
Himachal Pradesh Government to spend Rs 207.50 crore to strengthen diagnostic facilities
As part of this initiative, the government has proposed a comprehensive investment of Rs. 606.70 crore, with over one-third of the amount, Rs 207.50 crore, earmarked specifically for strengthening diagnostic services across the State, according to a release.
A government spokesperson stated that, following the directions of Chief Minister Sukhvinder Singh Sukhu, the health department has prepared a detailed blueprint for the proposal. This move stems from the fact that patients in government hospitals often face the greatest difficulties in getting accurate diagnoses.
"Most Medical Colleges, as well as other hospitals in the State, are ill-equipped, as diagnostic machines are 15 to 20 years old. These outdated machines make it difficult for doctors to accurately detect patients' ailments.
Moreover, with advancements in medical technology, more efficient machines are now available, which can lead to faster and more accurate treatments of the patients. In response to these challenges, the Chief Minister has directed the replacement of old machines with new and technologically advanced equipment in hospitals," he added.
As per the proposal, high-resolution 1.5 Tesla and 3 Tesla MRI machines will be installed at four major medical colleges like IGMC Shimla, SLBSGMC Mandi, Dr. YSPGMC Nahan, GMC Chamba, as well as at the Atal Institute of Medical Super Speciality Chamiyana.
In addition, each of the seven medical colleges in the State will be provided with two advanced CT imaging machines, five mobile digital radiography (DR) units, two ceiling-suspended DR X-ray machines, two high-end ultrasound machines with colour Doppler, one mammography unit, and one Picture Archiving and Communication System (PACS).
A PACS unit will also be installed at Kamla Nehru Hospital in Shimla to facilitate the patients. Furthermore, each medical college will receive four portable ultrasound machines and one radiology workstation equipped with 3D software.
The installation of this cutting-edge equipment is expected to significantly upgrade diagnostic capabilities and ensure that patients in government healthcare institutions have access to faster, more accurate, and more reliable health care services in the State, the release stated.
The spokesperson further noted that most healthcare institutions across the State are currently constrained by limitations in both diagnostic and surgical capabilities.
These limitations stem not only from a lack of modern equipment but also from insufficient training of the staff. To address this, Chief Minister Thakur Sukhvinder Singh Sukhu has emphasized 14 key focus areas in the proposal, including simulation-based training, cancer care, digital health, critical care etc.
He said, "The aim of this modernization effort is to provide better care to patients within the State, so they no longer have to seek specialized treatment outside the State.
Additionally, this initiative is expected to strengthen medical education, leading to significant improvements in the quality of healthcare services in the State."

"Can't Ignore": Karti Chidambaram As Over 3 Lakh Dog Bites Reported In 2024
Congress MP Karti Chidambaram on Tuesday expressed concerns over the growing health and safety concerns posed by stray dogs in the country as the Centre informed Parliament that over 37 lakh cases of dog bites were reported last year. "We can't ignore this any more! #Streetdogs," the Lok Sabha MP from Tamil Nadu's Sivaganga constituency said in a post on X. In a written reply in the Lower House, Minister of State for Fisheries, Animal Husbandry and Dairying S P Singh Baghel said the total dog bite cases in 2024 stood at 37,17,336 while the total 'suspected human rabies deaths' were 54. The minister said the data is collected from states/Union Territories under the National Rabies Control Program by the National Centre for Disease Control (NCDC). Rabies remains a significant public health challenge in India, accounting for 36% of global rabies deaths and causing an estimated 18,000 to 20,000 fatalities annually, with a disproportionate impact on children under 15. Despite these alarming statistics, rabies deaths are entirely preventable with prompt and complete post-exposure prophylaxis. The Centre is aiming to eliminate rabies by 2030. In the past six months, Karnataka has recorded more than 2.3 lakh dog bite cases and 19 rabies deaths, indicating a sharp increase compared to the corresponding period last year, according to official data released on Sunday. In all of 2024, the state reported 3.6 lakh dog bite cases and 42 rabies deaths. The Bruhat Bengaluru Mahanagara Palike (BBMP) - Bengaluru's civic body - shared details of its Rs 2.88 crore plan to feed about 4,000 street dogs in the city and said it has invited a tender in this regard after reviewing the pros and cons of the initiative. Feeding makes it easier to catch the dogs for sterilisation and vaccination. This, in turn, boosts the effectiveness of animal birth control and anti-rabies vaccination campaigns, the civic body said. Kerala is planning to launch a crackdown on stray dogs by rolling out mobile sterilisation units in 152 blocks and permitting the euthanasia of seriously ill animals, Local Self-Government Minister M B Rajesh said last week. Since April this year, four children from various parts of the state have died after being bitten by stray dogs, despite receiving the anti-rabies vaccine. According to Mr Rajesh, 158 trained personnel from the Animal Husbandry Department are currently available for catching stray dogs. The Kerala Health and Education departments are together planning to organise an awareness programme against rabies in government and aided schools in the state from June 30.

Midwife training in 86 hospitals to curb C-section deliveries
Currently, 56.12% of all deliveries in the State are conducted via C-section, with government hospitals reporting 41.40% and private hospitals a staggering 67.71%. Health officials attribute this trend to a lack of training and manpower, as staff nurses often manage labour rooms without additional support. 'Caesarean deliveries are increasing at an alarming rate, largely due to insufficient training among staff,' the minister said, adding, 'We aim to change this by equipping maternity assistants with the knowledge and skills to support safe, natural childbirth. Our goal is to ensure that every major maternity facility, especially in rural and tribal areas, has at least one well-trained midwife.' Each selected nurse will undergo 18 months of specialised training at a cost of Rs 2.5 lakh, which includes a stipend. The funding will be allocated from the 2024–25 fiscal budget. These midwives will monitor the health of pregnant women during outpatient visits, provide guidance on nutrition, exercise and mental preparedness, assist in labour rooms, help manage pain, and identify complications. They will also support postpartum care and help strengthen the mother-child bond. The government hopes the initiative will enhance the quality of maternity care across the State and gradually bring down the C-section rate, ensuring safer births and healthier mothers.
