APMC recognition soon for foreign medical graduates

Vijayawada: In a major relief for foreign medical graduates (FMGs), the Andhra Pradesh Medical Council (APMC) has decided to issue recognition letters in line with the National Medical Commission (NMC) guidelines.
Registrations had been on hold for over a year due to the absence of a governing council, leaving around 1,300 graduates in limbo.
State govt recently constituted the council, which resolved the long-pending issue of registration. The 1,300 students, who pursued MBBS/BDS courses in foreign universities, were struggling to get registration with the APMC for the past 2-3 years since completing their internships.
The foreign medical graduates, who returned abruptly from colleges during the Covid-19 pandemic and completed their courses through offline mode, were required to complete 1-3 years of mandatory internship in local medical colleges allocated by the medical council. They would be eligible to get registration and start practice only with valid registration from the medical council.
"The issue was pending for the past year as there was no governing council.
We took the issue as a priority soon after assuming charge and resolved to grant registrations to the FMGs," AP Medical Council chairman Dr Daggumati Srihari Rao told TOI. He added that the NMC has been issuing guidelines from time to time to handle the grievances of the FMGs. Sources said several FMGs from AP moved to neighbouring states and applied for registrations with the medical councils in those states.
Since the medical graduates could approach any state medical council for getting registrations, the students reportedly completed their internships and also started working in some of the neighbouring states.
However, a good number of students stayed back in AP with the hope that the state govt would resolve the issue. After a year-long tussle between the coalition partners, state govt allocated the APMC chairman post to Dr Srihari R of BJP.
"The NMC clarified last June that compensation certificates submitted by FMGs, who sufficiently compensated their online study with offline mode, shall be accepted. Accordingly, the internship period of one year may be considered for FMGs who submitted the compensation certificates issued by the respective universities," said Dr Srihari Rao.
Students who completed the course in a foreign university but failed to finish the internship (one year due to Covid) were allowed to complete a one-year internship in the local college.

Lauding the role played by SPC cadets in the State government's anti-drug campaign, the Chief Minister reminded the cadets that the fight against drug abuse should not be limited to any specific period. He said that SPC cadets should always be remembered as ambassadors of the war against drug abuse, and the cadets are the eyes and ears of the State government's anti-drug activities centered on schools. The Student Police Cadet programe, which was started in Kozhikode district on August 2, 2010, has been able to gain the complete trust and support of the Kerala society over the years. The SPC program has now completed 15 years since its inception and has achieved much recognition both nationally and internationally as the biggest youth initiative in school level in the country and the first organisation to function with gender equality. It is a matter of pride that most of the States in India are following our own project, SPC, he said. When this government came to power in 2016, it was only in 431 schools. This academic year, including the start of SPC in 70 new schools, the project is now running in 1,048 schools. About one lakh student police cadets, more than 2000 teachers, more than 3000 police officers and about two lakh former cadets are now part of the project. Through extensive social work, SPC cadets have also paved the way for exemplary changes in the society. The SPC has provided all possible assistance to the rehabilitation of disaster victims during the floods, the period of pandemics like COVID-19, and the Chooralmala disaster that occurred a year ago. The SPC has also undertaken activities to impart knowledge and literacy to children from marginalised tribal communities. During the COVID period, a Kuttipallikkudam was established for the education of children in tribal areas and TVs, newspapers, and study materials were provided to the children there. Cadets of Vithura Government Higher Secondary School undertook this activity. Today, this project is being adopted as a model by many SPC units. In addition, SPC cadets have also taken the lead in providing houses to their classmates. The Chief Minister released an e-magazine containing information about SPC's social welfare activities at the function and cut a cake with the cadets. The convictions are related to a variety of offences, such as the trafficking of Myanmar women into forced marriages in China and the online dissemination of sex tapes, the Myanma Alinn newspaper reported. In one case, a military court in Yangon, the nation's largest city, sentenced five individuals, including two Chinese nationals known as Lin Te and Wang Xiaofeng, to life in prison on July 29. They were convicted of creating sex tapes featuring three Myanmar couples and posting the footage online for financial gain in violation of Myanmar's Anti-Trafficking in Persons law. The group was convicted of planning to transport two Myanmar women, recently married to two of the convicted Chinese men, into China, the report said. Additionally, three other people received life sentences from a separate military court for selling a woman as a bride to China, and for attempting to do the same with another woman. In another case, a woman from Myanmar's central Magway region was given a 10-year sentence on July 30 for planning to transport two Myanmar women to be sold as brides to Chinese men, the report said. Human trafficking, particularly of women and girls lured or forced into marriages in China, remains a widespread problem in Myanmar, a country still reeling from civil war after the military seized power from the elected government of Aung San Suu Kyi in February 2021. The persisting conflict in most areas of Myanmar has left millions of women and children vulnerable to exploitation. A 2018 report by the Johns Hopkins Bloomberg School of Public Health and the Kachin Women's Association Thailand (KWAT) — which works to prevent and respond to trafficking in northern Kachin and Shan states bordering China — estimated that about 21,000 women and girls from northern Myanmar were forced into marriage in China between 2013 and 2017. STORY CONTINUES BELOW THIS AD In its latest report published in December, KWAT noted a sharp decline in the number of trafficking survivors accessing its services from 2020 to 2023. It attributed the decline to the COVID-19 pandemic and border closures caused by ongoing conflict following the army takeover. However, it reported a resurgence in 2024 as people from across Myanmar began migrating to China in search of work. Maj-Gen Aung Kyaw Kyaw, a deputy minister for Home Affairs, said during a June meeting that the authorities had handled 53 cases of human trafficking, forced marriage and prostitution in 2024, 34 of which involved China, according to a report published by Myanmar's Information Ministry. The report also said that a total of 80 human trafficking cases, including 14 involving marriage deception by foreign nationals, were recorded between January and June this year.

