GST notice: State and Centre have to agree on reprieve for small traders
While the department is learnt to have issued notices to over 10,000 businesses based on the UPI transactions, it is difficult for the government to waive the penalty/interest or the tax burden, department officials say.
Deputy Chief Minister D.K. Shivakumar claimed that the number of notices could be about 14,000, and said that the State would write to the Centre to withdraw notices, and blamed the BJP for the current problem.
'Both governments have to decide in the GST Council on the future course of action since both the State and the Central GST are involved,' an official said, adding that trade bodies and associations could petition the government over the inability of traders to pay tax retrospectively.
Based on information from PhonePe and Paytm, traders offering goods and who have exceeded ₹40 lakh in UPI transactions per annum and those offering services and who have exceeded ₹20 lakhs in transactions per annum have been issued the notices. Sources said that Google Pay transactions are yet to be assessed.
'Because the tax liability can be flagged for the previous four years, the notices have been issued from 2021-2022 and till January 2025 when the department received data,' a senior Commercial Tax official explained.
On Monday, officials also interacted with anxious small traders, who came to clarify their doubts, and explained the reason behind issuing the notices.
'Notice is a mode of communication or an intimation. Traders need not be worried. If exempted goods were handled, the notices will be withdrawn. The department will hear from traders and businesses will be assessed before the tax demand is issued,' Joint Commissioner of Commercial Tax Meera S. Pandit told the audience.
The exempted goods include vegetables, fruits, flowers, milk, unbranded or unpacked foodgrains, handicrafts, petrol, diesel, and liquor. If the trader is selling other than exempted goods in his shop, the GST will apply to those goods only, the department has clarified.
On the 18% GST demand raised in the notices, the official clarified: 'Based on the documents provided on the transactions and other information, the final tax demand could come down. The demand can only be lowered but not increased when the demand order is issued'.
She pointed to similar exercises being carried out in Gujarat, Tamil Nadu, and Andhra Pradesh. 'Though the notices have asked the traders to respond within seven or 10 days, sufficient time would be provided. Three reminders will be sent and officials will also call the trader on phone. The assessment will be based on the best judgment and closer to reality if documents cannot be provided. The tax demand is not to trouble anyone or dip into profits,' Ms. Pandit said.
Meanwhile, after the outcry by traders, the department has changed the format for issuing notices. While initial notices provided details of transactions, possible tax liabilities at the rate of 18% GST, interest and penalty, currently notices are being issued to traders, intimating them of transaction of over ₹40 lakh, which requires registration under the GST regime.

What can we expect? India is reportedly set to launch its UPI services in Maldives. The two countries are also slated to begin discussions on a free trade agreement (FTA) 2025. The two countries previously signed a trade agreement in 1981. Bilateral trade between the two countries was valued at around $548 million as of 2023. It has more than doubled since 2020 when bilateral trade was valued at around $245 million. STORY CONTINUES BELOW THIS AD India mainly imports scrap metals from the Maldives. It exports engineering and industrial products such as drugs and pharmaceuticals, radars, cement, agricultural produce such as rice, spices, fruits, vegetables and poultry produce. This gains significance in light of the fact that Male earlier signed an FTA with China – which came into effect on January 1. A possible announcement regarding Maldives National Defence Force (MNDF) building is also in the offing. Modi and Muizzu will also review the 'Comprehensive Economic and Maritime Security Partnership' the two countries agreed to in October 2024. India is reportedly set to launch its UPI services in Maldives. 'The two leaders will also take stock of the progress in the implementation of the India-Maldives Joint Vision for a 'Comprehensive Economic and Maritime Security Partnership', adopted during the State Visit of the President of Maldives to India in October 2024,' said MEA. According to officials, this partnership has become the 'guiding framework' for the relationship. The two countries are likely to announce steps to combat drug trafficking in the Indian Ocean and Arabian Sea. Muizzu has described drugs as a national scourge and vowed to make rooting it out a priority in his administration. A number of MoUs on infrastructure and capacity building that will deepen cooperation and economic ties are also likely to be signed. Step to mend relations Modi's visit is yet another step towards resetting relations between the two countries. Muizzu, who is known to be pro-China, came to power on an 'India Out' campaign. Muizzu, remember, had demanded that Indian military personnel in the Maldives leave the island. Modi, regardless, was the first world leader to congratulate Muizzu on his victory. India and Maldives' ties nosedived further in January 2024 after three deputy ministers in the then cabinet made derogatory remarks about Modi. This nadir resulted in many in India carrying out a boycott campaign that badly hit Madives' tourism. The island nation is hugely dependent on tourism to fill its coffers. However, ties between the two countries slowly began to mend. Muizzu late last year arrived in India for a state visit. 