ISIS Pune module: NIA arrests key conspirator from Lucknow; was on the run with Rs 3 lakh bounty

NEW DELHI: The National Investigation Agency (NIA) has arrested another key conspirator wanted in the ISIS Pune sleeper module case, from Lucknow.
Rizwan Ali @Abu Salma @ Mola, the 11th accused to be arrested in the case, was carrying a reward of Rs 3 lakh for information leading to his arrest. The NIA Special Court had issued a standing non-bailable warrant (NBW) against Rizwan, who was actively involved in promoting the terror activities of the designated foreign terror outfit, the
Islamic State
of Iraq and Syria (ISIS).
As part of the anti-India conspiracy of the ISIS, Rizwan had allegedly played an active role in the reconnaissance and recce of various locations for use as terrorist hideouts. He was also involved in conducting classes/training on firing of arms and fabrication of improvised explosive devices (IED), as per NIA investigations in the case.
Rizwan, along with the 10 other accused already arrested and currently in judicial custody, had conspired to commit a series of terror acts to destabilise the country and spread communal disharmony.
Besides Rizwan Ali, the other arrested sleeper cell members are identified as Mohammed Imran Khan, Mohammed Yunus Saki, Abdul Kadir Pathan, Simab Nasiruddin Kazi, Zulfikar Ali Barodawala, Shamil Nachan, Akif Nachan, Shahnawaz Alam, Abdullah Faiyaz Shaikh and Talha Khan. All the accused have been chargesheeted by NIA under various sections of UA (P) Act, Explosive Substances Act, Arms Act and IPC.
NIA on Friday said it is continuing with its investigation in the case as part of its efforts to scuttle the ISIS/IS conspiracy to establish Islamic rule in the country through violence and terror, by waging a war against the Government of India.

After a nudge from Congress leader Rahul Gandhi, a Bill named after Rohith Vemula, the Dalit PhD scholar who died by suicide in 2016, is on the anvil in Karnataka to prevent discrimination against students in institutes of higher education in the state. The Karnataka Rohith Vemula (Prevention of Exclusion or Injustice)(Right to Education and Dignity) Bill, 2025, is expected to be tabled in the upcoming Monsoon Session of the legislature. The Bill aims to 'prevent exclusion or injustice and to safeguard the right to education and dignity for the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and minorities and to provide equal access and right to education in all public or Private or Deemed Universities established in the State of Karnataka'. Offence under the legislation, as per the draft accessed by The Indian Express, will be non-bailable and cognisable. Every person who discriminates and every person who aids or abets in the episode are liable for punishment. The first offence under its provisions will attract a punishment of one year imprisonment and a fine of Rs 10,000, and empower the courts to grant compensation payable by the accused to the victim, which may extend to Rs 1 lakh. Repeat offence under the Act will be penalised with a three-year jail term apart from a Rs 1 lakh fine. If an institution violates the provision of being 'open to all classes, castes, creed, gender or nation', then it will attract a similar penalty. Moreover, the state government 'shall not provide any financial aid or grant to such institution' violating the provisions of the Bill. In April this year, Gandhi wrote to Chief Minister Siddaramaiah to bring a legislation named after Vemula to prevent caste-based prejudice in higher educational institutions. Following this, Siddaramaiah said the Karnataka Congress government was committed to ensuring that the oppressed classes did not face any discrimination in the educational system. The proposed legislation was also part of the Congress manifesto for the Karnataka Assembly elections. Vemula ended his life at the University of Hyderabad in January 2016 in protest against caste discrimination.

The Election Commission of India (ECI) has activated its poll machinery across states for a possible roll out of pan-India special intensive revision (SIR) next month, just like the one being carried out in Bihar. The move comes after the Supreme Court last week called the SIR a 'constitutional mandate' and permitted the poll panel to continue with the exercise in Bihar. Some of the State Chief Electoral Officers (CEOs) have started putting out the voters' list published after the last SIR held in their states. The website of Delhi CEO has the 2008 voters' list when the last intensive revision took place in the national capital. In Uttarakhand, the last SIR took place in 2006 and that year's electoral roll is now on the state CEO website. The last SIR in states will serve as cut-off dates, as the 2003 voters' list of Bihar is being used by the ECI for intensive revision. Most of the states carried out the revision of electoral rolls between 2002 and 2004. The ECI announced that it will eventually carry out an intensive review of electoral rolls across India to remove foreign illegal migrants by checking their place of birth. Bihar is going to the polls this year, while Assembly polls in these five other states – Assam, Kerala, Puducherry, Tamil Nadu and West Bengal – are scheduled in 2026. The move assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar.
