
All eligible citizens will be included: CEC on voter list revision in Bihar
He also said the work for the Special Intensive Revision was going on with full transparency in Bihar. Replying to queries from reporters in Firozabad, where he came to attend a private event, Kumar said: 'As part of the law, before every election, the voter list needs to be updated. A detailed investigation of the voter list and all voter details was not conducted after January 1, 2003 although general revisions were undertaken. This is supposed to be a general practice.'
'Previously in 2002, the voter list had special intensive revision in Bihar for 31 days from July 15 to August 14 and this time, the process is on since June 24 and will end on July 25,' he added.
'After recently held elections, the Election Commission decided to coordinate with political parties and almost all political parties had outlined 'impurities' in the voter list and stressed the need to refine the voter list,' the CEC said. 'As such, this time in Bihar, within a month period of July and August, forms will be distributed and will also be taken back and work for this is on track,' he added.
'Nearly every political party complained about issues in the authenticity of the voter list, and demanded updates. More than 1 lakh booth-level officers are working on it with the support of all political parties. No ineligible person will be able to make it into this list,' the CEC told reporters.
'This time, we have informed about documents to be attached with the form and if they could not be submitted now, it could be done later as we have advanced technology these days,' Kumar said.
'If one talks about transparency and credibility of the Election Commission, we can assure that the voter list will be finalised with full transparency and all those entitled will be part of it and those undeserving will not find place therein,' he added.
'According to Article 326 of the Indian Constitution, there are eligibility criteria for being a voter which first requires that one should be a citizen of India and secondly he should not be less than 18 years of age. They can have their voter card made from the polling centre nearest to their place of residence they ordinarily reside,' the CEC said.
Replying to a question regarding the offensive being launched by opposition parties against the Election Commission, the CEC said that the poll panel was in constant communication with the political parties.
'For the last four months, the Election Commission has been organising all party meetings and so is done at district level. The state election commissioners are also meeting political parties. In all, around 5,000 such meetings have been held wherein 28,000 leaders of various parties have attended them,' Kumar added.
'We continue meeting political parties and by now we have met 4 national parties and more than 4 state level parties. We continue meeting all party delegations coming to us on certain issues' he said. 'For the Election Commission, the main stakeholder is voter and then most important is political parties. Before criticising the EC, people should keep reading orders issued from time to time by us' the CEC added.
'Those in voter list, which was last revised 22 years ago in Bihar, are to be considered eligible voters and do not need to provide documents nor their wards will be required to give documents of their parents when becoming voters,' Kumar said.

In a detailed press note, the ECI said that 'no changes have been made in the SIR instructions issued on June 24', debunking claims from various quarters that the process was being manipulated to favour the ruling dispensation ahead of the upcoming Bihar Assembly elections. So far, 1.69 crore Enumeration Forms, nearly 21.46 per cent of Bihar's 7.90 crore registered voters, have been collected, with over 65 lakh forms submitted in the past 24 hours alone. "It is reiterated that SIR is being conducted as per the SIR instructions dated July 24 2025, and there is no change in the instructions. As per instructions, draft electoral rolls that will be issued on August 1 2025, will contain the names of persons whose enumeration forms are received," the poll body said. "The electors can submit their documents any time before July 25, 2025. After publication of draft Electoral Rolls, if any document is deficient, EROs can obtain such documents from the electors whose name appears in the draft Electoral Rolls, during scrutiny in the Claims and Objection period", it added. In a robust rebuttal to opposition allegations of exclusion and procedural opacity, the ECI underscored the scale and transparency of the process. 77,895 Booth Level Officers (BLOs) are carrying out house-to-house visits, taking live photographs and assisting electors with form submissions. Additionally, over 20,000 BLOs have been newly deployed to ensure timely completion. Over 4 lakh volunteers, including government officials, NCC cadets, and NSS members, are working to assist elderly, differently-abled, and vulnerable voters. Also involved are 239 Electoral Registration Officers (EROs), 963 AEROs, and 38 District Election Officers (DEOs), with 1.5 lakh Booth Level Agents appointed by political parties aiding the drive. Chief Election Commissioner Gyanesh Kumar, addressing political concerns, stated, "During the past 4 months, all 4,123 EROs, all 775 DEOs and all 36 CEOs have held nearly 5,000 meetings with 28,000 political party representatives. ECI has also invited all Recognised political parties for interaction. No one was satisfied with the current status of electoral rolls for one reason or the other." This clarification comes as opposition parties in Bihar, including RJD, Congress and others, have accused the poll panel of attempting to manipulate the voter base through the SIR exercise.

'Important Information – SIR in Bihar is progressing as per ECI's order dated 24 June 2025. As per that order, the draft electoral rolls that will be issued on August 1, 2025 will contain the names of the existing electors whose enumeration forms are received,' the CEO said in a post on X and Facebook. 'All measures are being taken to facilitate the existing electors to complete the documentation. These existing voters will have time to submit the documents even after first submitting their enumeration forms. All activities are exactly as per ECI's order dated 24.06.2025', the CEO added. The clarification comes close on the heels of an ECI advertisement in newspapers which stated that those who did not have the requisite documents at hand could 'submit only their enumeration forms' to the officials concerned. This had led to a perception that the ECI had gone back on many of the contentious parts of the mammoth exercise which, according to parties in the opposition, had become a virtual test of citizenship. Netizens flooded the social media with posts about the perceived 'change', though the CEO made no mention of these in its statement. The Special Intensive Revision of electoral rolls, which is being carried out only in Bihar, where assembly polls are due in about a couple of months, has been opposed by the INDIA bloc. INDIA bloc parties have also decided to flag the issue in the state on July 9 as part of a nationwide strike called by Left-leaning trade unions.

PATNA: The Election Commission (EC) on Sunday claimed that the initial phase of Special Intensive Revision (SIR) of the electoral roll in election bound Bihar has been completed, with the forms having been made available to all the eligible electors. Further, the EC asserted that Special Intensive Revision (SIR) of electoral rolls in Bihar was "being implemented smoothly at the ground level" and "there is no change in instructions". The EC on June 24 issued instructions to carry out an SIR in Bihar, apparently to weed out ineligible names and ensure only eligible citizens are included in the electoral roll. In a statement here, the EC made it clear that while voters were required to "submit their documents anytime before July 25, 2025", those who failed to do so would get an opportunity "during the Claims & Objections period also". The EC also urged people to "beware of statements being made by a few persons, who without reading the SIR order dated 24 June 2025.... are attempting to confuse the public with their incorrect and misleading statements". According to the EC, the exercise was necessitated by rapid urbanisation, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths, and inclusion of the names of foreign illegal immigrants. The poll panel said that with the exercise, it wants to ensure the integrity and preparation of error-free electoral rolls.
