Govt not competing with local firms: Masidi

'SMJ Energy is not competing with local companies. We are helping them. SMJ Energy is basically a financial investor. The actual work should be done by local companies,' Masidi said at the recent Kadazandusun Chamber of Commerce and Industry (KCCI) – Dayak Chamber of Commerce and Industry (DCCI) Oil and Gas Business Opportunities Forum at the ITCC Grand Ballroom.
Advertisement 'I believe government should not compete with local companies. Our job is to make sure you get the contracts. When you get them, you create an industry. When the industry becomes vibrant, you create more jobs. It is not the government creating jobs, it is the local companies doing that,' he added. This approach has worked well. Initially, 70 per cent of oil and gas companies were inactive, but the situation has improved through active support rather than direct competition. The programme was not without challenges with SMJ Energy Sdn Bhd's Oil and Gas Services and Equipment (OGSE) and Corporate Executive Director Terry Biusing noting many companies initially did not respond to tender invitations and this was a major problem. But through monitoring and follow-up, non-response rates dropped from 70 per cent to just 12 per cent. 'Initially, non-responsiveness was our biggest problem. Tenders were issued to Sabahan companies, but there were no takers. They would not even reply to letters. We are fixing that bit by bit,' Terry said, adding that compliance monitoring has reduced non-compliance to almost zero. He said the solution to current challenges is strategic partnerships, adding that SMJ Energy actively guides companies with practical advice for license applications, for proposals, commercial success and partnerships. 'For license applications, use the KAO to find opportunities and apply for licenses based on what you can actually do. Do not apply for too many licenses or use personal emails instead of proper company emails,' Terry said. 'For proposals, take all requests seriously with management involvement, respond to every tender, use standard templates and do not wait until the last minute to submit. 'For commercial success, study market prices, plan your costs properly, streamline your operations and do not buy through middlemen. 'For partnerships, do not look for partners first. Study your strengths, see what you can do, then find a partner that can fill the gaps. If you look for a partner that is too big for you, you will be eaten alive,' Terry said. He said successful partnerships need clear agreements on technical work, commercial terms and responsibilities from the start. The guidance also warns against Ali Baba arrangements where one party adds no real value and emphasises that Letters of Support have zero value in tender evaluation. 'Success depends on technically sound proposals that are competitively priced,' said Terry. 'With annual oil and gas spending in Sabah totalling about RM7 billion, the potential is enormous. China stocks rise on construction, rare earth gains

At the midday break, the Shanghai Composite index rose 0.4% to 3,549.89, the highest since last October. China's blue-chip CSI300 index added 0.2% to a seven-month high. Leading the gains, the CSI Construction & Engineering Index jumped as much as 4% after China began construction of a US$170 billion hydropower dam in Tibet. The rare earth sector advanced nearly 3% following a Reuters report that Beijing has quietly issued its first 2025 rare earth mining and smelting quotas. 'Positive catalysts from anti-involution policies and strength in the tech sector lifted sentiment, while a solid economic foundation fuelled the market rally that's surprising in its timing yet reasonable,' Huatai Securities said. Hong Kong's benchmark Hang Seng Index grew 0.3% after briefly topping the 25,000 level for the first time since February 2022. Platform companies Meituan, and Alibaba rose between 1.8% and 2.8% after Beijing summoned the three and asked them to cool a bruising price war in an ongoing 'anti-involution' campaign. This came after regulators called for 'rational competition' in the auto and food delivery sectors to regulate intense price wars and promote sustainable development, dubbed by investors as an 'anti-involution' campaign. The biotech sector declined 1.4% to pare a nearly 13% rally last week, weighing on gains in Hong Kong. Looking ahead, Chinese policymakers are expected to hold the July Politburo meeting in the coming days to discuss economic policies for the second half of this year (H2 2025). 'They may reiterate their pledge to boost domestic demand and to stabilise exports, employment and the property market instead of rolling out broad-based, significant stimulus in the near term,' analysts at Goldman Sachs said. They also anticipate continued policy pledges to regulate disorderly price competition and contain the 'involution'.

Immigration Dept Must Embrace AI To Raise Quality Of Delivery, Efficiency
PUTRAJAYA, July 21 (Bernama) -- The Immigration Department must embrace the use of artificial intelligence (AI) in services to raise the quality of delivery to the public and efficiency of department operations. Home Minister Datuk Seri Saifuddin Nasution Ismail said AI integration in the department would indirectly boost productivity and revenue collection for the country. 'Previously, the Immigration Department didn't embrace but now it does so what's going to happen? Firstly, productivity will go up. Secondly, a faster delivery system and thirdly, if it relates to revenue collection, that will go up as well. This is the measure that we must look at when we talk about embracing AI,' he said during his speech when officiating the 103rd Immigration Day, with the theme 'AI leading Immigration Reforms', here today. He also suggested that the department send officers and personnel to follow special AI courses or programmes at local universities for a period of time. 'Give them leave for a week or two and introduce them to AI-related knowledge. Develop skills to use the rapidly-developing AI tools. For instance, most globally renowned companies using AI technology include Alibaba from China,' he said. Saifuddin said that the Immigration Department needed to implement people-centric approaches and improvements in its service in line with the intentions of Prime Minister Datuk Seri Anwar Ibrahim. 'Our approach must be people-centric, At the core, it's the people, that's why we need to have improvements to procedures and make things simpler. 'If we need to improvise the system, do it, because we will still remain as the forefront that provides services to the majority of the public,' he said. He also pointed out that the Immigration Department needed to reaffirm its commitment to integrity by implementing a zero-tolerance policy against any form of corruption or misconduct.
