Explained: The new CBSE Class 10 board exam system and how it will work from 2026

NEW DELHI: In a major reform aligned with the National Education Policy (NEP) 2020, the Central Board of Secondary Education (CBSE) has officially confirmed that Class 10 board exams will be held twice a year starting from 2026.

As announced in a press release dated June 25, 2025, the first examination will be mandatory, while the second will serve as an optional opportunity for improvement.
The decision is aimed at reducing exam stress, supporting flexible learning, and

This change is rooted in Paragraphs 4.37 and 4.38 of the NEP-2020, which advocate allowing students two opportunities per year to take board exams—one main and one optional improvement attempt. The policy aims to 'eliminate the 'high stakes' aspect of Board Exams,' while also gradually introducing more modular, flexible assessments.
Further suggestions in the NEP, such as subject-wise customisation (offering some subjects at standard and others at higher levels), and splitting exams into objective and descriptive components, signal the path ahead for CBSE's broader reform agenda.

Clear guidelines for eligibility and participation
Under the new structure:
• All students must appear in the first (main) examination.
• Only students who have appeared in at least three subjects in the first phase are eligible to sit for the second exam.
• Students who miss three or more subjects in the first exam will be marked as "Essential Repeat", and can only reappear the following year.
• Up to three subjects from Science, Mathematics, Social Science, and languages can be chosen for improvement in the second phase.

• Compartment candidates from the first phase may appear in the second exam under the Compartment category.
Specific provisions for special categories
The policy also includes special accommodations:
• Sports candidates whose competitions coincide with exam dates may sit for the second exam instead.
• Winter-bound school students may choose between either phase for their exam attempts.
• CWSN (Children With Special Needs) will continue to receive all previously available exam accommodations in both phases.
Internal assessments to be conducted only once
Internal assessment, which contributes significantly to the overall evaluation of students, will be conducted once annually, prior to the first exam. This aims to simplify assessment processes and reduce workload on students and teachers.
Timeline and schedule of examinations
• The first board examination will commence from mid-February, following the existing pattern.
• The second examination will be held in the month of May.
• Results for the first examination will be released in April, and for the second in June.
Structure of examination and curriculum coverage
There will be no change in syllabus or exam pattern for either phase. Both examinations will cover the entire syllabus for the academic year, and the scheme of studies will remain unchanged.
Examination registration and result protocols
• All students must be included in the List of Candidates (LOC) for the first examination.
• A separate LOC will be required for the second exam; no new candidates can be added at that stage.
• No subject change will be permitted between the two phases, except in special cases as per CBSE policy.
The result of the first examination will be accessible on DigiLocker, and can be used for provisional Class XI admissions. The final passing certificate and merit certificate will be issued only after the second exam concludes.
Post-result services and admission flexibility
Photocopy requests, re-evaluation, and verification services will be available only after the second examination results are declared—for both phases. This ensures uniform access to result-related support.
Additionally, students who do not pass in the first examination may be granted provisional admission into Class XI, with final confirmation based on their second exam result.
Moving towards a low-pressure, high-flexibility model
This dual-exam system represents a foundational step toward a low-stress, continuous learning model envisioned by NEP-2020. By offering students a second opportunity without penalty, CBSE aims to dismantle the long-standing pressure of a single, final exam and encourage year-round learning.
Dr. Bhardwaj emphasised that this change is just the beginning of wider examination reforms, stating that 'CBSE may gradually introduce modular exams and diversified question formats in alignment with NEP goals, ensuring assessment is more about core competencies and less about rote learning.'
A reform with far-reaching implications
With the introduction of the biannual Class 10 board exam system from 2026, CBSE is setting a national precedent. This change could influence other state and national boards to rethink their assessment strategies and adopt more inclusive, stress-reducing methods.
While students, parents, and educators will need time to adjust, the initiative holds the promise of creating a more supportive and equitable academic environment.

