Maharashtra govt tables supplementary demands of ₹57,509 cr in assembly
The Maharashtra government tabled supplementary demands of ₹57,509.71 crore in the state legislative assembly on Monday to allocate funds for various schemes and projects. Deputy Chief Minister Ajit Pawar, who is also the state finance and planning minister, presented these demands on the first day of the three-week monsoon session. Supplementary demands are additional funds sought by the government over budgetary allocations. The government has primarily allocated these funds for infrastructure projects such as roads, metro rail, and irrigation schemes, as well as for planning and execution of the upcoming Simhastha Kumbh Mela. The demands include ₹1,600 crore for the Mahatma Jyotirao Phule Health Scheme, ₹1,500 crore for the Sanjay Gandhi Niradhar (Destitute) Grant Scheme, scholarships for students from the backward classes, and overall development of socially and economically weaker sections. The largest allocation ₹11,042.76 crore has been earmarked for grants recommended by the 15th Finance Commission, and it has also made a provision of ₹6,952 crore for public health. Additionally, ₹3,228.38 crore has been provisioned for refunds related to stamp duty surcharge to metro projects, municipal corporations, municipal councils, and Zilla Parishads. The government has allocated ₹1,000 cr for the planning and execution of the Simhastha Kumbh Mela. Of the total supplementary demands, ₹19,183.85 crore was for mandatory expenditures, ₹34,661.34 crore for planned schemes, and ₹3,664.52 crore for centrally-sponsored schemes. Though the gross demand amounts to ₹57,509.71 crore, the net financial impact on the state exchequer is ₹40,644.69 crore, Pawar said. The government has made a provision of ₹2,182.69 crore as margin money loans to cooperative sugar factories under assistance from the National Cooperative Development Corporation (NCDC).

Telangana govt increases DA of employees by 3.4%
HYDERABAD: The Dearness Allowance (DA) of the state government employees increased by 3.4 per cent. An order released on Friday stated that the DA was increased from 26.39% of basic pay to 30.03% of basic pay from January1, 2023. The revised DA will also be applicable to the employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing salary in a regular scale of pay in the Revised Pay Scales, 2020. Teaching and non-teaching staff of aided institutions including aided polytechnics who are drawing salary in a regular scale of pay in the Revised Pay Scales, 2020. In respect of DA pending from July 1, 2023, separate orders will be issued after six months. It may be recalled that the recent Cabinet meeting cleared two DAs for employees. The Cabinet decided to pay one DA immediately and another after six months. Accordingly, orders were issued on Friday. The government also revised the Dearness Relief (DR) to government pensioners from 26.39% of basic pension to 30.03% of basic pension from January 1, 2023. Separate orders will be issued for the pending DR from July 1, 2023.

Maharashtra extends deadline for caste validity certificates by 12 months
MUMBAI: If a person wants to contest elections on seats reserved for Scheduled Castes, Scheduled Tribes and Backward Classes in Gram Panchayats, Zilla Parishads and Panchayat Samiti, he/she must submit a caste certificate and a validity certificate from the verification committee. An extension of twelve months has been given for submission of these validity certificates and an ordinance in this regard has been issued by Governor C.P. Radhakrishnan (Maharashtra Government Gazette Extraordinary Part Four dated 30 April 2025). If a candidate wants to contest elections to seats reserved for Scheduled Castes, Scheduled Tribes and Backward Classes in Gram Panchayats, Zilla Parishads and Panchayat Samiti, they are required to submit a caste certificate and a validity certificate from the Verification Committee. However, often, even if candidates apply on time, it takes time to get the certificate due to the heavy workload of the Verification Committee. As a result, many elected members do not get the validity certificate on time and are declared ineligible (disqualified). Keeping this problem in mind , the Maharashtra (Gram Panchayat , Zilla Parishad and Panchayat Samiti Elections) Temporary Extension of Time for Submission of Validity Certificate Act, 2023 (Maha.35 of 2023) was extended for 12 months. However, applications of more than 11,000 members are still pending with the committee, and they are likely to be removed from office simply because the verification committee has not issued the certificate in time. This situation is unjust and creates hindrance in the functioning of the local bodies. Therefore, such members should be given another 12 months to submit their validity certificates. Also, this ordinance has been issued to ensure that they are not deprived of holding such offices simply because the validity certificates have not been issued in time by the caste verification committee . The State Election Commission has taken the first step towards organizing the impending local body polls in the state including the BMC. It has directed the state government to begin the process of ward formation (delimitation). The process will begin in both urban and rural local bodies. This comes a week after the Supreme Court passed an order asking for the long-pending polls to be held within four months. On the issue of OBC reservations, the court had said that the quota should revert to the position which existed before the Banthia commission's report in July 2022.
