GHSS Peringalam to host ‘Pravesanolsavam' in Kozhikode this year
An official meeting was held here on Monday (May 26) to review the preparations for the school's reopening. District Collector Snehil Kumar Singh directed police and Excise officials to monitor institutions where a high number of substance abuse cases and clashes between students had been reported.
Manoj Maniyoor, Deputy Director of Education (DDE), told the meeting that over 60,000 new students would take admissions this year. He said that 93% of textbooks had been distributed. The fitness tests of school buildings had been completed except for those within the Kozhikode Corporation limits.
The meeting decided to examine the quality of drinking water in schools and cut down the trees that pose a threat to the safety of students. The committees formed against substance abuse would meet soon. An awareness and training session would be held for school bus drivers. All the cooks involved in the noon meal scheme had been given health cards.
Meanwhile, Mr. Singh directed the DDE not to reopen the schools within the Corporation limits as the buildings were yet to get their fitness certificates. The government had earlier asked engineers in the respective local bodies to inspect the fitness of school buildings and vehicles in view of the strengthening of the South West monsoon.
They were also directed to take steps to chop trees from the premises if they posed a threat to the safety of students and the school staff. However, it was pointed out that the officials attached to the Kozhikode Corporation had not examined the buildings within the local body and were yet to give the fitness certificates. Their counterparts in other local bodies have already provided the documents.
The DDE told the meeting that the Corporation officials were denying the certificates, citing silly reasons. Official sources said that the schools within the corporation limits would reopen only if the fitness certificates were provided by June 2.

Activist seeks action against illegal tree pruning in Tiruchi
The branches of a fully grown Pungai tree located outside Lakshmi Vasam on Kumbakonathan Salai at Thiruvanaikovil in Tiruchi were illegally cut down in the early hours of Thursday, without obtaining prior permission from the Tiruchi City Corporation, a civic activist K.C. Neelamegam has alleged. In a statement, , secretary, Thanneer, a voluntary organisation, said that the tree, which was over 15 years old, provided shade and served as a resting spot for the public and local vendors selling vegetables. Residents had previously raised complaints about people gathering under the tree, which some considered a public nuisance. To put an end to this, all the branches of the tree were reportedly cut down without authorisation. As per legal provisions, cutting down or damaging trees in public spaces without official permission is a punishable offence under Section 51(A) of Chapter IV of the Constitution of India. Additionally, the High Court has mandated that for every tree cut for development or safety reasons, even with permission, 10 new saplings must be planted, maintained, and nurtured. Citing a recent case in Coimbatore, where a person was fined ₹1.04 lakh by the Corporation for unauthorised tree pruning, activist K.C. Neelamegam has urged the Corporation Commissioner and District Collector to take immediate action against those responsible. He has also demanded that authorities ensure the planting and upkeep of 10 new saplings in the area. 'We can only plant saplings, but if we intend to cut a fully grown tree, even if it's on private property, we need approval from the authorities. We are working to raise awareness among the public about the unauthorised felling and pruning of trees. Steps are also being taken to provide a dedicated helpline number to report such incidents,' said Mr. Neelamegam.

Madras High Court Raps Bureaucrat In Contempt Case, Imposes Rs 1 Lakh Fine
Chennai: The Madras High Court has come down heavily on the Greater Chennai Corporation Commissioner, questioning whether he considers himself "above the court" simply because he is an IAS officer. The court has ordered the Commissioner to appear in person tomorrow, explaining his conduct. The strong observations came during a contempt of court hearing filed by advocate and former councillor Rukmangathan. He had approached the court, seeking action against illegal constructions in Zone 5 of the Chennai Corporation, particularly in Royapuram. The court had earlier directed the Corporation to take action not only in Zone 5 but across other zones as well, in an order dated December 2021. However, the petitioner alleged that the Corporation failed to act on the court's directive, prompting him to file a contempt petition against the Commissioner. Hearing the matter, a bench of Chief Justice S.V. Gangapurwala and Justice Sundar Mohan questioned why the earlier order had not been implemented. The bench imposed a fine of Rs 1 lakh on the Commissioner, which would be deducted from his salary and donated to the Adyar Cancer Institute. When the matter came up again, Additional Advocate General J. Ravindran sought to suspend the fine, admitting there had been a lapse on the part of the legal team. The Chief Justice, however, was unsparing in his criticism. He remarked that even if the legal counsel had filed incorrect affidavits, the Commissioner was duty-bound to verify them before signing. Failure to do so, he said, made him unfit to hold the post. The court asked why the Commissioner failed to appear for the contempt proceedings earlier and directed him to be present tomorrow with a proper affidavit. The decision on the penalty will be made later.

Corporation workers make quick money using loophole in software of property tax collection
Eight persons arrested by City Crime Bureau; Gang caused Rs. 1.5 crore loss to urban local body by reducing property tax demand Madurai: A small loophole in a software used for property tax collection by Madurai Corporation was misused by some employees in causing loss to the urban local body to the tune of ₹1.5 crore by unilaterally 'reducing' property tax. Shocked over the sudden 'fall' in the arrears of top 100 property tax assessees during a routine review of tax collection, the then Corporation Commissioner C. Dinesh Kumar launched a secret investigation into the scam. The probe by a team of officials revealed that a gang, including Corporation employees and contract employees, were involved in tampering with the property tax demand without the knowledge of Corporation officials. 'The gang was emboldened by the loophole in the software and using the login passwords of over 10 bill collectors, they reduced property tax demand for a consideration,' an official said. However, they were not aware that reducing the property tax demand would lead to reduced property tax arrears. 'The gang also wrote off the difference in arrears to the property tax assesses,' the official added. After the internal probe into the property tax between April 1, 2024 and July 31, 2024 revealed a nexus among Corporation employees and officials at different levels, a formal complaint was lodged with Madurai City Police in September 2024. Subsequently, the City Crime Bureau probed the crime and registered a case for cheating, criminal breach of trust, forgery, falsification of accounts and under the provisions of Information Technology Act. The CCB probe revealed that the gang had tampered with the property tax for at least 150 tax assessees in Zone III of Madurai Corporation. The city police have so far arrested eight persons, including data entry operators, assistant programmers and engineers. Meanwhile, a Corporation official said that the loophole in the software had been plugged immediately. Involvement of contract employees for data entry has resulted in similar scams in different departments in Virudhunagar district in the past.
