Bengaluru: Deputy Chief Minister and State Congress chief D. K. Shivakumar on Wednesday said that he and Chief Minister Siddaramaiah are not in Delhi to discuss a cabinet reshuffle.
Speaking to the media at Karnataka Bhavan in Delhi, Shivakumar said, 'We are here to discuss development projects. I have also sought time to meet the Leader of the Opposition in the Lok Sabha, Rahul Gandhi. I may be able to meet him tomorrow (Thursday).'
Shivakumar dismissed reports suggesting that he and the Chief Minister had come to Delhi to discuss dissidence within the Congress-led government in Karnataka, a leadership tussle, or a cabinet reshuffle.
'We are not here to discuss a cabinet reshuffle. We are meeting Defence Minister Rajnath Singh to seek his approval for organising an air show during the Dasara Festival in Mysuru,' he said. Shivakumar also mentioned that a global tender has been floated for the construction of a tunnel road in Bengaluru. Work will commence soon.
'It is inevitable that toll plazas be constructed on tunnel roads. Toll plazas are established everywhere; why can't they be established on tunnel roads? Without toll plazas, their management will be difficult,' he said, responding to a question.
Speaking about his meetings with Union Ministers on Tuesday, Shivakumar said discussions were held on the state's irrigation projects. Regarding the Mahadayi project, he stated that the Goa government had raised objections. 'We have explained the issue to the Union Minister of Jal Shakti and the Union Minister for Forests,' he added.
'Discussions were also held on the Mekedatu project and Krishna river water issues. The Union Ministers have assured us that all issues will be addressed,' he said. 'We have requested funds for the Ettinahole project. Union Minister of State for Jal Shakti V. Somanna was also present at the meeting. I also met Union Minister for Food, Public Distribution and Consumer Affairs, Pralhad Joshi, and briefed him about the irrigation projects,' Shivakumar said.
He expressed discontent over Goa's issuance of a show-cause notice to Karnataka on the Kalasa-Banduri and Mahadayi projects. 'On what basis can the state of Goa issue a notice on a project implemented in our state? Only the Central government has the authority to question the state and seek clarification. This has been conveyed to the concerned Union Ministries,' he said.
He further stated that the legal team has held discussions regarding the Kalasa-Banduri project and that the matter will be brought to the Chief Minister's notice. 'Kalasa-Banduri is a drinking water project. No state will be adversely affected by it, and we have conveyed that roadblocks should not be created for Karnataka,' he said.
A report is to be submitted regarding the Mekedatu project, which will assess whether Tamil Nadu will be affected. 'The Supreme Court has also issued directions in this regard, and we are proceeding accordingly. We have informed that Tamil Nadu will receive more water than Karnataka after the implementation of the project,' Shivakumar stated.
'We have also sought funds for the Upper Bhadra project. The central government had promised to provide Rs 5,300 crore, but the state has not received the amount. Until the funds are released, there is no certainty,' he said.

Gandhi, the Leader of Opposition in the Lok Sabha, during his address at the Congress' district presidents' training camp under the 'Sangathan Sujan Abhiyan' (campaign to strengthen the party organisation), also slammed the Election Commission for being "biased" and asserted it was important to defeat the BJP in its "main base" of Gujarat. The party has organised the camp for the newly-appointed presidents of District Congress Committees at a resort near Anand city in view of the 2027 state assembly elections. The camp, aimed to prepare a road map for the party's Mission 2027, will conclude on July 28. Rahul Gandhi guided the district presidents and assured that the leadership is fully with the party workers, Gujarat Congress chief Amit Chavda told reporters after the meeting. "Rahul Gandhi asked us to take up issues concerning people. He assured that city and district unit chiefs will be consulted before candidates for various elections are chosen," Rajkot Congress chief Rajdeepsinh Jadeja said.

Paswan further lashed out at the Nitish government in Bihar, saying that the way crime is happening in Bihar, it seems as if the administration is completely incapable of stopping these incidents. "I feel sad that I am supporting such a government here... The way murders, kidnappings, looting, robbery, rapes have taken place one after the other in Bihar, and now it seems as if the administration is completely incapable of stopping these incidents. If it continues like this, then it will create a very frightening situation in our state,' Paswan said. "The way there have been criminal incidents one after another, and the way the government has bowed its head down in front of criminals. It is true that the incident is as condemnable as it is embarrassing, and an arrest also happened. But why are such incidents like murder, loot, dacoity, rape, one after another, happening in Bihar? It looks like the government is totally unsuccessful in curtailing these incidents. If this keeps going on, then it will create a very frightening situation in our state," Paswan said. Earlier this month, Chirag attacked the Nitish-led state government over the law and order situation, saying that 'the morale of the criminals were at its highest in the state. "In Biharsharif, Nalanda, criminals brutally murdered 16-year-old Himanshu Paswan and 20-year-old Anu Kumar by shooting them. This incident is extremely unfortunate and condemnable. This heinous event not only shakes humanity but also shows that law and order in Bihar have completely collapsed. Crime in the state is at its peak, and the fact that such an incident was carried out by criminals in the home district of the honourable Chief Minister clearly indicates that the morale of criminals is at its highest," Paswan said in a post on X.

Shivakumar at Karnataka Bhavan in Delhi, a copy of the complaint submitted by the Deputy Chief Minister's officer alleging that the Chief Minister's aide tried to assault him with boots has gone viral on social media. The complaint, dated July 22, was filed by H. Anjaneya, Special Officer to the Dy CM and Deputy Coordinator with the Resident Commissioner of Karnataka Bhavan in Delhi. In it, Anjaneya accuses C. Mohan Kumar, Assistant Resident Commissioner (Grade-2), of threatening him in front of staff members, claiming he would take off his boots and assault him. Mohan Kumar is also serving as the special officer to Siddaramaiah. In his complaint, Anjaneya stated: "Mohan Kumar has been obstructing me from performing my duties ever since I joined service. He told me that he would remove his boots and thrash me in his chamber. He even attempted to attack me outside his chamber in the presence of staff member Pramila and others. I am a Group B officer and currently serving as the Special Officer to the Dy CM. If anything happens to me - if I meet with an accident or face any harm - Mohan Kumar should be held responsible." He further alleged, "If his service records are examined, it will reveal that he had previously assaulted one M.M. Joshi. With the arrogance of being the Special Officer to the CM, he wants the administration to function according to his whims. Though I am a senior in service, during his tenure, he prevented me from working even as an in-charge accountant." Anjaneya has requested a departmental inquiry against Mohan Kumar, citing issues related to obstruction of duty, denial of promotions, the use of abusive language, and attempted assault. Ashoka said on Saturday that Mallikarjun Kharge and Leader of the Opposition in the Lok Sabha Rahul Gandhi have completely lost control over Karnataka. 'The public slugfest between Siddaramaiah and Shivakumar has crossed every limit, from backroom politics to open threats in Karnataka Bhavan, Delhi,' he said. Ashoka further added, "If this is the state of governance, how can anyone trust the Congress-led government in Karnataka to run the state?
