Centre to roll out special programme for remediation of 44% of legacy waste within a year
NEW DELHI: With less than a year remaining to meet its target of zero dumpsites, the Union govt will roll out a special programme on August 15 for the remediation of 44% of legacy waste in urban areas within a year.
The Centre will also provide incentive to states and cities to set up more solid waste treatment plants.
Speaking at an event on Swachh Survekshan, housing and urban affairs minister
Manohar Lal Khattar
said remediation of legacy waste in big cities is a huge challenge. 'We will roll out a special Accelerated Dumpsite Remediation Programme for one year starting Aug 15. The focus will be on reducing the legacy waste and increasing the waste processing capacity.
There will be incentive for setting up solid waste treatment plants under this programme,' he said.
Sources said the details of the scheme are being worked out, with the ministry receiving feedback from state urban development ministers on Thursday.
At the launch of
Swachh Bharat Mission 2.0
in 2021, the govt had set a target of making cities free of all legacy landfills by 2026. Around 50% of land under legacy dumpsites has been freed so far, Khattar said.

Nimisha Priya's execution: SC asks Centre to decide on granting travel permission to Yemen for negotiations
New Delhi: The Supreme Court on Friday asked the Centre to decide on a representation seeking permission to travel to Yemen for negotiations to stall the execution of Kerala nurse Nimisha Priya. A Bench of Justices Vikram Nath and Sandeep Mehta was hearing a plea filed by 'Save Nimisha Priya Action Council' seeking directions to the Union Ministry of External Affairs to use diplomatic channels to rescue the Indian national from the gallows. Senior advocate R. Basant, representing the petitioner organisation, submitted that though Nimisha Priya's execution, scheduled on July 16, has been temporarily halted, but they would require Centre's permission to travel to Yemen to secure a pardon for the Indian citizen from the family of the victim, Talal Abdo Mahdi, who was allegedly murdered by her in 2017. 'Yemen is a country where not just anybody can go. There is a travel ban unless the government relaxes it. Let 2-3 members of the petitioner organisation and a representative of Kerala Islamic cleric be permitted to go to Yemen,' submitted Basant. While declining to pass any judicial direction to the Centre, the Justice Nath-led Bench asked the petitioner to make a representation to the Union government seeking permission to travel to Yemen. The senior counsel further urged the Union government to include its representative for negotiations with the victim's family by payment of blood money (diya), which is traditionally demanded in the death penalty cases under Islamic law. However, Attorney General of India R. Venkataramani, the highest law officer of the Centre, expressed an inability to make any such commitment. 'We don't want something counter-productive happening. We want this woman to come out safely," the Attorney General said. The matter will be heard next on August 14. Meanwhile, Abdelfattah Mehdi, brother of the deceased, has asserted that there can be no pardon for the crime, reiterating that Nimisha Priya has to be executed. The Union Ministry of External Affairs (MEA) on Thursday said that India has been offering all possible assistance in the case and was in touch with some friendly governments to render all possible support. "This is a very sensitive matter, and the Government of India has been offering all possible assistance in the case. We have provided legal assistance and also appointed a lawyer to assist the family. We have also arranged regular consular visits for the family, and we are in touch with both local authorities and the family members to resolve this issue," said MEA spokesperson Randhir Jaiswal during a weekly media briefing in New Delhi. The mother of Nimisha Priya, Prema Kumari (57), has been tirelessly campaigning to secure a waiver of the death penalty. She has also travelled to Sanaa to negotiate the payment of blood money to the victim's family. Her efforts have been supported by the Save Nimisha Priya International Action Council, a group of NRI social workers based in Yemen.

Piyush Goyal exhorts nation's youth to be architects of Viksit Bharat
New Delhi: Union Minister of Commerce and Industry, Piyush Goyal, on Friday exhorted the country's youth to actively contribute to building a Viksit Bharat by 2047, as envisioned by Prime Minister Narendra Modi's 'Panch Pran' (five pledges) for 'Amrit Kaal'. Inaugurating India's International Movement to Unite Nations (IIMUN) Conference 2025 here, the minister called upon the youth to commit themselves to making India a developed country by 2047. Recalling the Prime Minister's address on August 15, 2022, he said the 25-year period of Amrit Kaal leading up to the centenary of India's independence in 2047 is a defining moment for the nation. He elaborated that the first of the five pledges is the resolve to make India a developed nation. Urging the youth to visualise themselves over the next few decades, he said they will be the primary drivers of this transformation. 'This commitment can only be realised if we also embrace the remaining four pledges with equal seriousness,' he told the gathering. The second pledge, Goyal noted, is to shed the colonial mindset. Referring to India's rich history as a global economic powerhouse, he said centuries of foreign subjugation had eroded confidence and imposed limitations. 'We must not be bound by the constraints of the past but instead aspire to meet global benchmarks and set ambitious goals,' he stated. The third pledge is about taking pride in India's heritage. Goyal said that India's history, culture, traditions and value systems hold deep significance as we move towards becoming a developed nation. 'Vikas bhi, virasat bhi – we must pursue development while preserving our heritage. Our diversity is our strength, and we must amalgamate our traditions into a collective journey towards progress,' he added. Speaking about the fourth pledge, the minister said that unity and integrity of the nation must be paramount. Commending IIMUN for its efforts to engage youth from across India and abroad, Goyal remarked that this unity is India's greatest strength and must be nurtured at every level. He underscored that this collective spirit is fundamental to the country's journey towards becoming a developed nation. The fifth pledge, he said, is the collective resolve of 1.4 billion Indians to contribute to nation-building. Goyal emphasised that a developed India can only emerge when all citizens work together like a family, with shared responsibility and compassion. 'We must be concerned for the marginalised, care for the underprivileged, and ensure that our progress is inclusive and sustainable,' he said. The minister encouraged the youth to accept nation-building as a duty and a privilege, and to perform every task with commitment and dedication. He urged them to inculcate care and concern for others and give their best to whatever job they undertake. Goyal also urged the youth to actively consider participating in public life. Recalling the Prime Minister's address on Independence Day 2024, he noted that the Prime Minister had called upon one lakh young men and women to enter politics and public service to become agents of change.
