ICC AGM: Two-tier Test system, T20 WC expansion to be discussed

Mint2 days ago
Singapore, Jul 16 (PTI) The much-debated idea of a two-tier Test system, expansion of the T20 World Cup and ratification of new members are some of the topics that will be discussed in depth during the four-day AGM of the International Cricket Council (ICC), beginning here from Thursday.
With the new World Test Championship (WTC) cycle (2025-27) in progress, the discussion on the two-tier Test format is set to revolve around fund allocation and clauses surrounding promotion and relegation.
However, it has been generally accepted that the current WTC cycle will not be altered, and a possible implementation of the new system will be done after 2027.
But the upcoming AGM, which will be headed by ICC chairman Jay Shah and newly-appointed CEO Sanjog Gupta, will take a serious note of this method since Cricket Australia and the England and Wales Cricket Board are major advocates of it.
While there is no intention to add more teams to the 50-over World Cup, the ICC may mull adding more teams to the T20 version, potentially swelling it to 24 participants. However, any concrete decision is not expected before next year.
At present, 20 teams are competing in the showpiece after the addition of four more sides since the last year's World Cup and the model will be retained until at least the 2026 edition.
But cricket's return to the Olympics through the 2028 Los Angeles Games, and Italy's qualification for next year's T20 World Cup, to be jointly hosted by India and Sri Lanka, have given an impetus to the expansion thoughts.
"Italy's qualification for the World Cup is being viewed as a sign of cricket gaining some traction with new nations, and the governing body is keen to connect with a wider audience," a source privy to the development informed PTI.
Since his elevation to the ICC top position in December 2024, Shah has been holding a series of high-profile engagements such as the one with FIFA president Gianni Infantino during the 144th IOC Session at Costa Navarino in Greece in March and with former IOC head Thomas Bach in January.
Meanwhile, the ICC is likely to get a final update on the inquiry into the conduct of last year's T20 World Cup. There were charges of a cost blow-out during the tournament.
While it was not officially announced, it is believed that the mis-handling of funds during the marquee event held in the USA and the West Indies had a role in the resignation of former CEO Geoff Allardice in late January.
Meanwhile, Zambia is set to return to the ICC fold as an Associate member after its suspension in 2019 and East Timor is also likely to become a first-time member.
Zambia was suspended due to "continued non-compliance" to amend multiple breaches of the ICC's Membership Criteria, relating to general competence and an acceptable detailed governance system.

