India has taken a proactive and forward-thinking approach to extreme heat risk management under leadership of PM Modi: Dr P K Mishra
India welcomes the UNDRR's initiative to advance the Common Framework for Extreme Heat Risk Governance as a platform for shared learning, guidance, and collaboration.
Mishra emphasised that under the leadership of Prime Minister Shri Narendra Modi, India has taken a proactive and forward-thinking approach to extreme heat risk management. He pointed out that India has moved beyond disaster response toward integrated preparedness and mitigation strategies.
Since 2016, the National Disaster Management Authority (NDMA) has developed comprehensive national guidelines on heatwave management, revised in 2019, which laid the foundation for decentralised Heat Action Plans (HAPs). He acknowledged the pioneering Ahmedabad Heat Action Plan, which demonstrated how early warnings, inter-agency coordination, and community outreach can save lives.
'Over 250 cities and districts across 23 heat-prone states have operational Heat Action Plans, supported by NDMA's advisory, technical, and institutional mechanisms', stressed the Principal Secretary, underscoring that strengthened surveillance, hospital readiness, and awareness campaigns have significantly reduced heatwave-related mortality.
Mishra highlighted that India's approach is whole-of-government and whole-of-society, engaging ministries from health, agriculture, urban development, labour, power, water, education, and infrastructure. He noted that public health institutes, research groups, civil society organisations, and universities are playing a crucial role in supporting local governments in improving heat action plans.
'Extreme heat deeply impacts communities, and India has actively incorporated traditional wisdom and local experiences into its response', stressed Dr Mishra. He noted that schools have become catalysts for behavioural change, educating children about climate resilience. He also emphasised that hospitals and primary health centres must be strengthened to ensure swift and effective emergency responses.
Outlining India's transition from a preparedness-only approach to long-term heatwave mitigation, including cool roof technologies, passive cooling centres, urban greening, and the revival of traditional water bodies, Shri Mishra affirmed that India is integrating Urban Heat Island (UHI) assessments into city planning.
Mishra announced a major policy shift, stating that National and State Disaster Mitigation Funds (SDMF) can now be used for heatwave mitigation. This allows local governments, private sector entities, NGOs, and individuals to co-finance prevention and mitigation projects, fostering shared responsibility.
Mishra acknowledged key challenges that remain and called for a global focus on developing a localized heat-humidity index based on real-time data to enhance early warning systems, advancing affordable and culturally appropriate building technologies and passive cooling innovations, and addressing equity concerns, as extreme heat disproportionately affects women, outdoor workers, the elderly, and children.
'Heatwaves are transboundary and systemic risks, particularly for densely populated urban areas', stressed Dr Mishra, urging the international community to enhance technological collaboration, data sharing, and joint research on heat resilience. He called for the Common Framework to provide accessible knowledge, research, and practical solutions, alongside institutional and financial support mechanisms.
As per the statement, Mishra affirmed India's full commitment to sharing its expertise, technical capacities, and institutional strengths with global partners, ensuring a resilient, coordinated, and proactive global response to extreme heat.(ANI)

Uttarakhand: Pauri Garhwal authorities conduct joint inspection of Kanwar Yatra route
Pauri Garhwal (Uttarakhand) [India], July 5 (ANI): Ahead of the Kanwar Yatra, authorities in Pauri Garhwal district on Saturday carried out a joint inspection of the pilgrimage route and directed urgent upgrades to infrastructure and safety measures. The inspection was led by District Magistrate Swati S Bhadauria, who was accompanied by the Senior Superintendent of Police (SSP) and teams from the electricity, roads, and water departments. 'Today, we inspected the whole Kanwar Yatra route with the SSP and the whole team of electricity, road, and water. A detailed inspection was conducted of the pedestrian road, temple, parking area, and toilets,' Bhadauria told ANI. She also pointed out a few areas requiring immediate attention. 'There is a big parking lot of the Zila Panchayat where there is a slight shortage of toilets. We have also directed them about the solar lights on the pedestrian walk, while directions have been given for the safety of elephant-prone zones and dangerous zones,' she added. Meanwhile, the Uttarakhand State Health Department has also prepared a comprehensive action plan to ensure pure and safe food is provided to the lakhs of devotees expected to participate in the yatra. According to an official release, special teams of food safety officers have been deployed in Haridwar, Dehradun, Tehri, Pauri and Uttarkashi districts. These teams will regularly collect samples of milk, sweets, oil, spices, beverages, and other items from the pandals and send them to laboratories for testing. If any sample does not meet the standards, the concerned place will be closed immediately. Additional Commissioner of Food Safety and Drug Administration Tajbar Singh Jaggi stated that the government has made it clear that no leniency will be shown to those conducting food business without a license. Those who adulterate or violate the rules will face penalties as well as criminal action. According to the statement, the government has implemented strict arrangements to provide pure and safe food to the devotees during the Kanwar Yatra 2025. Health Secretary and Commissioner of the Food Safety and Drug Administration, R. Rajesh Kumar, stated that in this regard, some important mandatory instructions have been issued to all hotels, dhabas, carts, and other food vendors operating on the travel routes. Every food trader will have to put a clean copy of their license or registration certificate in a prominent place in their establishment so that consumers can easily see it. (ANI)

US blames Hamas for attack that hurt two US aid workers in Gaza
The United States on Saturday blamed Hamas for an attack that injured two American aid workers from the Gaza Humanitarian Foundation at a food distribution site in Gaza. The US- and Israeli-backed GHF said in a statement that the injured Americans were receiving medical treatment and were in a stable condition with non-life-threatening injuries. 'The attack – which preliminary information indicates was carried out by two assailants who threw two grenades at the Americans – occurred at the conclusion of an otherwise successful distribution in which thousands of Gazans safely received food,' the GHF said. US State Department spokesperson Tammy Bruce blamed 'Hamas terrorists' for the attack. 'This act of violence against the people actually bringing relief to Gazans lays bare the depravity of Hamas,' she said in a post on X. 'GHF has contributed over 62 MILLION MEALS – nothing will stop these courageous aid workers. We are praying for the rapid recovery of the injured Americans.' The Israeli military earlier accused what it called 'terrorist organisations' of sabotaging the distribution of aid in Gaza. GHF, which began distributing aid in Gaza in May, employs private US military contractors to provide security at their sites. Gaza has seen an escalation in violence as efforts continue to reach a ceasefire agreement. Hamas on Friday said it had responded positively to a US-brokered deal and was prepared to enter talks. US President Donald Trump is scheduled to meet Israeli Prime Minister Benjamin Netanyahu on Monday. The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Hamas attacked southern Israel, killing around 1,200 people and taking 251 hostages, according to Israeli tallies. Gaza's health ministry says Israel's retaliatory military assault on the enclave has killed over 57,000 Palestinians. It has also caused a hunger crisis, internally displaced Gaza's entire population and prompted accusations of genocide and war crimes. Israel denies the accusations.
