CIMB Overweight On Telco After Significant Quality Improvement

BusinessToday5 days ago
CIMB Investment Bank Bhd (CIMB Securities) has maintained an OVERWEIGHT call on Malaysia's telecommunications sector, with BUY ratings on Axiata Group, CelcomDigi, Maxis and Telekom Malaysia, citing significant improvements in mobile and fibre broadband coverage and quality of service (QoS) across the country.
The sector's performance has been driven by the successful implementation of the Malaysian Communications and Multimedia Commission's (MCMC) Jalinan Digital Negara (Jendela) programme. As of end-2024, 4G population coverage has reached 98.7%, with most states nearing full coverage, while the number of fibre premises passed has surged to 9 million, achieving the Jendela Phase 2 target a year ahead of schedule.
CIMB Securities highlighted that mobile network operators have largely met the MCMC's Mandatory Standards on Quality of Service (MSQoS), with Opensignal data showing improved average download speeds at 34 Mbps for 4G and 228 Mbps for 5G, both comfortably above the 10 Mbps MSQoS threshold. However, some non-compliance issues persist.
In the first quarter of 2025 alone, the MCMC issued 135 notices out of 1,257 testing sessions, and over 2023–24, a total of RM6.6 million in compounds was issued for 46 unresolved incidents.
Despite these isolated setbacks, the report noted that telcos have made substantial strides in narrowing the coverage gap in East Malaysia. Between the second quarter of 2020 and end-2024, 4G coverage in the region rose from around 73–74% to between 91–94%. Latency for fibre broadband also remains low, with Speedtest reporting a 7 ms average in June 2025, well within the MSQoS requirement of 50 ms.
CIMB Securities warned that failure to maintain wide-reaching, reliable services could expose telcos to environmental, social and governance (ESG) risks, such as regulatory penalties or reputational damage. These risks could include spectrum bid disadvantages, customer churn or brand erosion, particularly if companies are perceived as less inclusive or socially responsible.
Globally, Malaysia ranked sixth in Asia for mobile network experience and ninth for fixed broadband, according to Opensignal and Speedtest. The house attributed the lower fixed broadband ranking to market subscription patterns rather than infrastructure deficiencies, pointing out that all major providers offer plans up to 2 Gbps.
CIMB Securities' top picks in the sector include Maxis with a target price of RM4.15, CelcomDigi at RM4.10, Telekom Malaysia at RM7.55, and Axiata at RM2.55. Time dotCom was rated a 'Hold' with a target price of RM5.30.

Labuan boosts cashless society and internet safety at Borneo Flora Festival

LABUAN: The Borneo Flora Festival 2025 became a platform for digital empowerment as the government introduced two key initiatives—the Cashless Society Initiative and the Safe Internet Campaign—to accelerate digital adoption and improve online safety. The Malaysian Communications and Multimedia Commission (MCMC) spearheaded the launch, reinforcing efforts to build a digitally inclusive and secure society. Datuk Seri Dr Zaliha Mustafa, Minister in the Prime Minister's Department (Federal Territories), officiated the event. MCMC Federal Territory director Faisal Hamdi Mohammed Ghouth outlined the initiatives, which align with the Smart Labuan programme and the National Online Safety Framework (NOSF). 'The Cashless Society Initiative aims to increase public trust in digital payments, especially among businesses and retailers,' he said. Backed by financial institutions and digital service providers, the initiative supports the Financial Sector Blueprint 2022–2026, targeting 400 cashless transactions per capita by 2026. The Safe Internet Campaign (KIS) focuses on combating cyber threats, including scams, cyberbullying, and illegal content. 'This campaign strengthens Malaysia's cybersecurity framework by raising public awareness,' Faisal added. – Bernama

‘Don't click': Public warned of RM100 Sara scam links posing as government portals

MUAR, July 26 — The public is urged to remain vigilant against fraudulent links circulated by scammers related to the one-off RM100 cash assistance under the Sumbangan Asas Rahmah (Sara) initiative, which are designed to collect personal information, said Deputy Communications Minister Teo Nie Ching. She said the scammers often employ deceptive tactics by sharing links accompanied by posters that appear convincing, incorporating official-looking elements such as the Malaysia Madani and Bersama Malaysiaku logos to mislead recipients. 'One such example is the link which falsely claims to provide official information about the RM100 Sara aid and prompts users to submit their personal information. The Ministry of Finance confirmed yesterday that this link is fake,' she said. 'My advice is, if the information truly comes from the government, the link will typically end with '. - where 'gov' stands for government,' she told reporters after attending the Madani Community Service programme held in conjunction with the launch of National Month and Fly the Jalur Gemilang campaign here. She added that numerous complaints had been received regarding the matter, and the Malaysian Communications and Multimedia Commission (MCMC) had taken steps to block the fraudulent link. Teo said that such scams often evolve by creating new websites with similar names, such as ' or ' and urged the public to remain vigilant. She also stressed that no money will be deposited into e-wallets or Touch 'n Go accounts. Instead, eligible MyKad holders only need to present their identification cards at participating outlets, including Lotus's, Mydin, 99 Speedmart and selected grocery stores — to access the benefits. 'The primary role of the MyKad in this programme is solely to verify the identity of recipients. It has no connection to any e-wallet platform, so there's no need to worry if your MyKad isn't linked to certain applications,' Teo said. She also urged the public to rely only on official websites or verified social media accounts of government agencies, such as the Ministry of Finance and the Ministry of Communications for the latest and most accurate information. 'Our tagline for fake news is 'If you're not sure, don't share.' Today, I want to add: 'If you're not sure, don't click,'' she added. — Bernama
