Tuyut gets new Mini FoSCC to boost forest compliance, enforcement in rural Sarawak
MIRI (May 9): The Sarawak Forest Department has launched a new Mini Forest One Stop Compliance Centre (FoSCC) in Tuyut to enhance sustainable forest management and strengthen enforcement in remote areas.
The ceremony was officiated by the Forest Department Sarawak director Datu Hamden Mohammad, who expressed gratitude to all attendees and partners involved in establishing the facility.
'The presence of this mini FoSCC is highly meaningful in supporting the JHS' continuous efforts to manage forests sustainably and with integrity,' he said.
The newly launched facility will serve as a vital platform for license holders and forest officers, streamlining processes related to compliance, enforcement, and timber audit.
First introduced in 2017, the FoSCC concept decentralises forest department operations, particularly in rural areas, to reduce the need for long-distance travel among stakeholders.
The Tuyut branch is part of a broader initiative under the 13th Malaysia Plan (13MP), which includes the upgrading of five FoSCCs. These upgraded centres feature mobile container-based offices equipped with solar power, clean water supply, basic furniture, and ICT facilities.
'This initiative also aims to address compliance gaps and prevent revenue leakages in forest revenue management while improving environmental conservation overall,' Hamden added.
He stressed that regular patrols, transparency, and strong governance remain central to the department's efforts to combat illegal logging and promote good forestry practices.
To date, 30 FoSCCs and six Forest Checking Stations (FCS) are operational and play a key role in daily enforcement and licensing activities.
Hamden expressed hope that the new facility would benefit both the department and the surrounding community by promoting more efficient and responsible forest management.
'Let us continue to work hand in hand – government agencies, local communities, and all stakeholders – to safeguard Sarawak's forests for future generations,' he said.

PETALING JAYA: Malaysia's upcoming 13th Malaysia Plan (13MP) is set to mark a turning point for the nation's economic trajectory, aligning public policy with structural shifts at home and abroad. Amid an evolving geopolitical backdrop, the five-year development roadmap for 2026 to 2030 is expected to balance ambition with fiscal prudence while anchoring long-term socioeconomic transformation. According to BIMB Research, the government is likely to prioritise measures that cushion the economy against external headwinds and support broad-based growth. 'Given the challenging external environment, we anticipate the government will place greater emphasis on strengthening and sustaining domestic demand,' the research house said in its report. This, it added, could involve further salary adjustments for civil servants and a potential increase in the minimum wage to above RM2,000 by 2030. Development of human capital is likely to feature prominently, BIMB Research said. 'The continued rollout of training and upskilling initiatives could raise the share of skilled labour in the workforce to over 35%, which could push the national median salary to beyond RM4,000 by 2030,' it highlighted. However, BIMB Research cautioned that global uncertainty would remain a dominant factor in shaping Malaysia's macroeconomic strategy. 'US President Donald Trump is expected to remain a central figure on the geopolitical and economic stage through 2028,' it said. Over that time frame, international markets are likely to face continued uncertainty due to the potential volatility and unpredictability of US trade and economic policies, the research house added. Simultaneously, geopolitical tensions in both Europe and the Middle East are anticipated to persist well into the next half of the decade. In such a climate, commodity prices are expected to remain broadly stable at current levels through at least 2029, BIMB Research pointed out. On a positive note, the tabling of 13MP is expected to inject fresh confidence into Malaysia's capital markets. 'Malaysia's equity landscape is poised to benefit significantly from the strategic initiatives laid out in the 13MP,' BIMB Research said. Sectors including construction, technology and utilities may see renewed investor interest as positive spillovers emerge from increased alignment between public investments and private-sector participation, it added. On the macro front, the research house projects Malaysia's gross domestic product (GDP) to grow at an average of 4.5% a year between 2026 and 2030, with nominal GDP expected to rise by 6.4% annually. 'Highlighting nominal GDP is critical, as it serves as a key benchmark in shaping Malaysia's fiscal policy framework under the 13MP,' BIMB Research said. By 2030, the fiscal deficit is expected to narrow to 2.9% of GDP, helped by the reduction of subsidies, prudent spending and gradual decrease of pension payments. With development expenditure capped at 3.5% of GDP, annual allocations are forecast to reach up to RM99.4bil, BIMB Research projected. 'This is a substantial allocation that can significantly support domestic growth in the latter half of the decade, particularly through increased investment in construction and utility infrastructure,' it said. 'The 13MP is expected to be anchored on existing Madani policy frameworks such as the Public‑Private Partnership Master Plan 2030, New Industrial Master Plan 2030, and National Energy Transition Roadmap, all of which are designed with a 10-year implementation horizon,' it added. Key regional initiatives like the East Coast Rail Link, Johor–Singapore Special Economic Zone, and development projects in Sabah and Sarawak are also expected to receive further support. Overall, the 13MP would likely reflect a strategic recalibration, BIMB Research said, adding that it expects the plan to include key principles like resilience through diversification, leveraging long-term secular tailwinds, and systematically responding to changing external conditions.

