Survey completed for 4,000 km of rural roads under HAM infrastructure initiative in Telangana
With the Panchayat Raj Engineering Department appointed as the nodal agency for executing the project, Panchayat Raj and Rural Development Minister Dhanasari Anasuya (Seethakka) has been regularly conducting review meetings with officials to initiate the works at the earliest under this new model.
The Panchayat Raj and Rural Development Department's Engineer-in-Chief (ENC) will serve as the programme convenor, tasked with overseeing implementation and coordination across the three planned phases of work. Under the HAM project, the State government aims to develop 18,484 kilometres of Panchayat Raj (PR) roads and 12,000 kilometres of Roads and Buildings (R&B) roads. The works will be carried out in three phases — Phase I covering 7,393 km, Phase II covering 5,545.20 km, and Phase III covering 5,545.80 km.
To support the project's technical, financial, and legal evaluation, the government has appointed a consortium of AARVEE Associates and LEA Associates to conduct detailed feasibility studies. These consultants will commence district-wide assessments within two days by deploying teams across all districts. Road proposals have been finalised by department officials after obtaining consent from the MLAs in their respective constituencies.
According to the implementation schedule, Phase I works are set to begin in January 2026, followed by Phase II in March 2026, and Phase III in June 2026. The HAM model, already in use in several States, involves shared financing, with private contractors required to bear a portion of the project cost and undertake maintenance responsibilities for 15 years, without any government guarantee.
Minister Seethakka said she has instructed officials to expedite tendering, finalise agreements, and ensure all preparatory measures are completed in a timely manner. A special officer has been appointed at the Panchayat Raj Engineering Department's headquarters to monitor progress and ensure adherence to deadlines. The funding for the road projects will be finalised once the State Cabinet approves the DPRs being prepared by the consultancies.

The govt will introduce the Denmark-based Danish Fibre Road construction method for the two-lane road between Mudigedu and Sanjamala. This project, costing 12.58 crore, will be constructed in the Banaganapalli constituency, represented by R&B minister BC Janardhan Reddy in Nandyal district, on a pilot basis starting Friday. Engineers from Danish Fibres AS will personally supervise the road construction process using the Danish Asphalt Reinforcing Fiber method between Mudigedu and Sanjamala in the Banaganapalli constituency. The Danish Asphalt Reinforcing Fiber is a unique, innovative, sustainable, and recyclable technology for reinforcing asphalt roads. It is designed to prevent 100% of potholes on asphalt roads, while also preventing cracks, rutting, and premature failures. This method extends the longevity of asphalt roads by 50% or more, thereby reducing maintenance costs. The Danish Asphalt Reinforcing Fiber is a high tensile strength synthetic fiber blend formulated with Aramid and Polyolefin fibers to reinforce asphalt mixes in both new roads and the rehabilitation of existing cracked roads. Minister Janardhan Reddy stated if the pilot project is successful, the technology will be implemented in all road construction projects across the state. The successful execution of the new technology in Andhra Pradesh will position the state as a pioneer in road construction, setting an example for the rest of the country.

Banaganapalle set to become model for P4 implementation: Min Janardhan
Banaganapalle: Minister for Roads & Buildings, Investments, and Infrastructure, BC Janardhan Reddy, emphasized the need for coordinated efforts to achieve the targets of Swarna Andhra Vision-2047 in Banaganapalle constituency. Addressing the first Vision Action Plan Committee meeting held at the Mandal Parishad Office on Thursday, the minister directed officials to design a clear and comprehensive roadmap for local implementation. Senior officials from various departments, RDOs, MPDOs, representatives from Ramco, Jai Jyothi, and UltraTech Cements, along with secretariat staff and Swarna Andhra Vision Committee members, were present. Minister Reddy stated that the P4 initiative (Public–Private–People Partnership for Progress), conceptualized under the leadership of Chief Minister N Chandrababu Naidu, aims to bridge the socio-economic gap between the rich and the poor. He stressed that inclusive development is only possible when communities, industrialists, officials, and elected representatives come together to support marginalized families at the grassroots level. The minister expressed confidence that such collaborative efforts would accelerate progress toward realizing the goals of the Swarna Andhra 2047 vision. As part of the P4 programme, a survey conducted by secretariat staff across five mandals in the constituency has identified 6,500 'Golden Families.' To support these families, 157 mentors have been selected and linked with them. Appreciating the mentors for their proactive participation, the minister instructed officials to expand outreach efforts and encourage more financially capable individuals—including landowners, businesspersons, NRIs, and professionals—to participate in the adoption programme and support more families. The minister also underscored the importance of skill development for unemployed members within the identified families. Citing employment opportunities in local cement industries, he advised the District Skill Development Authority to focus on job-specific training in areas like machinery operation, fitting, and turning. Highlighting the moral responsibility of industries that had acquired land from farmers, he called on them to prioritize offering jobs to those families. He concluded by urging officials to make Banaganapalle a role model for P4 implementation in the state, ensuring sustained and inclusive socio-economic progress.

NDA allies back EC, call SIR routine & necessary
Chirag Paswan PATNA/NEW DELHI: Allies in governing NDA have backed EC's ongoing special intensive revision (SIR) of electoral rolls in Bihar, describing the exercise as "routine and necessary". Some NDA functionaries told TOI they have absolutely no issues or apprehensions about SIR, though they are keeping a close eye on the exercise. They added that they are holding review meetings with booth level agents (BLAs) to assess the situation, and as of now there has been no problem. HAM (Hindustan Avam Morcha) founder Jitan Ram Manjhi and LJP (Lok Janshakti Party) boss Chirag Paswan, both Union ministers, came out strongly in support of EC's exercise. The stand of the allies is significant in view of opposition's allegation that the poll commission's drive is aimed at disenfranchising Dalits and most backward castes. While Dalits are the mainstay of LJP and HAM, JDU draws its support from MBCs and sections of OBCs. Paswan Thursday accused the opposition of deliberately undermining constitutional institutions. "After EVMs, they are trying to blame SIR as they see defeat staring them in the face in the state election," he said. Manjhi echoed this, claiming bogus voter registrations had long benefited the opposition. "I know many seats where up to 20,000 bogus voters were registered before 2005. Opposition wants to continue with it to their advantage. The SIR will identify those names and strike them off the list," he said. Manjhi alleged RJD was protesting as it had created bogus voters in every constituency. Rashtriya Lok Morcha chief Upendra Kushwaha, also an NDA partner, urged critics to understand EC's move before raising objections. "People are raising questions without information," he said.