Zojila tunnel completion delayed by over 2 years, Nitin Gadkari tells Lok Sabha

The Zojila tunnel project, poised to be Asia's longest tunnel, around 13 km in length, in Jammu and Kashmir, is more than two years delayed. It is a crucial link to provide all-weather connectivity between Srinagar and Leh. Union Minister for Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday that the tunnel will now be completed by February 2028, when it was previously scheduled to be ready by September 29, 2026. Previously, the government has said the average travel time to cross the Zojila pass, which sometimes takes three hours at present, will come down to 20 minutes once the tunnel is ready. (PTI File) Union Minister for Transport and Highways Nitin Gadkari informed the Lok Sabha on Thursday that the tunnel will now be completed by February 2028, when it was previously scheduled to be ready by September 29, 2026. 'The project has been delayed due to multiple factors, including the impact of the COVID-19 pandemic, a terrorist attack at the Sonamarg Tunnel Project, and extreme adverse weather conditions,' Gadkari said in a reply to J&K National Conference MP Mian Altaf Ahmed Larvi from Anantnag-Rajouri constituency. The total cost of the project is Rs. 6809 crore, out of which an expenditure of Rs. 3934.42 crore has been incurred so far, with current physical progress standing at 64%, the minister added. As part of his reply, Gadkari added a total of 1,141 individuals are currently employed in the project. Of these, 77% are from Jammu & Kashmir, and 28% of the overall workforce is from the Ganderbal district. These details emerge after the Z-Morh tunnel at Sonamarg, another crucial part of the all-weather road connection between Srinagar and Leh, was inaugurated by Prime Minister Narendra Modi earlier in January. Currently, Ladakh does not have all-weather road connectivity with other parts of India. Both the Srinagar-Leh axis road and the Manali-Leh road are also subject to weather-related closures for five-six months of the year. The completion of the Zojila tunnel will not only be helpful in uninterrupted traffic flow between Srinagar and Ladakh for civilian purposes but also help military mobility and logistics support for deployed forces in the Ladakh sector.