Economy Ministry to ensure 13MP in line with Madani Economy framework
KUALA LUMPUR: The 13th Malaysia Plan (13MP), set to be tabled in Parliament on July 31, 2025, will be in line with the government's direction and the MADANI Economy framework, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who is currently carrying out the duties and functions of the Economy Minister, stated that his current task is to ensure that all ministries involved are aligned in planning and implementing the 13MP. "All ministries are the implementing agencies once the 13MP is tabled and approved. So, at the moment, we want to review (the 13MP) and align it with the MADANI Economy framework, which then will be implemented by the ministries,' he said during the "Keluar Sekejap' podcast session on YouTube, hosted by Khairy Jamaluddin and Shahril Hamdan. On June 27, Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, who is also Secretary to the Cabinet, announced that Amir Hamzah has been given the responsibility of carrying out the duties and functions of the Economy Minister with immediate effect, following the vacancy in the position after the resignation of the former minister Datuk Seri Rafizi Ramli on June 17. According to Shamsul Azri, the matter was agreed to by Prime Minister Datuk Seri Anwar Ibrahim and was discussed at the Cabinet meeting on June 25. In the announcement, Shamsul Azri also stated that Amir Hamzah's primary responsibility was to review and revamp the core framework of the 13MP draft, which is set to be tabled in Parliament on July 31. During the podcast session, Khairy also asked Amir Hamzah about the objective of revising the 13MP draft. Amir Hamzah explained that the process of drafting the 13MP took a considerable amount of time, and discussions between the Ministry of Economy and all other ministries were held on multiple occasions. "When we reach this stage, we have to ensure that what we finalise in the 13MP is in line with the current government's direction,' he said. BINTULU (July 3): The Sarawak Forest Department has reaffirmed its commitment to transparency and ethical governance by hosting the Sarawak Forest Department Integrity Day 2025 at Promenade Hotel Bintulu, under the theme 'From Seeds to Canopies, Everything Matters'. Sarawak Forest Department director Datu Hamden Mohamad said the theme underscores the idea that every role, regardless of rank or scope, plays a part in the success and transparency of the department's organisational ecosystem. 'It reflects that integrity should not only exist at the top level, but must also be ingrained at the grassroots. Integrity is not a slogan; it is a culture,' he said during the event, which was officiated by Deputy Minister in the Premier's Department (Integrity and Ombudsman) Dato Dr Juanda Jaya. Hamden further emphasised that to strengthen the culture of integrity, the department has invested in the competency development of its officers. 'In 2024, three of our officers successfully completed training as Lead Auditors for the Anti-Bribery Management System (ABMS) ISO 37001:2016 conducted by SIRIM QAS. 'This year, another three officers are undergoing the Certified Financial Investigator Programme (CFIP) virtually, from February to October 2025,' he said. He added that the CFIP is a collaborative initiative between the National Financial Crime Centre (NFCC), Bank Negara Malaysia, and Universiti Teknologi Malaysia (UTM), aimed at enhancing the capability of enforcement officers to detect and investigate financial crimes. 'This proves that we are not merely talking about integrity, but we are actively equipping our officers with the knowledge and skills to uphold it.' Hamden also reported that since the certification of MS ISO 37001:2016 Anti-Bribery Management System was awarded to the Sarawak Forest Department headquarters, the Kapit Regional Forest Office, the Industrial Forest Research Centre at Batu 6, and the R\&D Division at the Forest Research Centre in Kuching last year, a surveillance audit was carried out by SIRIM QAS auditors from June 17 to 20. 'The audit found three non-conformities (NCRs) and several opportunities for improvement (OFIs). We should not fear audit findings. Instead, we should embrace them as opportunities to strengthen our systems and workplace culture,' he added. A highlight of the event at Promenade Hotel Bintulu was the anti-corruption commitment signing ceremony by licensed timber operators, the second time such an initiative has been held in conjunction with Forest Integrity Day. 'As our strategic partners, licence holders are making a joint pledge to reject corruption and fully support compliance with laws and regulations. 'This is a form of shared responsibility where the private sector is also held accountable in strengthening governance, minimising abuse of power, and improving public perception of the forestry industry,' he added. In this regard, Hamden calls on all Sarawak Forest Department staff, regardless of rank or location, to uphold integrity in all daily responsibilities. 'We are not just managing forests in Sarawak; we are safeguarding a trust. Our integrity is the foundation of the public's trust in us,' he stressed.