Ishan Kishan Turns 27: How His Record-Breaking Knocks Changed Indian Cricket

Last Updated: Happy Birthday Ishan Kishan: From IPL fireworks to a historic double ton, Ishan Kishan has delivered some jaw-dropping performances. Happy Birthday, Ishan Kishan: Friday, July 18, marks the birthday of one of India's bright young wicketkeeper-batters, Ishan Kishan, who was born in the city of Patna in Bihar in 1998. Kishan, a multifaceted cricketer, is known for his tremendous ball-striking when in full flow. He rose through the ranks with stellar performances for Jharkhand and India A before going on to represent India and becoming an integral part of former IPL champions Mumbai Indians. Kishan made his first-class debut for Jharkhand at the tender age of 16 in 2014 and immediately made his mark with a hundred and five fifties in his first ten first-class matches. Spotted early by India's junior selectors, he was named captain of India's U19 side ahead of the 2016 World Cup in Bangladesh, where his team finished runners-up to the West Indies. The attacking left-hander made an impressive return to the Ranji Trophy scene, amassing 799 runs from ten games at an average of over 57 in the 2016-17 season with an eye-catching best of 273 versus Delhi. Kishan, who had an initial two-year stint in the IPL with the now-defunct Gujarat Lions, made his Mumbai Indians debut in 2018 and went on to enjoy a magnificent stint where he featured in their 2019 and 2020 winning teams. Less than a year later, Kishan was awarded his maiden India cap in the T20 International series against England at home. Ishan Kishan's Career Stats Kishan made his T20I debut in March 2021 before going on to represent the country in ODIs the same year in July versus Sri Lanka. He also earned a surprise Test call-up for the 2023 tour of West Indies, making his debut in whites at Dominica. Kishan has played 2 Tests, 27 ODIs and 34 T20Is for India with close to 2,000 runs next to his name. He has scored 796 runs at a strike rate of 124.37 with six fifties in T20Is, while also smashing 933 runs in ODIs at an average of 42.40 and strike rate of 102.19 with one hundred and seven half-centuries. Kishan's solitary ton in One-Day Internationals became a historic one as he became one of only five Indians to record a double century in the 50-over format with a scintillating knock of 210 in December 2022 versus Bangladesh. A flexible cricketer, willing to play any role assigned to him, Kishan has also been a star in the IPL with 2,998 runs from 119 matches at a strike rate of 137.64. Kishan's best IPL season to date came with Mumbai Indians in 2020 when his massive 516 runs at 145.76 helped the Rohit Sharma-led side clinch their fifth IPL trophy. He has since moved on and played for Sunrisers Hyderabad in IPL 2025 after being released by MI. Ishan Kishan's Top 5 Knocks 210 vs Bangladesh, Chattogram ODI 2022 A tremendous knock saw Kishan etch himself in the record books as only the fifth Indian batter to get a double century in ODIs. His breathtaking assault featured 24 fours and 10 sixes as his 131-ball 210 helped India beat Bangladesh with ease. 93 vs South Africa, Ranchi ODI 2022 Apart from skill, Kishan displayed strong temperament when he hammered a strong South African attack for a knock of 93 off just 84 deliveries and helped ease a tricky run-chase to secure a series-levelling victory for India in Ranchi. 89 Vs Sri Lanka, Lucknow T20I 2022 Kishan's highest score for India in T20 Internationals came in Lucknow against Sri Lanka in early 2022 as he smashed the visitors for 89 off 56 deliveries, including 10 fours and 3 sixes. Kishan was awarded the Player of the Match in India's heavy win. 99 vs Royal Challengers Bengaluru, IPL 2020 Kishan's courageous knock nearly helped Mumbai Indians hunt down the target of 202 set by the Royal Challengers Bengaluru. The brave wicketkeeper-batter blasted 99 off 58 deliveries to almost take MI home before they finished with a tie and lost the Super Over in Dubai. 106* vs Rajasthan Royals, IPL 2025 Announcing his arrival for Sunrisers Hyderabad, Kishan smashed an unbeaten 106 off just 47 deliveries in his new team's opening game of the IPL 2025 versus former champions Rajasthan Royals. His blistering innings featured 11 fours and 6 sixes as Kishan helped SRH post a jaw-dropping 286/6 in their victory. Smriti Mandhana Birthday: Why Indian Women's Cricketer Wears Jersey No. 18

Mandhana followed her brother Shravan's footsteps and joined cricket. Shravan played district-level cricket for Sangli. Mandhana's family gave her all the encouragement and support she needed to take up the sport. A prodigy identified by Indian cricket coaches and selectors early, Mandhana made her senior team debut for Maharashtra as a 13-year-old before going on to captain the state aged 16 in 2013. The same year, Mandhana became one of the youngest to make her international debut for India as she turned up in a T20 International versus Bangladesh in Vadodara. In 2014, she made her Test debut against England and celebrated the occasion with a great century at Wormsley. Mandhana started India's astonishing run to the final of the 2017 World Cup in England by blasting a 90 in the tournament opener against the hosts. Because of her limited-overs exploits, Mandhana became a revolutionary figure for women's T20 cricket, becoming the first Indian player to be signed up for a franchise deal with Women's Big Bash League side Brisbane Heat in the 2016-17 season. In 2018, Mandhana was conferred with the prestigious Arjuna Award. Mandhana was the most sought-after figure when Indian women's cricket finally saw the launch of their own marquee domestic T20 league. As the BCCI introduced the Women's Premier League in early 2023, Mandhana became the league's costliest signing for Rs 3.4 crores by Royal Challengers Bengaluru. Mandhana was the first RCB captain to lift a trophy as she guided the popular franchise to their maiden crown in the final of the WPL 2024 in Delhi. Mandhana holds multiple prominent records in her international career, including the sixth fastest player to 3,000 T20I runs (122 innings), most fifties (32) and seventh-most matches (151) in the shortest format in women's cricket. In ODIs, her bag of special milestones includes the most runs in a single edition of the ICC Women's ODI Championship (1,358 runs in 2023-25 cycle) and most hundreds by a player in a calendar year in 2024 with four centuries.

