
City's waste capacity to rise by 7,000 tonnes with 4-plant push
Municipal Corporation of Delhi
is expediting the development of its sixth waste-to-energy facility at Ghazipur, designed to process 2,000 tonnes of waste daily. Proposals from specialised agencies have been invited for project implementation.
Apart from the current agency biomining the legacy waste at the landfill, MCD will also hire a separate agency to clear 15 acres there to make space for the new WTE facility. This initiative coincides with MCD receiving environmental clearance from the central govt for its fifth WTE at Narela recently.
The updates on the WTEs were recently conveyed to chief minister Rekha Gupta at a meeting on Saturday. "While bids for establishing the WTE at Ghazipur were invited last week, an agency for the reclamation of 15 acres of land at the landfill, which is required for setting up the new plant, is also being engaged.
MCD expects the commissioning of the facility by Dec 2028," the civic body said in a statement.
The overall plan is to erect two new plants at Ghazipur and Bawana and expand the capacities of the two at Okhla and Tehkhand. These will together process 7,000 tonnes of additional waste every day after commissioning. At present, Delhi generates 11,300 tonnes of garbage daily, of which 7,300 tonnes are processed by four WTEs at Ghazipur, Tehkhand, Okhla and Narela.

At the Bawana site, where the fifth WTE is to come up, there are high-tension power lines. MCD claims to have paid the Power Grid Corporation Ltd Rs 27 crore for their shifting, which is now in progress. "We expect the work to be completed by June 30 next year," an MCD official said. "After that, the plant will come up. We have urged the construction agency to finish work within 9–10 months of land clearance. We hope to have the WTE operational by Dec 2027.

Meanwhile, MCD asked the constructing agency at Bawana to provide a plan outlining preparatory activities that can be undertaken now, such as site levelling, boundary wall construction and site office development so that work can begin promptly once the power lines are shifted.
As for the Okhla WTE expansion from 1,950 tonnes per day to 2,950, the Union housing and urban affairs ministry has agreed to assign Rs 50 crore as viability gap funding. A supplementary agreement will be signed on July 31. The expanded project will come into effect from March 2027. "MCD received environmental clearance and DERC approval of the revised power tariff last year," says the report submitted to CM.
The other expansion, that of the Tehkhand WTE, will increase the plant's daily consumption of waste from 2,000 tonnes to 3,000 tonnes by Dec 2027.

UPI or no UPI, traders must pay GST, say authorities, promising to make GST registration smooth
Academy Empower your mind, elevate your skills The commercial taxes department on Thursday said it would collect the GST, at applicable rates from traders, regardless of whether they accept payments via UPI or cash from department issued a detailed statement responding to reports that sections of traders have stopped accepting payments through the UPI apps after it issued GST notices to unregistered traders whose annual UPI transactions breached the Rs 20 lakh cap in the case of services and Rs 40 lakh in the case of department has urged traders, who have received notices, to explain with supporting documents to the authorities that issued the notices. The officers will verify the documents and suggest the remedies and levy the GST at applicable rates only on taxable turnover after excluding the tax-exempt goods and Vipul Bansal and Additional Commissioner Chandrashekhar Nayak said they have instructed officials to guide traders and create awareness. The department, the two officers said, would ensure a smooth process of registration of unregistered traders. As of now, 98,915 traders have registered with the department and are paying taxes under the composition statement said traders can smoothly pay 1% of taxable turnover under the composition scheme. The number of persons who have received notices are less than 10% of registered GST taxpayers under the composition scheme. Majority of such dealers under the composition scheme are already paying statement added that the GST Act, 2017 requires traders to register with the GST authorities compulsorily if they receive Rs 20 lakh annually for supply of services and Rs 40 lakh annually for supply of goods regardless of the method of payment including cash, UPI, PoS machine, and bank transfers.'Any person whose annual turnover is less than Rs. 1.5 crores can opt for composition tax scheme after obtaining GST registration and can pay SGST at 0.5% and CGST at 0.5%. But the composition tax scheme is not applicable on the turnover made without obtaining registration.'