When labour reform doesn't translate to labour rights

Written by Ujjwal Bhardwaj and Mrinalini Naik Recently, the National Platform for Domestic Workers (NPDW) reiterated its long-standing demand for a comprehensive national legislation to protect over 3 crore domestic workers across India. In the last few months, hundreds of Zepto workers in Hyderabad and Blinkit gig workers in Varanasi went on strike against arbitrary pay cuts and exploitative working conditions. Across the country, India's invisible labour force comprising domestic, gig, construction, sanitation, and agricultural labour is increasingly becoming vocal. But is the law listening? The 2019–20 labour codes were projected as a major reform, aimed at consolidating and streamlining India's labour laws. Yet, five years later, their silence on the unorganised sector is deafening. Of India's estimated 600 million workers, over 90 per cent work in the informal sector, without contracts, social security, or right to unionise. Despite the rhetoric of inclusivity, these codes bypass those who need protection the most. In 2008, the Unorganised Workers' Social Security Act was enacted to enable welfare schemes for such workers. However, the Act was limited in scope as it remained silent on key issues like minimum wage, working conditions, and unequal pay, and did not place binding obligations on the government. Worse, it required unorganised workers to furnish an 'employment certificate' to avail any benefit. This law was eventually subsumed into the Code on Social Security, 2020. Although the Code on Social Security, 2020, looks like inclusion, its design is exclusionary. While it theoretically extends coverage to gig and platform workers, it does not explicitly include several major categories of workers such as agricultural labourers, domestic workers, street vendors and shop-floor workers, thereby leaving them in a legal vacuum . Moreover, registration of workers under Section 113 of the Code remains voluntary and patchy. The burden of self-registration and self-verification on the e-Shram portal, imposed on workers who are already marginalised and digitally illiterate, reflects a top-down approach that fails to read the ground realities. The Code provides for the establishment of unorganised workers' welfare boards at national and state levels; however, these aren't fully operational yet. Only a few states have created welfare boards but most remain underfunded and underutilised. Kerala alone has a comparatively functional model, with dedicated boards for informal sectors and a tripartite funding structure. Earlier this year, the Supreme Court in the case of Ajay Malik vs State of Uttarakhand directed the Centre to enact a law to protect the rights of domestic workers. These workers, primarily women from Dalit and Adivasi communities, face a precarious situation. The absence of employer-employee recognition and exclusion of private households from the definition of 'establishment' under new labour laws leaves them under-protected. They are excluded from benefits like ESI, PF, and maternity leave. Neither do the new labour codes offer redress for sexual harassment. Although the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act) provides for local complaints committees for the unorganised sector, most districts have failed to constitute them, and enforcement remains almost non-existent. Agricultural workers, who form the backbone of India's rural economy are also left out. None of the four labour codes directly apply to the farm sector, despite the chronic wage exploitation, and high rates of indebtedness. Existing welfare schemes like PM-KISAN predominantly target agricultural landowners, leaving landless labourers with public distribution benefits, rather than robust wage or social security protections. Workers in retail outlets and repair shops face a similar predicament. While they fall under the ambit of the Code on Wages, 2019, enforcement is inadequate. This is due to a lack of shop registration, fear of job loss among workers if they report violations, and inadequate inspection machinery. The threshold-based applicability of the new labour codes further undermines their reach. Many provisions apply only to establishments employing 10, 20 or more workers, effectively excluding the lakhs of small shops and informal units where most unorganised employment is concentrated. India currently does not have a unified, binding legal regime to protect informal workers across sectors. Moreover, the laws treat such workers as recipients of welfare rather than holders of enforceable rights. Constitutional commitments under Articles 21, 39(e), 41 and 43 demand a rights-based approach to employment security and livelihood dignity. A central statute similar to the Rajasthan Platform-based Gig Workers (Welfare) Act, 2023, mandating worker registration and creation of welfare funds, applicable to all informal workers, is now required. Additionally, the long-pending National Policy for Domestic Workers, in circulation since 2011 and still in draft form, needs to be passed. Creating a single digital social security ID (Portable Smart Identification