated in the notification, suffers from the vice of intelligible differentia. The delimitation commission appointed pursuant to the issuance of the notification was the first after the bifurcation of Andhra Pradesh, and the electorate in both AP and Telangana have a legitimate expectation about a similar exercise, which is the constitutional responsibility of the Union govt as per AP Reorganisation Act, he said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like No annual fees for life UnionBank Credit Card Apply Now The power under the Delimitation Act must be exercised uniformly by the Union govt, and there could be no plausible justification for omitting the two Telugu states from the delimitation exercise, he argued. Solicitor general Tushar Mehta and additional solicitor general KM Natraj, arguing on behalf of the Union govt, submitted that the petition is devoid of merits as there was an express bar on the delimitation of constituencies in the states governed by Article 170. They argued that the Jammu and Kashmir comes under Article 239A of the Constitution, not Article 170. As states and union territories are governed by different constitutional schemes of arrangements, there can be no claim of parity, they argued. Considering the arguments, the Supreme Court bench comprising of Justices Surya Kant and N Kotiswar Singh upheld the arguments of the Union govt. Noting that states and union territories are governed by different constitutional principles and there is an express bar on the delimitation of constituencies in states, the bench observed that if the petition is entertained, it will open flood gates with similar demands from other states. The bench also held that the doctrine of legitimate expectation and parity cannot be invoked in view of express constitutional provisions and dismissed the petition.

Residents, devotees hold march to keep elephant in Nandani village of dist
Kolhapur: Shopowners kept their businesses shut in Nandani village on Friday while residents took out a silent march demanding that their beloved Madhuri should remain in Swastishree Jinsen Bhattarak Pattacharya Mahaswami Sansthan Mutt. Madhuri or Mahadevi is a 36-year-old elephant. Bombay High Court recently ordered rehabilitation of the elephant to Vantara's Radhe Krishna Temple Elephant Welfare Trust at Jamnagar, Gujarat, citing that the pachyderm's well-being must come before religious customs. After this decision, the Jain Mutt filed a petition in the Supreme Court. The hearing on this matter will be on July 28 in the Supreme Court. The silent march, comprising nearly 7,000 people, started from the village chowk and converged at Swastishree Jinsen Bhattarak Pattacharya Mahaswami Sansthan Mutt. The villagers displayed placards which said, "The fight is for the existence of Mahadevi, we will fight peacefully till the end, our elephant is our tradition." Former MP Raju Shetti, Shirol MLA Rajendra Patil-Yadravkar, Anil Madnaik, member of the mutt, Sagar Sambhushete, the manager of the mutt, also participated in the silent march. Former MP Raju Shetti said, "Nandani Mutt is 1,200 years old, and devotees from Maharashtra and Karnataka visit here. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Many Are Watching Tariffs - Few Are Watching What Nvidia Just Launched Seeking Alpha Read More Undo People from other religions also visit the Mutt. Just because someone wants a tamed elephant, shifting this elephant by using power is not good. The elephant is taken proper care of here. Although the matter is before the court, chief minister Devendra Fadnavis should pay attention to this issue, keeping in mind the religious sentiments of the villagers and devotees." MLC Satej Patil, through his official Twitter account, tweeted, "The elephant holds special significance in the Panchakalyan ritual of non-violent and animal-loving Jain community. The govt should intervene and find a suitable solution to this to maintain the respect and dignity of the religious sentiments of the Jain community."