Sports Minister Seeks 5-Year Plans From Federations; Performance-Based Funding, Gene Testing Among Proposals

Sports Minister Mansukh Mandaviya urged National Sports Federations to submit a five-year plan, including performance-linked funding and genetic testing for talent. Performance-linked funding models and genetic testing to identify the ideal sport for young athletes were among the key ideas floated during the inaugural Khelo Bharat Conclave, where Sports Minister Mansukh Mandaviya called on all National Sports Federations (NSFs) to submit a five-year strategic plan by the end of August. Held over six hours, the one-day summit brought together leading voices from across Indian sports to shape a roadmap toward an ambitious goal: making India a top 10 sporting nation by the 2036 Olympics—which the country aspires to host—and ultimately breaking into the global top five by 2047. 'To begin with, I urge the NSFs to provide me a five-year policy by August, and then we can develop a 10-year plan," said Mandaviya during the packed session at a leading hotel. With the 2026 Asian Games approaching, the Minister emphasized a holistic approach to sports development. 'We not only want to win medals at the Olympics but also make sports a commercial property—inviting the world to play in India and boosting sports tourism in Ladakh and Jammu & Kashmir," he added. Mandaviya also stressed the importance of internal conflict resolution within NSFs, urging them not to escalate disputes to global bodies. Notably, no federation representatives opposed the statement during the event. Among the prominent suggestions was a performance-linked funding model, proposed by Indian Olympic Association (IOA) vice president Gagan Narang, an Olympic bronze medallist in shooting. 'He felt there should be metrics to quantify where an NSF stands in terms of performance," a ministry source told PTI. 'According to him, any financial incentive should be linked to that performance assessment." Genetic Testing for Talent Identification Controversial but attention-grabbing was the suggestion from All India Football Federation (AIFF) chief Kalyan Chaubey, who proposed the use of genetic testing to help identify the most suitable sport for aspiring athletes. 'Mr Chaubey felt that we should have this mechanism to understand what sport would work best for an aspiring athlete for optimum performance. It was an interesting suggestion," the source said. Genetic testing involves analyzing an athlete's DNA for markers linked to muscle development, endurance, cardiovascular capacity, and oxygen intake—data that can help match athletes to sports aligned with their physical capabilities. Push for Greater International Representation Former IOA Secretary General Rajeev Mehta called for increased Indian presence in international sports governance, including the Olympic Council of Asia (OCA) and the International Olympic Committee (IOC). While India currently holds two major roles—Randhir Singh heads the OCA, and Nita Ambani serves on the IOC—Mehta urged the government to secure more such positions to enhance India's global influence in sport. Mandaviya also appealed to corporate stakeholders, especially Public Sector Units (PSUs), to increase their Corporate Social Responsibility (CSR) funding toward sports from 1% to 5%. However, corporations raised concerns over a lack of branding opportunities and complicated tax structures. 'Unlike cricket, they don't gain much visibility from their Olympic sport investments," said the source. 'They want greater ease of doing business, including tax relief." Three-Tier Talent Pipeline in Focus Officials also discussed a three-tier talent development structure, beginning with residential sports schools and culminating at Olympic Training Centres. The government's new five-year plan (2026-27 to 2030-31) envisions: Tier 1: Over 16,500 school athletes in residential sports schools. Tier 2: Around 6,500 athletes reaching the intermediate level. Tier 3: An elite group of over 1,300 athletes groomed as potential international medal-winners. WFI Expresses Concern Over Corporate Interference Not all feedback was positive. The Wrestling Federation of India (WFI) expressed dissatisfaction with corporate involvement in their sport. top videos View all 'They're unhappy with corporates 'luring away' talent groomed by the federation," the source revealed. 'According to WFI, these organizations do not follow their structured plans and interfere with athlete development."
