
Haryana cabinet okays Unified Pension Scheme, aims to cove 2.1L employees
Chandigarh: The Haryana cabinet on Thursday announced the implementation of Unified Pension Scheme (UPS) from Aug 1, a move that will go against state govt employees who had been demanding the reinstatement of the Old Pension Scheme (OPS).

Now, govt employees who joined service after 2006 can opt out of either UPS or National Pension Scheme (NPS), which is prevalent in Haryana. However, there will be no scope for OPS.
The decision on pension was among the 33 agenda items taken up by CM Nayab Singh Saini's cabinet during a four-hour meeting. The cabinet also approved pension benefits-related amendments to Haryana Civil Services Rules 2016 and increased the facilitation of housing for the kin of deceased govt employees occupying govt accommodation.
Over 2.15 lakh employees will be covered under UPS.
UPS will provide 50% of the average basic pay drawn by a state govt employee during the 12 months prior to retirement, provided the employee completes 25 years of service. A minimum guaranteed payout of Rs 10,000 per month will be assured if the employee retires after completing 10 or more years of qualifying service.
In the event of the pensioner's death, the family will receive 60% of the last-drawn pension amount.
Dearness relief will be applicable to both the assured pension payout and the family pension, calculated in the same manner as dearness allowance (DA). However, dearness relief will be payable only once the pension payout commences. A lumpsum payment will also be allowed at the time of superannuation, amounting to 10% of the monthly emoluments (a sum of basic pay and DA) for every completed six months of qualifying service.

This lumpsum will not affect the assured pension payout.
Once an employee opts for UPS, all terms and conditions of the scheme will be deemed accepted, and this choice will be final. The decision regarding the implementation of UPS in boards, corporations, PSUs and state universities will be taken later, said the CM.
Pension Bahali Sangharsh Samiti Haryana president Vijender Dhariwal, who has been spearheading protests for the implementation of OPS, termed the decision futile.
"UPS had few takers in the Union govt, and the state govt had to extend the date till Sep. Now, we don't think it will be accepted by employees in Haryana too," he said.

Scholarship for children of fallen soldiers, paramilitary personnel | Students of fallen soldiers and paramilitary personnel will receive an annual scholarship ranging from Rs 60,000 to Rs 96,000, according to a decision by the cabinet.
As per the new policy inspired by PM Scholarship Scheme, students from Class VI to XII will receive an annual scholarship of Rs 60,000. For those pursuing graduation, the scholarship will be Rs 72,000 per year, while post-graduate students will receive Rs 96,000 annually.

Royalty on mining material doubled | The cabinet also approved amendments to Haryana Minor Mineral Concession, Stocking, Transportation of Minerals, and Prevention of Illegal Mining Rules, 2012.
As a result, the process for providing compensation and rent to farmers has been simplified to ensure greater ease and transparency. In addition, royalty for stone and sand have been revised. Royalty for stone has been increased from Rs 45 to Rs 100 per tonne, while the royalty for sand has been raised from Rs 40 to Rs 80 per tonne.
Cabinet has also approved the implementation of an inter-state mineral transportation fee. A charge of Rs 100 per tonne will be levied for inter-state transportation of minerals. The inter-state transit fee has been fixed at Rs 100 if the destination mentioned in the e-transit is within Haryana, and Rs 20 if the destination in e-transit is any place outside Haryana.

Resolve to make India a world leader by 2047: Amit Shah
Godhra/Gandhinagar: Union home and cooperation minister Amit Shah on Saturday called upon India's youth to resolve to make the country a global leader by 2047, marking 100 years of independence. Speaking via video link at a development programme for Shri Govind Guru University in Vinzol near Godhra, Shah emphasized national pride and historical legacy. Paying tribute to tribal freedom fighter Govind Guru, Shah said, "Around 1,512 tribal brothers and sisters were martyred in that struggle against the British, and Mangadh (Gujarat) became an important place in the history of India's fight for independence." Centre committed to invest in Bengal's railway infrastructure: Vaishnaw
Union Minister Ashwini Vaishnaw on Saturday said the Centre is committed to investing in the railway sector in West Bengal and has significantly increased allocations as part of its broader push to boost connectivity, cargo movement and support micro and small enterprises in the state. Speaking at the inauguration of the Udyami Sammelan Mela 2025 at the National Library in Kolkata, Vaishnaw said the railway budget for Bengal has seen a sharp rise from around Rs 3,000 crore under the previous regime to around Rs 14,000 crore now. The minister outlined upcoming projects, including the development of the New Jalpaiguri-Kolkata Rail Corridor to world-class standards, a statement said. "A master plan has been prepared for new railway lines, Gati Shakti cargo terminals, and the upgradation of the chicken neck corridor to a four-line network," he said, adding that the Sivok-Siliguri-New Mal Junction section will also be linked to the main corridor. Vaishnaw, the railway minister, said that over the last 11 years, India has added around 35,000 km of new railway tracks, including 5,300 km in 2023-24 alone, while also adding 1,400 locomotives and 35,000 wagons annually to the network. He emphasised India's need for "economic decolonisation" and simplification of systems to promote ease of doing business. During the day, the minister flagged off the inaugural Purulia-Bankura-Howrah MEMU train via Masagram and said the Centre's focus is to expand railway coverage besides modernising the sector. He flagged off the train through video conferencing from Santragachi railway station in the state. Vaishnaw said that Prime Minister Narendra Modi's focus is to expand railway coverage, modernise railways with technology, infrastructure and amenities and improve passenger experience. Around 1.2 million railway staffers are tirelessly working towards realising this dream, he said. The Purulia-Bankura-Howrah MEMU train via Masagram would boost rural, local and regional rail connectivity and passenger convenience, he said. The service is set to improve daily commute options for thousands of passengers across Purba and Paschim Bardhaman, Purulia, Bankura and surrounding districts. By connecting key junctions in West Bengal, the train will not only ensure faster travel but also facilitate economic activity, he said. He also said during the 2014-25 period, Kolkata Metro added 41 km to its network, compared to only 28 km between 1972, when the project started, and 2014. Underlining challenges related to land acquisition and traffic permission for Kolkata Metro and other railway projects, Vaishnaw urged the state government "to rise above other things for the benefit of people". He referred to such challenges on the Kolkata Metro route at Kidderpore, Chingrighata and Beleghata area and also to the Bishnupur-Tarakeshwar rail route. Vaishnaw lauded the ongoing development of the Santragachi railway station as an Amrit Bharat station, especially the progress of work in the last one and a half years. The Amrit Bharat Station Scheme is a long-term plan to improve railway stations across India in a step-by-step manner. "The station is being modernised as a passenger and environment-friendly facility. It has been designed to handle over 50,000 passengers daily by 2063, in addition to ensuring time-bound train movement," he said. Union Minister of State for Law and Justice Arjun Ram Meghwal, who also attended the Udyami Sammelan Mela, said the government is working on simplifying the IT Act to match the pace of digital innovation. He acknowledged the long-pending demand for a permanent circuit bench of the Calcutta High Court in Siliguri, adding that the matter is under active consideration.
