Guv clears 3 bills passed by Bengal assembly in 2022-23

Kolkata: The Raj Bhavan on Tuesday announced that it had cleared three bills passed by the
Bengal assembly
in 2022 and 2023. In a statement, the Raj Bhavan said the governor "has accorded assent" to the West Bengal Town and Country (Planning and Development) (Amendment) Bill, 2023, the West Bengal Land Reforms and Tenancy Tribunal (Amendment) Bill, 2022, and the West Bengal Taxation Tribunal (Amendment) Bill, 2022.

The West Bengal Town and Country (Planning and Development) (Amendment) Bill, 2023, which had been pending for 18 months, was among those mentioned by the state govt in its plea before the
in July 2024. The govt had approached the apex court against governor CV Ananda Bose and his predecessor Jagdeep Dhankhar for allegedly stalling eight bills passed by the assembly. The state argued that the governor "must not be allowed to use a pocket veto through the back door" when the Constitution does not confer such discretionary powers.
The Raj Bhavan further stated on Tuesday that the governor had recommended the introduction of the West Bengal Minorities' Commission (Amendment) Bill, 2025 in the assembly. This development follows the SC's landmark judgement in the Kerala case, which set timeframes for governors to either assent to or return bills.
Assembly speaker Biman Banerjee said, "The three bills that have received assent date back to 2022 and 2023.
We would have been more satisfied if other bills from that period had also been cleared. Important legislation such as the Aparajita Bill and the Anti-Mob-Lynching Bill remain pending. I will be able to comment further once I have reviewed the communication from Raj Bhavan."
Among the eight 2022 bills cited in the 124-page Special Leave Petition (SLP) currently pending before the SC, seven pertain to the appointment of vice-chancellors in state-aided and private universities in Bengal.

These include bills that propose replacing the Governor with CM Mamata Banerjee as chancellor of state universities and appointing education minister Bratya Basu as "visitor" to private universities. These bills were passed in June 2022, during the tenure of then-governor and current vice-president Jagdeep Dhankhar.

US President Donald Trump has yet suggested deporting individuals born in the United States who commit crimes, describing it as 'the next job' for his administration. Speaking at a migrant detention facility in the Florida Everglades on Tuesday (July 1), Trump said, 'Many of them were born in our country.' 'I think we ought to get them the hell out of here too, you want to know the truth, so maybe that'll be the next job that we'll work on together.' Trump has repeatedly raised the idea of revoking birthright citizenship, a principle enshrined in the 14th Amendment of the US Constitution, which grants citizenship to anyone born on American soil. His comments are likely to inflame legal debates over constitutional protections and due process, as well as intensify scrutiny of the administration's hardline immigration policies. Separately, the Justice Department issued a sweeping directive to US attorneys to prioritise denaturalisation proceedings against naturalised citizens accused of crimes or national security threats. 'The Department of Justice may institute civil proceedings to revoke a person's United States citizenship if an individual either 'illegally procured' naturalization or procured naturalization by 'concealment of a material fact or by willful misrepresentation,'' wrote Assistant Attorney General Brett Shumate in a June 11 memo. Shumate instructed prosecutors to focus on individuals linked to terrorism, espionage, and serious human rights abuses: 'The benefits of civil denaturalization include the government's ability to revoke the citizenship of individuals who engaged in the commission of war crimes, extrajudicial killings, or other serious human rights abuses,' he stated. He added that such cases would also 'prevent convicted terrorists from returning to U.S. soil or traveling internationally on a U.S. passport.' The memo detailed several priority categories for civil denaturalization, including: Individuals convicted of human trafficking, sex offenses, or violent crimes. Those who committed financial fraud against the government, such as PPP loan fraud and Medicare scams. Members or associates of gangs, drug cartels, or transnational criminal organizations. Individuals engaged in fraud against private individuals or corporations. Shumate emphasised that attorneys should take an aggressive approach: 'The Civil Division should prioritise and maximally pursue denaturalisation proceedings in all cases permitted by law and supported by the evidence,' he wrote.

On the controversy over the three-language policy, he said, 'We are not one to work under anybody' pressure. We have constituted a committee that will take an appropriate decision. Whereas, after the BJP-led government came to power, we provided them homes within Mumbai. We have undertaken projects to transform the face of Mumbai and provide much needed relief to Mumbaikars.' Addressing the gathering, Rijiju said, 'In the 2024 Lok Sabha polls, the opposition misled people on the threat to the Constitution. But in the Assembly polls, the Maharashtra BJP came back with absolute mandate. The Congress, which talks of the Constitution, is the one which ensured Dr B R Ambedkar defeat in the Lok Sabha polls from Maharashtra.' Chavan expressed his gratitude to the party for the responsibility bestowed on him. 'We will devote our entire energy for organisational expansion keeping the 2029 Assembly polls in sight. Union Minister of Road Transport and Highways Nitin Gadkari said, 'Fadnavis and Chavan should work together to make Maharashtra leader in every sector.'
