UK prepares to announce ‘one in, one out' migrant deal with France
A migrant removals deal between the UK and France involving a 'one-in, one-out' exchange agreement is reportedly close to being announced.
Under the plan, a person being deported from the UK would be exchanged for another individual sent from France who has a right to be in Britain.
Those arriving the UK would include people with a legitimate case for family reunification.
According to a report in The Times, Sir Keir Starmer and President Emmanuel Macron are preparing to announce the agreement next week in a bid to break the model of smuggling gangs using small boats for English Channel crossings.
A government source told the newspaper: 'It'll start as a pilot but it's to prove the point that if you pay for your passage on a boat then you could quite quickly find yourself back in France.'
The UK agreed a £480 million deal with France to beef up its efforts to stop migrants in 2023 under former prime minister Rishi Sunak.
And on coming to power last year, Sir Keir vowed to 'smash the gangs' behind people-smuggling operations to bring down crossings.
But according to Home Office figures, 17,817 people have made the crossing so far this year.
This compares to 12,313 by the same date in 2024 and 10,518 in 2023 while 11,690 had made the crossing by June 20 in 2022.
The migrant exchange plans previously surfaced in April when transport minister Lilian Greenwood said there were discussions 'ongoing' with the French government, but did not say what a future deal could look like.
She told Sky News: 'I can confirm that there are discussions ongoing with the French government about how we stop this appalling and dangerous trade in people that's happening across the English Channel.'
She later said that 'where people don't have a right to be here, they need to be returned'.

Irish rap trio Kneecap took aim at UK Prime Minister Keir Starmer during a defiant performance Saturday at Britain's Glastonbury festival, which also saw Britpop legends Pulp wow fans with a surprise show. Kneecap has made headlines in recent months with their pro-Palestinian and anti-Israel stance. The Iran-backed Lebanese force Hezbollah and the Palestinian militant group Hamas are banned in the UK, and it is an offence to express support for them. O'Hanna, known by his stage name Mo Chara, has denied the charge. "This situation can be quite stressful but it's minimal compared to what the Palestinian people are (facing)," said O'Hanna, wearing his trademark keffiyah. O'Hanna also gave "a shout out" to Palestine Action Group, which interior minister Yvette Cooper announced last week would become a banned group under the Terrorism Act of 2000. - 'Playing characters' - Fellow band member DJ Provai wore a t-shirt dedicated to the campaign group, whose prohibition comes after its activists broke into a British Royal Air Force base and vandalised two planes. Formed in 2017, Kneecap is no stranger to controversy. To their fans they are daring provocateurs who stand up to the establishment; to their detractors they are dangerous extremists. Their Irish and English lyrics are filled with references to drugs, they repeatedly clashed with the UK's previous Conservative government and have vocally opposed British rule in Northern Ireland. The group apologised this year after a 2023 video emerged appearing to show one singer calling for the death of British Conservative MPs. Two MPs have been murdered in Britain in the past nine years and many of them worry about their safety. But Kneecap deny the terrorism charge and say the video featuring the Hezbollah flag has been taken out of context. Asked whether he regretted waving it, and other comments caught on camera, Chara told the Guardian in an interview published Friday: "Why should I regret it? It was a joke -- we're playing characters." Chris Jeffries, a 32-year-old analyst at a bank, told AFP that Kneecap's performance at Glastonbury made him proud to be a fan. "They're one of the only bands here that are actually preaching about Palestine," said Jeffries, wearing an Irish tricolour balaclava. - Glastonbury rejects criticism - Since O'Hanna was charged, the group has been pulled from a slew of summer gigs, including a Scottish festival appearance and various performances in Germany. But Glastonbury organisers defied Starmer who had said it was not "appropriate" for Kneecap to perform at Glastonbury, one of the country's biggest and most famous music festivals. In a statement Saturday, a spokesperson for the broadcaster said the performance would not be shown live but would likely be available on-demand afterwards. Pulp, led by Jarvis Cocker, had fans bouncing to '90s anthem "Common People" after being listed on the lineup as "Patchwork". "Sorry to the people who were expecting Patchwork," the frontman joked. Police assessing videos of Kneecap and Bob Vylan's Glastonbury performances
Police are assessing videos of comments made by acts Bob Vylan and Kneecap at Glastonbury to decide whether any offences may have been committed. Rap punk duo Bob Vylan led crowds on the festival's West Holts Stage in chants of: 'Free, free Palestine' and: 'Death, death to the IDF', before Irish rap trio Kneecap suggested fans 'start a riot' outside one member of the band's upcoming court appearance. In a post on social media, Avon and Somerset Police said: 'We are aware of the comments made by acts on the West Holts Stage at Glastonbury Festival this afternoon. 'Video evidence will be assessed by officers to determine whether any offences may have been committed that would require a criminal investigation.' Culture Secretary Lisa Nandy has spoken to the BBC Director General about the Bob Vylan's performance, a Government spokesperson said. They added: 'We strongly condemn the threatening comments made by Bob Vylan at Glastonbury. 'The Culture Secretary has spoken to the BBC Director General to seek an urgent explanation about what due diligence it carried out ahead of the Bob Vylan performance, and welcomes the decision not to re-broadcast it on BBC iPlayer.' Kneecap, who hail from Belfast, have been in the headlines after member Liam Og O hAnnaidh, who performs under the name Mo Chara, was charged with a terror offence. In reference to his bandmate's upcoming court date, Naoise O Caireallain, who performs under the name Moglai Bap, said they would 'start a riot outside the courts', before clarifying: 'No riots just love and support, and support for Palestine.' In the run-up to the festival at Worthy Farm in Somerset, several politicians called for Kneecap to be removed from the line-up and Prime Minister Sir Keir Starmer said their performance would not be 'appropriate'. During the performance Caireallain said: 'The Prime Minister of your country, not mine, said he didn't want us to play, so f*** Keir Starmer.' He also said a 'big thank you to the Eavis family' and said 'they stood strong' amid calls for the organisers to drop them from the line-up. O hAnnaidh, 27, wore a keffiyeh during the set, while member JJ O Dochartaigh, who performs under the name DJ Provai, wore his signature tri-coloured balaclava as well as a T-shirt that said: 'We are all Palestine Action', in reference to the soon-to-be banned campaign group. News broadcasts criticising the hip hop trio played from the sound system before they walked onto the stage were booed by the Glastonbury Festival audience. The trio opened with the song Better Way To Live from their 2024 album Fine Art and also performed tracks including Get Your Brits Out and Hood. Access to the area around the West Holts Stage was closed around 45 minutes before their performance after groups of fans arrived to form a sea of Irish and Palestinian flags. Earlier on Saturday, the BBC confirmed they would not be live-streaming the set but said the performance is likely to be made available on-demand later. O hAnnaidh was charged with allegedly displaying a flag in support of proscribed terrorist organisation Hezbollah, while saying 'up Hamas, up Hezbollah' at a gig in November last year. On June 18, the rapper was cheered by hundreds of supporters as he arrived with bandmates O Caireallain and O Dochartaigh at Westminster Magistrates' Court in Free Mo Chara T-shirts. He was released on unconditional bail until the next hearing at the same court on August 20.
