Govt denies responsibility in paying Sangli contractor found dead as opposition questions pending payments

Time of India6 days ago
Kolhapur: Even as the opposition targeted state govt over the death of a 35-year-old contractor from Sangli, deputy chief minister Ajit Pawar and minister for rural water supply Gulabrao Patil on Thursday said govt did not give any contract to him and, thus, was not entitled to pay him.
Harshal Patil was found dead hanging from a tree on his farm in Sangli on Wednesday, prompting his family to allege that he was under stress as the payment for work done under the govt's Jal Jeevan Mission was pending. The family claimed a payment of Rs 1.4 crore was due and Harshal also had a loan of Rs 65 lakh.
When asked about Harshal's death, Ajit Pawar said in Mumbai, "Govt did not award a contract to Harshal Patil. Govt awarded the work to a contractor, who had a subcontract with Harshal.
So, we do not have a direct connection with this. Govt makes payments after the main contractor sends his bills. We do not pay the subcontractor. We are not aware of what happened between the main contractor and the subcontractor."
Pawar also said the Jal Jeevan Mission is a central scheme with a 50-50 share of the Union and state govts. It involves laying pipelines and building tanks to ensure every household gets a piped water supply.

Pawar said bills are paid as per the rules after checking the quality of work done. "It is unfortunate that a person ended his life. Police are investigating the reason for his death. His (Harshal) phone is being checked to see whom he spoke with before his death.
Police are also checking if he left behind a note," the deputy CM added.
Minister Gulabrao Patil also said he was told by the Sangli ZP that Harshal was not "associated with any work and, therefore, has no dues with the department."
Harshal's relatives and neighbours from Tandulwadi village in Sangli said the minister's statements were like rubbing salt on their wounds. "Two years ago, we did not have water in our taps. Even the children in our village know who did the water supply work. It is because of Harshal that we have water in our taps. The statement by minister Gulabrao Patil that 'Harshal Patil was not a contractor and govt does not have dues' has hurt us," said a neighbour from Tandulwadi.
The opposition parties are, however, questioning govt over payments to contractors. Shiv Sena (UBT) MP Sanjay Raut, in a post on X, said, "Many Harshal Patils are dying by suicide daily in Maharashtra. The govt is committing these murders."
Speaking to reporters in Pune, NCP (SP) MLA Rohit Pawar claimed contractors have not received payment for the work done with the help of subcontractors for the past year. "Govt kept bills pending. How can one expect the subcontractors to be paid? We want justice for Harshal Patil. It is not a case of suicide but murder by the corrupt system," Rohit Pawar said, adding govt should share details of payments made to contractors till now and the dues.

Andhra liquor ‘scam': SIT finds Rs 11 crore cash at farmhouse near Hyderabad

A Special Investigation Team probing the alleged liquor scam in Andhra Pradesh claims to have seized Rs 11 crore in cash and boxes of alcohol bottles from a farmhouse in Shamshabad on the outskirts of Hyderabad. According to sources, the seizure was made during searches conducted following information from Varun Purshottam, a suspect in the case and a close aide of the prime accused, Kesireddy Rajashekar Reddy. The cash was allegedly stashed in 12 boxes of alcohol bottles. K Rajashekar Reddy is a former IT advisor to then chief minister Y S Jagan Mohan Reddy. The seizures are connected to the alleged Rs 3,500 crore liquor scam under the former chief minister's government. Investigators claim that Andhra Pradesh's liquor policy was skewed in favour of a select group of companies in return for kickbacks. The CID filed a chargesheet in the case on July 20 after the arrest of three-time party MP P V Midhun Reddy. According to sources, the chargesheet mentions that the former chief minister had received kickbacks, although it does not name him as an accused. Sources claim that the new liquor policy was introduced to take absolute control of the supply and sale of liquor and that Rs 50-60 crore was generated in bribes every month between June 2019 and May 2024. Sources also allege that a major portion of the kickbacks were received in cash, gold bullion etc. On its part, the YSRCP has denied the allegations, calling it a 'political conspiracy designed to silence those who stand with the people'.

Eviction drive under way for second day in Assam to clear encroachment on 1,500 hectares of forest land

