JSP celebrates NDA's one year in office as YSRCP observes ‘Vennupotu Dinam' in Vizag
The city thoroughfares were torn between the bursting of firecrackers and other celebrations by the JSP cadre and the protest rallies taken out by the YSRCP as part of the 'Vennupotu Dinam'.
Led by YSRCP district president K.K. Raju, a massive rally was taken out from the party office to the collectorate. YSRCP leaders, including Rajya Sabha MP Golla Babu Rao, former MLA Vasupalli Ganesh Kumar, Kola Guruvulu, MLC Varudu Kalyani, YSRCP corporators and cadres took part in the rally.
Addressing the media, Mr. Vasupalli Ganesh Kumar stated that a large number of youth, women, and elderly people participated voluntarily in the protest rally to express their dissent against the NDA government.
'The coalition government has failed in meeting the expectations of the people. The ruling parties have reneged on all the promises made to women in the run-up to the elections. Schemes like Maha Shakthi, Thalli Ki Vandanam, and free bus travel are still on paper. Students were deceived as the government failed to reimburse their fees. With no steps to create employment, youth were cheated,' MLC Varudu Kalyani alleged.
The YSRCP leaders also alleged that the NDA government was borrowing crores of rupees, but not using it for welfare schemes.
On the other hand, the JSP North Constituency cadre organised rangoli competitions for the locals, as part of their celebrations. The JSP leaders stated that the end of the YSRCP government marked a new beginning for the State, paving the way for development under the NDA rule. They said that the people of the State had rejected the YSRCP as it could manage to win only 11 of the total 175 Assembly seats in the State.
Under the leadership of JSP Visakhapatnam South MLA Ch. Vamsikrishna Srinivas, the JSP leaders burst firecrackers in the city.

AP's water resources department struggles to revive Rs 1200 crore stalled projects
Vijayawada: The Water Resources department is struggling to revive canals and projects following a decision to stop all works that were not completed beyond 25 percent progress. Both the YSRCP and NDA governments took similar decisions to suspend works with little or no progress, resulting in the wastage of several hundred crores of public money. Instead of finding ways to get ongoing works back on track, successive governments have initiated new projects for political reasons. This has not only placed a massive burden on the exchequer but also resulted in the draining of public funds. Taking the issue seriously, the Water Resources department conducted a study to identify how many works were stalled due to poor progress and the amount already spent on them. The study found that works worth Rs 1200 crore were left unfinished in recent years. The department noted that the abrupt cancellation of works had only caused wastage of money already spent. "We can suspend works if they did not commence, as there is no loss to the exchequer. But canceling works that had already started and for which bills were partially paid causes huge losses and does not yield the desired results," said a senior official. The previous YSRCP government decided to cancel all works that were either not started or had progress below 25 per cent. Surprisingly, some works with progress as high as 24.5 per cent were also suspended under pressure from local leaders. In fact, several SEs and CEs reported progress by splitting work packages, which caused more loss to the exchequer since the overall percentage fell below 25 per cent. "Most works in the Water Resources Department are divided into different packages, and irrigation water can be extended to end-users only if all packages are completed. While some packages showed 80 per cent progress, others reported only 10-15 per cent. This caused the overall progress to fall short of the 25 per cent target, leading to cancellation of the entire work," explained a senior official.

A day later on Tuesday, July 22, sources privy to the developments around the former Vice President said that the Dhankhars have also started packing their belongings to soon move out of the Vice President's Enclave in New Delhi. As a former vice president, he is entitled to a government bungalow – a Type VIII bungalow in Lutyens' Delhi or another area. Not just a government bungalow, Jagdeep Dhankhar will also be entitled to a pension and other facilities even after his resignation, a Live Hindustan report said. According to the Vice President's Pension Act, 'a retired Vice-President shall be entitled to travel anywhere in India, by the highest class, by air, rail or steamer, accompanied by spouse or a companion or relative.' Jagdeep Dhankhar would also be entitled to free healthcare, along with a private doctor. Dhankhar will be assigned two personal assistants (PAs), while his wife will receive the services of a private secretary. According to the 2018 Budget, the Vice President's salary was hiked to ₹ 48 lakh per annum and they are entitled to receive 50-60 per cent of their salary in the form of pension. Therefore, Jagdeep Dhankhar might receive more than ₹ 2 lakh as pension amount. Dhankhar resigned from his post on Monday, citing health concerns. However, the Congress on Tuesday claimed that the reasons behind his resignation as Vice President go "far deeper" than the stated health issues.

Political neutrality must guide Dhankhar's successor in VP's post
Dhankhar accepting an opposition notice for impeaching Justice Yashwant Varma over alleged corruption, at a time when the government was trying to make it a bipartisan exercise, appeared to be the last straw on the camel's back, as he had crossed the NDA red line far too often. The VP's exit drew sympathetic noises from the opposition, who ironically were gunning for his scalp just a few weeks ago. Since Dhankhar is the only VP to have departed under such circumstances—the others had left to become president—it threw up questions on the constitutional grey area on electing his successor. While the Constitution does not specify a timeline, it mandates that the vacancy be filled as soon as possible, and gives the person a full term of five years. The resignation did not create a constitutional void as the institution of the Rajya Sabha deputy chair is in place; it's a moment to remember that the position of the Lok Sabha deputy speaker is still vacant. Far too often, Dhankhar had taken confrontational positions with the judiciary on questions like 'one nation, one election', the power of judicial review, parliament's supremacy, and timelines for legislative assent—at times making the executive squirm. Both gubernatorial and vice presidential posts are titular positions that require politically neutral individuals in office. Unfortunately, they are anything but. The vice president has a larger role as the Rajya Sabha chairperson, discharging an important democratic and constitutional function. Here's hoping Dhankhar's replacement will uphold the dignity of his high constitutional office.
