Maharashtra extends deadline for caste validity certificates by 12 months
An extension of twelve months has been given for submission of these validity certificates and an ordinance in this regard has been issued by Governor C.P. Radhakrishnan (Maharashtra Government Gazette Extraordinary Part Four dated 30 April 2025).
If a candidate wants to contest elections to seats reserved for Scheduled Castes, Scheduled Tribes and Backward Classes in Gram Panchayats, Zilla Parishads and Panchayat Samiti, they are required to submit a caste certificate and a validity certificate from the Verification Committee.
However, often, even if candidates apply on time, it takes time to get the certificate due to the heavy workload of the Verification Committee. As a result, many elected members do not get the validity certificate on time and are declared ineligible (disqualified).
Keeping this problem in mind , the Maharashtra (Gram Panchayat , Zilla Parishad and Panchayat Samiti Elections) Temporary Extension of Time for Submission of Validity Certificate Act, 2023 (Maha.35 of 2023) was extended for 12 months.
However, applications of more than 11,000 members are still pending with the committee, and they are likely to be removed from office simply because the verification committee has not issued the certificate in time.
This situation is unjust and creates hindrance in the functioning of the local bodies. Therefore, such members should be given another 12 months to submit their validity certificates.
Also, this ordinance has been issued to ensure that they are not deprived of holding such offices simply because the validity certificates have not been issued in time by the
caste verification committee
.
The State Election Commission has taken the first step towards organizing the impending local body polls in the state including the BMC. It has directed the state government to begin the process of ward formation (delimitation). The process will begin in both urban and rural local bodies.
This comes a week after the Supreme Court passed an order asking for the long-pending polls to be held within four months. On the issue of OBC reservations, the court had said that the quota should revert to the position which existed before the Banthia commission's report in July 2022.

Telangana gears up for local body elections; numbers of ZPTC, MPTCs finalised
The State government has issued orders confirming the number of Mandal Parishad Presidents (MPPs), Zilla Parishad Territorial Constituencies (ZPTCs), and Mandal Parishad Territorial Constituencies (MPTCs). As per official figures, there will be a total of 566 MPP and ZPTC seats, and 5,773 MPTC seats in the upcoming polls. The number of Gram Panchayats has been confirmed as 12,778, while the total number of wards stands at approximately 1.12 lakh. Local body elections were previously held only once in 2019, after the formation of the State in 2014. At that time, there were 570 MPP and ZPTC seats, 5,817 MPTC seats and 12,848 Gram Panchayats. With several Gram Panchayats having been merged with municipalities and municipal corporations, the number of GPs has come down, said an official. In a memo issued on Tuesday by the Director of Panchayat Raj and Rural Development G. Srijana, all District Collectors, Zilla Parishad Chief Executive Officers (CEOs), and District Panchayat Officers (DPOs) have been instructed to initiate immediate preparations. These include verifying and maintaining election materials supplied last year and procuring other essential materials locally with the approval of the District Purchase Committees. The Panchayat Raj department has directed that all necessary arrangements, including the supply and verification of statutory and non-statutory forms, seals, covers and handbooks be completed without delay. The High Court of Telangana has mandated that the election process be concluded by September 30. Acting on this directive, the State administration has intensified efforts to complete preparations well ahead of the deadline. Ms. G. Srijana has also cautioned officials that any deviation from the instructions or delay in readiness will be viewed seriously, and the concerned officers will be held accountable. Meanwhile, an ordinance to provide 42% reservation for Backward Classes (BCs) in local body elections has reportedly been forwarded to the Governor for his approval. The reservations in each district will be finalised by the Dedicated Commission on BC Quota after receiving the Governor's assent.

Governor has powers to appoint Vice-Chancellors to State universities, says C.P. Radhakrishnan
TIRUNELVELI The Governors who had been guaranteed with certain powers as per the Indian Constitution and the Supreme Court ruling had powers to appoint Vice-Chancellors to State universities, Governor of Maharashtra C.P. Radhakrishnan said. During an informal chat with reporters here on Friday, Mr. Radhakrishnan, after garlanding the statue of martyr Azhagumuthu Kone in Palayamkottai, said the Constitution had guaranteed certain powers to the Governor and the Chief Minister. The Governor, the first citizen of the State, should be given the due respect for the position he was occupying. While the Chief Minister had been given a lot of rights, the Governor had also been bestowed with a some powers by the Constitution. If the Chief Minister exercised his powers rightly, the State would stand to benefit a lot. The Chief Ministers should not intrude into the few powers of the Governors and try to snatch them away, he said. Mr. Radhakrishnan said the Governor had the powers to appoint the Vice-Chancellors of the State universities as per the Supreme Court verdict in a case represented by the Government of Kerala. Since the Tamil Nadu Government was attempting to violate this ruling, the Governor was trying to prevent it. On Chief Minister M.K. Stalin's recent observation that the youth should not follow 'Godse's path', he said no one should support violence and extremism. 'If that is the point [of the Chief Minister], why did he hug the Rajiv Gandhi assassination case convict?,' he asked. After participating in the consecration of Sri Durgai Amman Temple at Nadukkallur near here, Mr. Radhakrishnan inaugurated two classrooms built at a cost of ₹50 lakh in Manonmaniam Sundaranar University with Tirunelveli MLA Nainar Nagenthiran's constituency development fund.

Justice league: Telangana HC refuses to stay toilet construction in school
Justice K Lakshman of the Telangana High Court has dismissed a writ petition challenging the construction of a toilet complex at the Zilla Parishad High School (ZPHS) in Undavelly village, Jogulamba Gadwal district. The petition was filed by one B Nutan Kumar Reddy, a local resident, who alleged that the construction was illegal and posed health risks due to its proximity to homes and borewells. He sought relocation of the complex to another part of the campus, citing previous directions from the additional collector and local opposition. The Government Pleader informed the court that the toilet complex was being built within the school premises for the benefit of around 350 students, including over 180 girls. After considering the submissions, Justice Lakshman declined to interfere, stating that there was no sufficient ground to halt the construction. The petition was dismissed, permitting the ongoing work to continue. The decision has received mixed responses. While some residents remain concerned about the location, others have welcomed the development as a necessary improvement in school sanitation infrastructure. HC refers plea against 100% quota to chief justice Justice T Madhavi Devi has directed the Registry to place before the Chief Justice a writ petition, which challenges the 100% reservation for STs in gram panchayat, sarpanch and ward member posts in scheduled areas of Telangana, for allocation to an appropriate bench. The writ petition was filed by the Non-Tribal Welfare Society, represented by its secretary Kondabathina Madhu, seeking a declaration that the total reservation for STs in these posts is unconstitutional, contending that it violates Articles 14 and 15 of the Constitution of India. The plea also cites the Supreme Court's judgment in Chebrolu Leela Prasad Rao & Ors vs State of Andhra Pradesh & Ors, which laid down limits on reservations in local body elections. Counsel for the petitioner argued that due to the blanket reservation, in some Scheduled Areas where no ST candidates are available, the Gram Panchayats are being administered by special officers instead of elected representatives. The petitioner urged the court to direct the authorities to allow non-tribal candidates to contest in such cases to ensure democratic governance at the grassroots level. After hearing the petitioner's counsel, Justice Madhavi Devi observed that the court cannot interfere in policy decisions of the government. She then directed the Registry to place the matter before the Chief Justice for appropriate bench allocation.