'A massive eviction drive to clear alleged encroachment on nearly 1,500 hectares of forest land in Assam's Golaghat district continued for the second day on Wednesday (July 30, 2025),' officials said. 'The exercise, once completed, will displace around 1,500 families, mostly from the Muslim community,' they added. The eviction drive started on Tuesday (July 29, 2025) to uproot illegal settlements on almost 11,000 bighas (nearly 1,500 hectares) of land in the Rengma Reserve Forest in Uriamghat along the Assam-Nagaland border in Sarupathar sub-division. Assam begins eviction drive to clear encroached forest land on Nagaland boundary "Today, the eviction drive started at Sonari Beel and Pithaghat area from around 9 a.m. So far, everything is progressing as per plans and peacefully," a district administration official told PTI. Although the government has claimed that the area was encroached, senior officials acknowledged that there were houses under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) and water connection under Jal Jeevan Mission (JJM). They also admitted that there were government schools under Sarba Siksha Abhiyan (SSA), sub-health centre under National Health Mission (NHM) and electricity connections to almost every household, besides markets, mosques, madrassas and churches. Assam, Mizoram draft rules to curb illegal immigration On Tuesday (July 29, 2025), the major eviction drive started from the main market area in the Bidyapur area, followed by residential locations. 'During the drive, around 120 'illegal' commercial structures spread over approximately 4.2 hectares of forest land were demolished,' the official said. The operation was led by the Forest Department with active support from the Golaghat district administration and the Assam Police in close coordination with the Government of Nagaland and the Nagaland Police. To ensure smooth and peaceful execution of the operation, an extensive security arrangement, including the deployment of CRPF personnel, was put in place. The district official claimed that around 10,500 bighas to 11,000 bighas of land were encroached upon by the people. Assam govt prepares for mega eviction drive in Golaghat, to affect 2,000 families "Around 2,000 families are living in those areas. Out of them, notices were served to about 1,500 families, who illegally settled here. The remaining families are forest dwellers and have certificates from the Forest Rights Committee (FRC)," he added. 'The families whose houses are being demolished belong to the Muslim community, while those having FRC certificates are from Bodo, Nepali, Manipuri and other communities,' the official said. "Around 80% of the families who had received notices have already vacated their illegal settlements in the last few days. We are only demolishing their homes," he added. While speaking to PTI, the affected families, however, questioned the rationale of the eviction drive and claimed that they were brought to this location by the earlier governments to protect the area from the alleged invasion of Nagaland. Notably, the Assembly was informed in March that almost 83,000 hectares of land belonging to Assam were being occupied by four neighbouring states, and Nagaland captured the highest amount of land in Assam — 59,490.21 hectares. They claimed that most of the alleged encroachers' previous generation was settled in the forest by the Janata Party government, headed by ex-CM Golap Borbora, in 1978-79 and the first Asom Gana Parishad (AGP) government, which came to power in 1985. The government-run Bidyapur Lower Primary School was established in 1978, according to the sign board on the school building. This supports the public claim that many people were living in the area from around 1975. All the government schools in the alleged encroached area have been converted into forest camps before the start of the eviction drive. Ali Kazi, an evicted person, told PTI that they have been cooperating with the authorities in this drive. "We only requested the government to settle us somewhere else, but they refused. We now have no option but to stay under tents. We are not even given drinking water; forget about any food. It's very inhuman," he added. The encroached area, as claimed by the government, was provided with electricity, schools, JJM water connections, health centres and houses under PM Awas Yojana, among other benefits from the State. When asked about these government infrastructure, a senior official of the Forest Department accepted that such facilities were provided by the authorities and some of the installations were made even after 2016 when the BJP came to power for the first time in Assam. 'I do not know why these were sanctioned and established in this area. These were set up before I came here. There were also mosques and madrassas among the Muslim community, while churches were set up by the Bodo people,' the official said. 'For carrying out the eviction drive across 12 villages, the authorities have divided the entire area into nine zones and are doing the survey accordingly,' he added. A district administration official said that proper notices were served by the Forest Department to the alleged encroachers, giving them seven days to vacate the place. The Assam Police stationed a senior official from its headquarters in Golaghat to oversee the law and order situation in the course of the eviction drive. Nagaland also issued an advisory to the bordering districts to keep a strict vigil so that displaced people cannot cross into the State in the event of the proposed eviction drive.

'India-US ties go beyond trade deal or ceasefire claims': Govt sources on why India didn't call Trump 'a liar'

Regarding Congress leader Rahul Gandhi's call for Prime Minister Narendra Modi to declare US President Donald Trump a 'liar', sources in the government have said that the India-US relationship goes beyond the disagreement over the ceasefire and trade talks and should not be compromised on these issues. read more Sources in the Union government have stressed that the India-US relationship goes beyond the disagreement over the ceasefire in the India-Pakistan conflict earlier this year and cannot be compromised over the issue. Since May when India and Pakistan clashed for four days before reaching a ceasefire on May 10, US President Donald Trump has claimed that he brokered the ceasefire between the two countries. India, on the other hand, has maintained that Pakistan made a request after four days of battering that India granted. STORY CONTINUES BELOW THIS AD Speaking in the Lok Sabha on Tuesday, Leader of the Opposition Rahul Gandhi of the Congress party said that Prime Minister Narendra Modi should publicly declare Trump a 'liar' over his false claims. Notably, while the government has not used the word 'liar', it has repeated multiple times that the ceasefire was a result of India accepting Pakistan's request and no third-party intervention was at play there. 'If Narendra Modi has even 50 per cent of the courage of Indira Gandhi, he should declare in the House that Trump is lying about the ceasefire,' said Rahul. On the intervening night of May 6-7, India launched Operation Sindoor and struck terrorist sites in Pakistan and Pakistan Occupied Jammu and Kashmir (POJK). It was launched in response to the attack in Jammu and Kashmir's Pahalgam in which terrorists killed 26 people on April 22. After Pakistan responded to Indian strikes with attacks on Indian civilian and military sites, India struck Pakistani military sites, including airbases and air defence units and, after four days of battering, Pakistan reached out to India with a request for a ceasefire on May 10. India granted Pakistan the request. India-US ties go beyond disagreements, say sources Sources in the Union government have said that the India-US relationship goes beyond ongoing differences, such as differences over the ceasefire in the India-Pakistan conflict and ongoing trade talks. Even as the August 1 deadline for a trade deal is just around the corner, India and the United States have not been able to reach any deal. It is believed that the Trump administration's refusal to respect Indian red lines about sensitive sectors of dairy and agriculture and genetically modified (GM) crops is the main barrier in the two sides reaching a deal. STORY CONTINUES BELOW THIS AD Trump on Tuesday said that India will likely face 20-25 per cent tariff starting August 1, which will be much higher than the 15 per cent tariff that he has imposed on the European Union (EU) and Japan that he has struck deals with. Sources said that the United States has so far stood with India in disputes with China, such as during the Doklam standoff of 2017, and such an important relationship cannot be compromised on one or two differences. Moreover, sources stressed that the prime minister has publicly declared that no leader asked India to stop the war. Similarly, External Affairs Minister S Jaishankar has said that Modi and Trump never had the discussion about stopping the war. Sources further said that the Congress party has been in power before and it should know how governments function, suggesting that the party should realise the kind of words that the government would use to assert disagreement with the United States.