Cards), linked to Aadhaar and e-Shram, ensuring seamless portability across jobs, states, and employment types can be beneficial for the workers. The National Welfare Board and all state boards should be operationalised at the earliest. Appropriate funding and empowering the boards with proper tripartite representation (Workers' Representative, Employers and Government) and decision-making powers is needed. There should also be a robust Grievance Redressal Mechanism for all informal workers. Local Labour Ombudsmen at the ward or district level, empowered to adjudicate disputes, ensure fair wage practices, and enforce sexual harassment protections, especially in private homes and unregistered workplaces, can provide meaningful protection. India also needs to ratify ILO Conventions 189 and 184. These conventions on domestic work and agricultural safety standards will align India's framework with global rights-based norms. India's labour laws must not be tools of economic abstraction. They must reflect the real, lived experiences of those who build our cities, grow our food, clean our homes, and power our platforms. EIGHT YEARS after the implementation of the Gujarat Self-financed Schools (Regulation of Fees) Act, 2017, which placed an upper limit on the amount of fees that can be charged from students, the state government is planning to exempt certain private institutions from the rule — provided they fulfill a few criteria. The exemption would be part of an amendment of the Act under which the state government plans to award at least 1% of private schools with 'School of Excellence' status, on the lines of Centre of Excellence to private universities. This move will exempt these schools from the fee regulation committee and grant them freedom in admissions. Around 4,500 self-financed secondary and higher secondary schools are registered under various education boards in Gujarat. As per the criteria prescribed for School of Excellence, the schools should have a pass percentage of 99% to 100% in Board examination. Other criteria is that at least 60 students should have appeared in the Board examination from such schools. Besides, the average marks of students in Class X should be 80% or above. For Class XII, it has been set at 75% or above. These would apply to all the schools registered in the state with the Gujarat Secondary and Higher Secondary Education Board, CBSE, or any other boards. A Scrutiny Committee and an Empowered Committee have been formed to prepare the list of Schools of Excellence among the applications. Before going ahead with the amendments, the state government has invited suggestions and feedback from the public this week. 'The School of Excellence will be awarded entirely on the basis of performance of the school. The idea of exempting them from the Act is to allow private schools to excel and focus on each student,' Principal Secretary, Education, Mukesh Kumar told The Indian Express. In a recent order in this regard, the state government cited ancient universities like Taxila, Nalanda and Kashi that had 'their own identity all over the world'. 'Even in Gujarat, if 1% of private schools are given autonomy, they can focus on their own education and extra-curricular activities and try to take them to the highest level. By bringing all the schools in the state under the same fee structure, all those schools will perform the same kind of infrastructure activities and instead of moving towards excellence, they will only work towards (being) homogeneous. If it is found necessary to take such special schools to their maximum potential of excellence, it is necessary to grant them partial exemption…,' the order issued by the state education department on Wednesday stated. 'If the amendment is made in the law, the schools will strive to achieve 100% pass result, work on the performance of individual students to improve the performance, thus automatically improving the quality of education as well as result in better performance in NEET, JEE and other competitive exams,' Kumar said. As part of the procedure, the state government will invite applications from private schools, which will go through scrutiny and empowered committees. Officials said that schools will be required to submit a detailed development plan of five terms along with the fee structure to the Scrutiny Committee for approval. If the schools declared as Schools of Excellence fail to meet the eligibility criteria in the subsequent year, they will be given one more term to meet the eligibility criteria, failing which they will be removed from the list. Under the Gujarat Self-financed Schools (Regulation of Fees) Act 2017, no-self financed school can collect any fee in excess of what has been fixed by the Fee Regulatory Committee (FRC) for admission of students to any standard or course of study. The private schools could be penalised a fine upto Rs 5 lakh for the first contravention. While the cut-off limit for pre-primary and primary schools is Rs 15,000 per annum, for secondary and higher secondary schools offering general stream, it is Rs 25,000. For higher secondary schools with science stream, the upper limit is Rs 30,000 per annum.
