Manipur Guv reviews conditions of internally displaced persons in relief camps
Manipur governor Ajay Kumar Bhalla
took a comprehensive review meeting of the
Internally Displaced Persons
(IDPs) residing in various relief camps in the State.
In a presentation held on Monday at the conference hall of Raj Bhavan, Imphal, Governor along with Chief Secretary, DC Imphal West and senior officials, discussed various initiatives and activities being taken up for the IDP by the State administration.
During the presentation, the Governor was briefed about the management of IDPs by using a dedicated IDPs portal. The discussions highlighted the government's commitment for enhancing coordination and delivering public services effectively.

Displaced Persons
by December 2025—either in their original homes or in government-constructed temporary housing. All the camps will be closed by December.
The Chief Secretary had stated the relocation will take place in three phases—July, October, and December. 'First is those who want to immediately go back by July and a good number have started going back. The IDPs number was 62,000 in the beginning, now it is 57,000.'
He said, ' The first round will go back by July, second by October and third by December. There are around 8000 houses which were completely destroyed and for this government will provide around Rs 1.3 lakh plus 1.73 lakhs so that they can rebuild their houses.'
He added that second is around 7000 houses which were abandoned however not destroyed but dilapidated in two years. Some kind of money help will be extended to them. Around 8000 people who have come from Moreh, Kangpokpi will be allowed to stay in the prefabricated houses, we are building over a thousand more prefabricated houses. All the camps will be closed by December.'
In Manipur, at least 258 people have been killed and over a thousand people injured in the ethnic violence between the tribal Kuki-Zo and the non-tribal Meitei people since May 3, 2023.
The ethnic violence between the non-tribals Meiteis and tribal Kuki-Zo broke out in the northeastern state on May 3, 2023, after a 'Tribal Solidarity March' was organised in the hill districts to protest the Meitei community's demand for Scheduled Tribe (ST) status.

People evicted in Assam may move to Nagaland, warns students' body
GUWAHATI A students' body in Nagaland has warned against the possible inward movement of 'alleged illegal immigrants' evicted from government land in Assam. More than 50,000 people, mostly Bengali-speaking Muslims, have been evicted from reserve forests, wetlands, grazing lands, wastelands, etc., in northeastern and western Assam since June. Resistance to these drives claimed the life of one person in the Goalpara district a few days ago. On Monday (July 21, 2025), the Western Sümi Students' Union (WSSU) expressed deep concern over the ongoing eviction drive in Assam. Its president, Ikato Khulu, and general secretary, Vitoka N. Rochill, issued a statement, saying such drives are threatening areas inhabited by Nagas along the border with Assam. 'It is alarming that such activities are beginning to infringe upon Nagaland's territory, posing a direct threat to the rightful ownership of our land and the safety and security of its residents. These border communities have lived peacefully for generations and have acted as de facto custodians of our State's boundary,' they said. Risk of conflict 'It is pertinent to mention that the alleged illegal immigrants reside near Naga-inhabited areas along the Assam-Nagaland border. This situation further heightens the risks of conflict, displacement, and demographic pressure on our vulnerable border communities,' they said. The WSSU asked the Nagaland government to immediately deploy security forces 'to deter unauthorised actions by external authorities' and ensure 'swift and effective protection of our people.' It also sought steps to prevent a potential influx of illegal immigrants. 'The large-scale evictions, push-backs, and expedited deportations currently underway in Assam will likely trigger displacement-driven movement into Nagaland,' the union stated, resenting the 'slow and inadequate' response of the Nagaland administration to the threat. Dismantle SoO camps In neighbouring Manipur, another Naga organisation has asked the Centre to immediately dismantle camps for Kuki extremist outfits located 'in or around Naga ancestral territories' in the State. These groups had signed the Suspension of Operations (SoO) agreement with the Centre in 2008. In a memorandum to Prime Minister Narendra Modi, the Foothills Naga Coordination Committee accused the SoO groups of repeatedly violating the terms of the agreement. The committee cited a long list of alleged crimes and violent acts committed by these groups between 2023 and 2025, including extortion, assaults, kidnappings, and the burning of villages. The committee said the SoO agreement 'has become a sanctuary for armed criminals rather than a tool for peace. 'The continued presence and reported relocation of SoO camps into Naga areas represent a direct threat to communal harmony, constitutional order, and national security,' it stated in the memorandum. The committee warned that any attempt to impose such camps in Naga areas would be seen as an act of aggression.

Manipur's new chief secretary assumes charge
Manipur Chief Secretary Puneet Kumar Goel on Monday assumed charge at the secretariat here, officials said. Goel took charge from outgoing CS Prashant Kumar Singh at a brief function held at the Old Secretariat building, they said. 'The Manipur government marked a transition in administrative leadership with the official handover of charge from outgoing Chief Secretary Prashant Kumar Singh to newly appointed CS Puneet Kumar Goel,' an official statement said. Senior officials and department heads expressed their gratitude to Singh for his dedicated service and visionary leadership during his tenure. 'Warm wishes were also extended to Goel as he assumed charge,' the statement said. Goel, the 1991 batch AGMUT cadre officer, arrived in Imphal on Sunday and was received by officials led by Commissioner (home) Ashok Kumar. He was appointed as the Manipur chief secretary by the Appointments Committee of the Cabinet (ACC) on July 16. The appointment comes at a time when the northeastern state has been witnessing ethnic violence for more than two years. More than 260 people have been killed and thousands rendered homeless in the ethnic violence between Meiteis and Kuki-Zo groups since May 2023. The Centre had on February 13 imposed the President's rule in Manipur after Chief Minister N Biren Singh resigned. The state assembly, which has a tenure till 2027, has been put under suspended animation.

Three militants among six held in Manipur
Security forces have arrested three militants belonging to two banned organisations from Manipur's Imphal East and Kakching districts, police said in a statement on Monday (July 21, 2025). Three others were also apprehended from the Imphal West district for allegedly being involved in the trading of ammunition, it said. A self-styled sergeant major of the banned Prepak was arrested from his residence at Kontha Ahallup in Imphal East district on Saturday (July 19, 2025), the police said, adding that he had received basic military training at Tanal in Myanmar and had recruited a cadre in October last year for the outfit. Two active members of the proscribed UPPK were apprehended from a market in Kakching on Sunday (July 20, 2025) for allegedly being involved in extortion activities in the district and adjoining areas, the police statement said. Security forces also arrested three persons from Thangmeib and Khuyathong Polem Leikai areas in Imphal West district on Sunday (July 20, 2025) for their alleged involvement in illegal sales of ammunition, it said. More than 100 ammunition items were recovered from their possession, the police said. Security forces have been conducting search operations in Manipur since ethnic violence broke out two years ago. More than 260 people have been killed and thousands rendered homeless in ethnic violence between Meiteis and Kuki-Zo groups since May 2023.
