In a shocking case of bureaucratic failure, a police constable in Madhya Pradesh allegedly drew over Rs 28 lakh in salary across 12 years without attending a single day of training or duty. The case, first reported by NDTV, highlights glaring loopholes in the state's payroll monitoring system and has triggered an official probe.
According to India Today, the constable, Abhishek Upadhyay, was appointed in 2011 and posted to the Bhopal police lines. He was supposed to undergo mandatory training in Sagar, but never reported there. Instead, he returned to his hometown in Vidisha and, despite never completing training or reporting for active duty, remained on the government's payroll.
The Economic Times reported that Upadhyay continued to receive salary uninterrupted for over a decade. The discrepancy only came to light during a routine review of the 2011 police batch in 2023, when it was discovered that there was no record of his attendance or deployment.
When questioned, Upadhyay claimed he suffered from chronic health issues, including migraine and psychological stress, worsened by a road accident. NDTV cited officials who said the constable submitted documents related to his mental health, but failed to follow proper leave protocols. He reportedly sent his paperwork via speed post, avoiding any direct departmental interaction.
A police inquiry led by Assistant Commissioner of Police Ankita Khaterkar is now underway to determine how Upadhyay's name remained active in the payroll system for so long. Disciplinary action may be taken not only against the constable but also against the officials who failed to flag the prolonged absence.
The incident has brought renewed attention to the larger issue of ghost employees in Madhya Pradesh. According to NDTV, a recent investigation found nearly 50,000 government staffers had not withdrawn salaries since December 2024 but still remained in the Integrated Financial Management Information System (IFMIS). While the state treasury department claimed these anomalies were addressed in a short audit, critics argue that such large-scale data mismatches point to deep systemic flaws.
As the investigation progresses, questions remain: How many more such cases have gone unnoticed, and how long will the system allow invisible employees to draw very real salaries?

Surat: A recently terminated assistant general manager of Surat-based green energy firm KP Group has been booked for defamation and criminal intimidation after he allegedly abused and threatened the company and its employees on accused, Ashish Gupta , was employed with KP Group's subsidiary, KPI Green Energy Ltd, on June 16 but was relieved from his duties on July 5 due to unsatisfactory performance. According to the FIR filed by company representative Manoj Shahu, Gupta's technical knowledge and work output were found lacking, prompting management to terminate his services just 20 days into his after his dismissal, Gupta allegedly took to LinkedIn and posted defamatory content targeting the company and its staff. He was also accused of using abusive language and tagging the company in multiple the company's HR head contacted him to address the matter, Gupta reportedly became aggressive and issued threats. According to the complaint, he warned that any employee who stood in his way would be 'killed' and demanded to be July 9, Gupta allegedly posted three more defamatory messages on LinkedIn, claiming KP Group owed him Rs 10 lakh and continuing his verbal attacks on the company's personnel. The company clarified that it had already credited Rs 4.54 lakh into Gupta's bank account, which included salary for 20 days, one month's advance salary, and reimbursement for hotel police have registered a case against Gupta under Sections 365(2) and 351(3) of the Bharatiya Nyaya Sanhita (BNS) for defamation and criminal intimidation. An investigation has been initiated.

The Special Judge for Central Bureau of Investigation (CBI) cases in Ahmedabad on Monday convicted eight former Railway employees and sentenced them to five-year imprisonment in a 2002 paper leak case. The court also imposed a fine of Rs 5 lakh on each of the convicts. The convicts are facing charges of criminal conspiracy, theft, dishonestly receiving or retaining stolen property, causing disappearance of evidence of offence, committing offence in furtherance of common intention and criminal misconduct, said a statement from the agency on Monday. The convicts were identified as Sunil Jasmal Golani, former Head Clerk, ET, DRM Office, Western Railway, Vadodara; Mahendra Mathuraprasad Vyas, former Senior Cipher Operator, Divisional Office, Vadodara; Rajeshkumar Kaleshwar Goswami, former Electric Signal Maintainer-III, Kanzari Boryavi, Western Railway, Anand; Anand Somabhai Meraiya, former Electric Signal Maintainer-III, Bajwa, Vadodara; Prakash Sitaramdas Karamchandani, former Senior Clerk (ED), Divisional Officer, Vadodara; Mehboobali Abduljabbar Ansari, former Assistant Diesel Driver, Kankaria, Western Railway, Ahmedabad; Pareshkumar Lalhibhai Patel, former Diesel Assistant Driver, Kankaria, Western Railway, Ahmedabad; and Pappu Babba Khan, Constable, Railway Protection Force, Ajmer. The CBI said it had registered an instant case on August 17, 2002, on the basis of a complaint by the then Chief Vigilance Inspector, Western Railway, Ahmedabad, regarding leakage of question paper by Goswami and others. According to the agency's statement, 'The gist of allegation is that Rajeshkumar Kaleshwar Goswami, and other unknown employees of Railways and private persons were collecting various amounts ranging from Rs 50,000 to Rs 1 Lakh from candidates who were to appear for the written examination for the post of Probationary Asstt. Station Master which was scheduled on August 18, 2002.' After investigation, the CBI filed a chargesheet on July 28, 2003 against the eight former Railway employees and one private person (who died during the trial).

Mangaluru: The CEN crime police investigating the high-profile case involving entrepreneur Roshan Saldanha are expected to secure his police custody on Wednesday. City police commissioner Sudheer Kumar Reddy CH confirmed that the investigating officer applied for police custody, which will be granted on July 23. In a significant development, one of the cases against Saldanha, where the alleged fraud amount exceeds Rs 10 crore has been handed over to the CID. Commissioner Reddy said that while several cases were registered earlier, one involved an alleged scam of more than Rs 10 crore and was accordingly recommended for CID investigation, with formal orders issued on Monday. He added that the victims are from Bihar, and that the CID may take up other related cases if deemed necessary, although the amounts involved in those are below Rs 10 crore. Meanwhile, another individual has come forward with a fresh complaint against Saldanha. So far, in the past seven-eight years, about 15 cases were registered against him, and they are at various stages of investigation. Preliminary findings revealed more bank accounts and transactions involving upto Rs 50 crore, which are currently under scrutiny. Saldanha, 43, a resident of Bollagudda in Bajal, Mangaluru, was arrested on Thursday on charges of multiple multi-crore fraud cases. The allegations against him include offering fake loan deals worth hundreds of crores, charging 1–2% of the amount as stamp duty and commission, and cheating victims. During a raid at his residence, police seized incriminating documents, cheques, a diamond ring valued at Rs 2.75 crore, and luxury items including jewellery and liquor worth over Rs 6.7 lakh. All items were seized following due legal procedures.
