Andhra Pradesh GST Officers and Employees Association expresses concern over frequent transfers

Andhra Pradesh GST Officers and Employees Association's State Honorary President Chowdary Purushottam Naidu on Sunday (June 15, 2025) said the frequent transfers after almost every year caused agony to officials and staff in the Department. He requested the higher authorities concerned to consider the petitions submitted by the association and individuals for a hassle-free transfer procedure in all the zones and circles of the Department in the State.
He said the officials and staff who were affected by transfers in the year 2024 have again come under transfer category as the 'Station Seniority' was taken into consideration for the implementation of transfers in accordance to Andhra Pradesh General Transfer-2025 guidelines. Currently, the GST Department has four zones stationed in Visakhapatnam, Kakinada, Vijayawada, and Guntur zones apart from 16 divisions such as Vizianagaram, Kurnool, Nellore and others.
'A majority of the officials and staff may be working in the same zone and division but their jurisdiction and responsibilities are different. They take care of GST collections of faraway places although they may discharge their duties from the same office. But they are affected by transfers every one year since norms insist on the transfer of officials and staff after every five years, if they function from same location. As far as GST officers and staff are concerned, they may work in the same complex but their role and functioning are different. That is why, we request the government to consider these points before taking a final decision on transfers under category of five years completion of the service at the same place,' said Mr. Purushottam Naidu while speaking to the media in Srikakulam.
Along with Mr. Purushottam Naidu, the association president Allina Ramesh Kumar, associate president Rayi Venugopal and general secretary Kalyan submitted a memorandum to the Chief Commissioner of State Tax for issuing fresh guidelines to protect the interests of the officers and staff. According to them, it would benefit the Department also with continuation of taxes in a hassle-free manner. The officials and employees, who develop a rapport with dealers of various categories in the last few years, can function easily. The association has also requested exemption from transfers, of the persons with health issues and employees who were due for retirement in 2026.

The two sides are also close to reaching an agreement on how to utilize the surplus cess collected, likely by dividing between them. Without a decision on its future, the compensation cess levied on luxury goods and tobacco, which is expected to fetch ₹1.67 trillion this fiscal year, clocks out at the end of March next year after an eight-year run. However, there is no consensus yet on scrapping the 12% GST slab, one of the two people said. However, the Centre's view is that moving most goods in that slab to 5% will help widen the tax base, making up for the revenue loss in due course. The decision may involve some give-and-take between the Centre and states, the person said. 'Revenue collection should not be seen merely from the lens of tax rate. It is a function of the tax rate and the tax base. Widening of the tax base will likely improve revenue receipts despite lower rates," the person said on the condition of anonymity. The GST Council meets next in August end or September, after the monsoon session of Parliament. Queries emailed to the finance ministry and the GST Council Secretariat on 16 June seeking comments for the story remained unanswered. The compensation cess was introduced to compensate states for their revenue losses due to the transition to GST. Its original five-year period ended in 2022; however, it was extended till 2026 to help states. The cess ranges from 1% in the case of certain motor vehicles to 290% in the case of mixtures used in smoking pipes. On coal, it is ₹400 a tonne and on sports utility vehicles, it is 22%. The proposed move to scrap the 12% slab may have a short-term impact on revenue; however, subsuming the compensation cess into GST is expected to soften the blow. The Centre had borrowed ₹2.69 trillion during the pandemic outbreak to support struggling states. Compensation cess revenue was used to make the loan repayments, which conclude before the end of this year. After the repayment, the Centre would be left with a cess surplus about ₹40,000 crore, as per official calculations. Minister of state for finance Pankaj Chaudhary is leading a ministerial panel that will advise the Council about the future of the cess, especially, how to recharacterize it in a new avatar. Central and state GST authorities have been holding routine drives against fake entities claiming input tax credits and have been stepping up the reporting requirements under the tax system that makes it hard to evade taxes. Experts said the tax rate rationalization will deliver a stimulus to the economy. 'The government has been trying to boost private consumption, which was the objective behind the income tax relief offered to middle-income earners in this year's budget. The RBI has also been easing monetary policy to boost consumption demand and stimulate growth. Perhaps an immediate and direct way to achieve this is a GST rate reduction. GST compensation cess could offer a cushion against any short-term impact on inter-state distribution of revenue receipts due to the rate reduction," said Suranjali Tandon, associate professor, National Institute of Public Finance and Policy (NIPFP). At present, goods in the 12% slab include butter, cheese, packaged drinking water in 20 litre bottles, jams and marmalades, sausages and similar products, diabetic foods, glucometer and strips, bicycles, wooden furniture and solar power-based devices. Unlike the pre-GST tax regime, the new indirect tax system is transparent, making the total tax incidence on a product visible to the final consumer. This also puts pressure on policymakers to lower the tax rate. In this financial year, GST collection of the central government (CGST) is expected to grow at 11.3%, showing a tax buoyancy of 1.1, implying revenue growth faster than nominal economic growth.

These insurance companies under the scanner either overshot their regulatory expense limits or failed to provide sufficient explanations for cost overruns. Notices are expected to land in the coming weeks, with tax implications likely if companies are unable to justify the expenditures post change in norms by IRDAI in April 2023, sources in the know added. The income tax scrutiny follows 2022 notices by the DGGI to around 20 general insurance companies operating in SEZs, alleging unpaid dues of ₹2,000 crore. Similarly, life insurers have been facing a huge tax battle with the GST authority for allegedly issuing invoices without rendering actual services, with the adjudicating authority concluding that transactions were not actual. HDFC Life , for instance, is facing ₹5,500 crore tax notice for 2017-2022. Similarly, others including ICICI Prudential Life have also allegedly routed excessive commission payments to corporate agents under the guise of advertising expenses through marketing vendors. Following these tax notices, IRDAI, in April 2023 removed product-specific commission caps, putting an overall cap on expenses. This led to a jump in commissions paid by life insurers by 22% year-on-year in FY24 to ₹51,524 crore, while those by general insurers nearly doubled to ₹39,600 crore, according to IRDAI's annual report. About half of those companies are yet to limit their EoMs to 30% or 35% that the regulator has stipulated. The regulator has asked for a clear roadmap every quarter in terms of what is their plan to achieve the numbers within that limit of 30% or 35%. Listed Niva Bupa had reported expense of management ratio of 37.4% for FY25, which is 190 basis points above the allowable expense ratio of 35.5% considering 35% and some allowances on insure tech. The company has given a glide path in achieving EOM norm. While Go Digit has been able to reduce expense ratio to 33.4% in FY25 against 36.3% in FY24, it is still above the regulatory requirement of 30%. "Now, IRDAI obviously would be very serious about this, and this is my personal opinion, that I would expect IRDAI to take some corrective actions on EOM so that they can actually achieve the objective of lower commissions," said Kamesh Goyal, founder Go Digit Insurance, during an investor call in May. "So, we are on the path of reducing EOM, and the reduction has been decent. But the industry's trend is otherwise, especially with 1/n, and a lot of companies would actually be seeing an increase in EOM, bigger or smaller ones both."
