
NAREDCO seeks faster approval for real estate projects to boost supply
New Delhi, Aug 1 (PTI) Realtors' body NAREDCO on Friday demanded that the government streamline the approval process for development of real estate projects to boost supply of housing and commercial properties.
National Real Estate Development Council (NAREDCO) also announced the 17th edition of its flagship National Convention, which will be held during August 29-30 in the national capital. The convention's official logo was unveiled by Delhi Chief Minister Rekha Gupta.
In a press conference held here, NAREDCO Chairman Niranjan Hiranandani expressed concern over fall in sales of affordable housing because of several factors, including high land cost that makes development of low-cost homes very difficult for private builders.
He also spoke about huge shortage of skilled workforce for construction of real estate projects and suggested need for collaboration between the government and industry associations to train unskilled workers.
'At one end we have a problem of unemployment and at the other end we have shortage of skilled workers," Hiranandani added.
NAREDCO President G Hari Babu demanded that the central and state governments streamline the approval process for real estate projects as this would result in faster development with reduced input costs.
He also pointed about delays in getting registration certificates from real estate regulatory authorities to launch projects.
On the affordable housing, Hari Babu stressed on the need to focus on slum redevelopment across all states to free land parcels for development of real estate projects.
'Land is a problem for private real estate developers, not for the government," he quipped.
On the upcoming convention, Hari Babu said more than 1,000 people are expected to participate in the two-day event.
'The sector's ability to attract global capital, improve last-mile project delivery, and serve end-users depends on how quickly we resolve policy friction points like delays in approvals, inadequate rental frameworks, and high construction input costs," the NAREDCO President said. PTI MJH TRB

New Delhi: Delhi govt is considering four locations to build a new secretariat – the Rajghat power plant, Khyber Pass area in Civil Lines, ITO MSO building, and Indraprastha Estate near the new WHO building, PWD minister Parvesh Verma said on Tuesday. "There are three or four good locations where a new secretariat can be constructed. There is a huge land space available at Rajghat thermal power plant, which was shut and has been defunct for years now. The space here is huge, measuring up to 18 acres," said the minister, adding that a highrise can come up at the spot on a public-private partnership model so that govt can recover the cost of the project. Currently, chief minister Rekha Gupta, her cabinet colleagues, the chief secretary and several top govt officials work at Players' Building, popularly known as Delhi Secretariat. At ITO, the MSO and department of trade and taxes building and Vikas Bhawan across the road are under Delhi govt. Last week, CM Gupta had announced Delhi govt would identify locations for a new secretariat, allowing all departments to operate under one roof. "The state of the building left me extremely distressed. The time has come to construct a new, well-organised and integrated secretariat for all departments of Delhi... PWD issued a tender in Dec 2021 to hire a consultant but the project, estimated to cost about Rs 1,200 crore, did not take off. In 2024, PWD again came up with a draft proposal and an architectural plan and sent the file to former CM and PWD minister Atishi, but the project remained on paper.

SC upholds environment ministry notification, junks exemption clause for big projects
New Delhi, Aug 5 (PTI) The Supreme Court on Tuesday upheld the January 29 notification of the Ministry of Environment, Forests and Climate Change, but struck down the contentious clause exempting certain large building and construction projects from prior environmental clearance. The Supreme Court order said it would not be possible for the union ministry to consider projects across the country and therefore the issue could be considered on a state-to-state basis(Vipin Kumar/Hindustan Times) A bench comprising Chief Justice B R Gavai and Justice K Vinod Chandran held projects with a built-up area above 20,000 square meter, whether industrial, educational, or otherwise, cannot be exempted from the environment impact assessment (EIA) 2006 regime. The court clarified that the notification would also apply to Kerala. Dictating the order, the CJI said, 'It has been consistently held that natural resources are to be held in trust for the next generation. At the same time, courts have always taken note of development activities and the country cannot progress without it.' Observing the apex court had always focused on sustainable development, the CJI said, 'The court while ensuring that development is permitted has also required precaution to be taken so that least damage is caused to the environment and has even ordered costs to be paid for such development activities.' 'If any construction activity in any area more than 20,000 sq km is carried out it will have environmental impact even if it's for industrial or educational purposes and discrimination cannot be made with similar such institutes,' it said. It also said that no exemption can be granted to the education sector in this regard. The bench upheld the notification except clause 8 of the January 29 notification which grants exemptions to industrial sheds, schools, colleges, and hostels with built-up areas up to 150,000 square meter. The bench said it was impractical for the MoEFCC to appraise every project nationwide, noting the Central Expert Appraisal Committee (CEA) could handle state-wise evaluations. On February 25, the top court stayed the notification on a PIL filed by Mumbai-based NGO Vanashakti, which argued that the exemption diluted the EIA's safeguards and threatened eco-sensitive zones. Senior advocate Gopal Sankaranarayanan, appearing for the NGO, said similar attempts in 2014, 2016, and 2018 had been struck down or stayed by courts, including the Kerala High Court, the National Green Tribunal, and the Delhi High Court. The petition claimed that bypassing EC for projects of such magnitude, exceeding 1.6 million square feet, would cause irreversible damage to land, water, and air quality, violating the precautionary principle entrenched in Indian environmental law.