'Patience has its benefits; it helps if you don't give in to the compulsion and expectation to retaliate against each provocation,' a senior government source told The Times of India. India's outreach to Maldives Misri mentioned the help India had provided Maldives during tough times. 'Our recent assistance has improved the foreign exchange position of the Maldives, which has been cited by international financial organisations, including the IMF, as a positive factor that has helped the Maldives avoid difficult outcomes. My understanding is that the $400 million swap line has been almost completely utilised, and now the 30 billion rupee Indian swap line might also be drawn upon," Misri added. New Delhi is also financing several projects in Male via concessional credit and buyer's credit facilities. This includes the Greater Malé Connectivity Project, which will link four islands. India in May 2024 had announced that it would let a $50 million loan roll over. This came after US ratings agency Fitch downgraded Maldives' credit rating to 'junk' status. India over the years has provided the Maldives' with over a billion dollars in assistance. STORY CONTINUES BELOW THIS AD Muizzu himself acknowledged India's role during his visit last year. 'India is a key partner in the socio-economic and infrastructure development of the Maldives, and has stood by the Maldives during our times of need.' Former Maldives president Mohamed Nasheed said, 'Maldives is positioned across some of the most navigable waters of the region of the Indian Ocean. It stretches 1,000 kilometres from north to south and another 600 kilometres from east to west. Prime Minister Modi's visit to the Maldives reaffirms the strategic importance India places on its long-standing relationship with us'. The Federation of Indian Export Organisations (FIEO) said on Wednesday that Prime Minister Narendra Modi's visit to the United Kingdom and the Maldives will boost Indian exports and promote regional stability in the Indian Ocean region. FIEO president SC Ralhan said that this visit comes at a pivotal moment of Comprehensive Free Trade Agreement (FTA) negotiations reaching the final stages. Haryana dharamshalas offer free stay, meals for CET aspirants
In a unique initiative, dharamshalas belonging to various religious and caste-based communities across Haryana have come forward to provide free accommodation and meals to candidates and their parents arriving for the common eligibility test (CET) this weekend. Approximately 13.48 lakh candidates are expected to appear for recruitment to Group C and D posts. This exam is a key part of Haryana's recruitment process for Group C posts—including roles in the police, prisons, and home guards—excluding teaching positions, posts for ex-Agniveers, and Group D jobs that require less than a matriculation qualification. There is no restriction on the number of attempts a candidate can make. CET scores remain valid for three years from the date of result. If a candidate improves their score in another attempt, the validity will be reset from the date of the improved result. To support candidate mobility, the state transport department has deployed 9,200 roadways buses across Haryana. These buses will operate from 24 depots and 13 sub-depots to ensure safe and timely travel. Meanwhile, social and religious organisations are playing a key role in easing logistics for candidates from other districts. Several dharamshalas have offered their halls and rooms for free stay and food arrangements. In Karnal, which has 53 centres spread across 38 locations, BJP district president Praveen Lathar chaired a meeting on Wednesday with the presidents and representatives of 19 dharamshalas at the BJP office. Lathar said, 'To ensure that visiting candidates and their families do not face any inconvenience, presidents of dharamshalas representing various communities and other social organisations have volunteered to take responsibility for their stay and meals from July 25 to 27.' He added that while the administration is already arranging transport facilities for the exam, many organisations have stepped up to provide additional support. These dharamshalas will accommodate over 1,000 candidates, who can report directly to the dharamshala nearest to their exam centre. Officials in multiple districts said these initiatives were entirely voluntary and reflect the community's support during a major state-level event. Yamunanagar deputy commissioner Parth Gupta said six locations in the city have been identified for stay, including two exclusively for women, with a combined capacity to house 860 candidates. 'We will also operate pink shuttle buses for local travel between exam centres, bus stands and accommodation points,' he added. In Ambala, deputy commissioner Ajay Tomar stated that besides dharamshalas, rain baseras (temporary shelters) are also being readied to provide emergency lodging for candidates. Kurukshetra DC Neha said, 'Several social organisations have again come forward to provide dharamshala rooms and halls, similar to what we saw during the state-level Yoga Day. We are ensuring proper arrangements for food, water, toilets, and other essentials.' To maintain order on exam days, authorities will impose prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. These will be enforced within a 500-metre radius of all examination centres to prevent disturbances or crowding. According to Haryana Police, a large number of candidates are expected to arrive by bus or train the evening before the exam. They will then travel by auto-rickshaws and taxis to accommodations or centres nearby. To manage the expected rush and prevent congestion, additional traffic personnel will be deployed at key locations.
