High-level delegation to Delhi to seek cooperation of national political parties in passage of BC quota enhancement Bill
Chief Minister A. Revanth Reddy has decided to lead a delegation comprising Deputy Chief Minister Mallu Bhatti Vikramarka, Ministers and others to meet leaders of all political parties during the ongoing session of the Parliament. 'We are confident that the Bill will receive the Centre's consent,' Mr. Bhatti Vikramarka said.
He said the government had conducted the social, economic, education, employment, political and caste survey in a scientific and transparent manner and this survey had become a role model for the country. Prime Minister Narendra Modi who was initially reluctant about the caste survey had agreed to include caste enumeration in the next census operations. 'Telangana's survey has become a reference point for the Central government as well as for States that intend to conduct a similar survey,' he said.
The Deputy Chief Minister recalled that the Bill passed by the State Legislature was sent to the Union Home Ministry and President's office for their consent. In the meantime, it was decided to lead a high-level delegation to the national capital to meet the heads of all political parties and explain them about the salient features of the Bill envisaging 42% reservation to BC community in line with their population.
The delegation will meet Opposition leader in Lok Sabha Rahul Gandhi and his counterpart in Rajya Sabha Mallikarjun Kharge and submit the details of the survey, including the empirical data collected during the survey. The survey had been a great success owing to the methodology with which it was conducted starting with meetings of stakeholders at different levels.
'There were doubts in the minds of people when the legislature passed a resolution urging the Centre to conduct caste survey across the country. But the Telangana model has inspired the Central government to include caste component in the next census operations,' he said. This was followed by verification of the data by independent group of experts which validated the data after a rigorous exercise.
Based on the data, the government had drafted an ordinance providing 42% reservation to BC communities and it was awaiting the assent of Governor Jishnu Dev Varma. 'The expert group's report will be made public after the Cabinet ratifies it and the legislature approves it,' he said in reply to a query.
To a question on BRS' charge that the survey was aimed at hoodwinking the BCs, he said: 'There is no need to strictly follow the established procedure if that has been the case. But we have followed the methodology that has now become a role model for the country,' he said.
Reply to BJP president's notice
Mr. Bhatti Vikramarka made light of the legal notice served on him by BJP state president N. Ramachander Rao claiming that he stood by whatever he had said. 'His (Mr. Ramachander Rao's) role in the Hyderabad Central University incident is known. I am not afraid of legal notices. I will reply to the notice when the time comes,' he averred.

Rajasthan formulating five-year plan for domestic piped natural gas supply infrastructure
Following the release of the city gas distribution (CGD) policy, the Bharatiya Janata Party government in Rajasthan is formulating a five-year action plan for infrastructure development and facility expansion for domestic piped natural gas and compressed natural gas supply to the domestic users. The supply of cooking gas for domestic consumption through underground pipelines is a relatively new concept in Rajasthan. The action plan is expected to promote green energy, besides meeting the targets set by the Centre in the petroleum and natural gas sectors. The CGD policy, approved by the State Cabinet last week, envisages the expansion of piped natural gas and CNG networks in small towns and urban areas through simplified and time-bound regulatory procedures. It will ensure the supply of clean, safe and environment-friendly natural gas to reduce carbon emissions across the State. Principal Secretary (Mines & Petroleum) T. Ravikanth said here on Wednesday that a target had been set to provide the piped natural gas to 1.25 lakh households and start 89 new CNG stations during the current financial year, in accordance with the budgetary announcement. He said the safety standards would be complied with during the supply and transportation of natural gas. While interacting with the representatives of 13 CGD institutions, Mr. Ravikanth laid emphasis on promoting green energy, which was the need of the hour. 'The CGD policy has made the provisions for issuing timely permissions to the agencies. District level committees have also been formed for addressing the issues and ensuring a better coordination,' he said. A web portal was being prepared with the help of the Department of Information Technology, through which the works for execution, coordination and monitoring would be carried out, Mr. Ravikanth said. The action plan is expected to accelerate the shift towards cleaner fuel options and reduce the dependence on conventional fossil fuels. New pipelines of an estimated length of 2,000 km are proposed to be laid for domestic gas supply in eight cities of the State, including Jaipur, by the end of the current financial year. The Mines & Petroleum Department has asked the CGD institutions to prepare their roadmap for laying the pipelines and submit it to the State government. The release of domestic cooking gas connections will be followed by the connections through pipelines on a large scale in the industrial areas of the State. Mr. Ravikanth said the State government was serious about promoting the use of natural gas and had issued the CGD policy with this objective. Rajasthan State Gas Limited Managing Director Ranveer Singh said at the meeting that the CGD policy would help in the development of infrastructure facilities for the institutions and build a sustainable gas-based ecosystem.

SIR rolls on in Bihar even as Opposition warns of voter erasure
Ever since the Election Commission on June 24 announced a comprehensive revision of the electoral roll in Bihar—also called the Special Intensive Revision (SIR)—there has been considerable outcry from the Opposition parties over the the Parliament session in New Delhi to the Bihar Vidhan Sabha session in Patna, the Opposition has staged protests against the SIR exercise, alleging that it is an attempt 'to disenfranchise lakhs of poor voters who cannot produce the requisite documents required to be submitted along with the enumeration forms (EFs).'.The deadline for submitting these forms is July 25. The Election Commission will then publish a draft electoral roll on August 1, after which the voters will have around one month to rectify any errors in their name, address, and mobile number. Once corrections are made, the EC will publish the final voters' list in September, which will also be digitised. With the deadline to submit the enumeration forms fast approaching on July 25, the EC claims that nearly 97 per cent of the electorate has already been to EC sources, of Bihar's 78,969,844 voters, 52.3 lakh were found to be no longer residing at their registered addresses. Of these 52.3 lakh voters, 18.7 lakh were reported as deceased, around 26 lakh had permanently shifted, 7.5 lakh were enrolled in multiple locations, and 11,484 were marked 'not traceable.' 'Such voters will be weeded out to improve the integrity of the electoral roll,' an EC source as the SIR drive continues, which gained momentum after the Supreme Court refused to stay the EC's move, the Opposition remains deeply sceptical. Former Deputy Chief Minister Tejashwi Yadav has written a letter to 35 political parties—including NDA allies such as TDP chief Chandrababu Naidu, Chirag Paswan (LJP-R), Jitan Ram Manjhi (HAM), and Anupriya Patel (Apna Dal in UP), as well as opposition leaders Rahul Gandhi, Mamata Banerjee, Sharad Pawar, Akhilesh Yadav, and others—registering his strong protest..'The farce and tragedy of the SIR going on in Bihar has shaken the very foundation of democracy through large-scale disenfranchisement. It is a clear indication of how the independent institution of the Election Commission is adamant on eroding public trust in the integrity of our electoral process,' Tejashwi wrote, adding that he was writing the letter in "a deep sense of anguish and urgency"..He further pointed out that the experience of Maharashtra was still fresh in people's minds and the EC had yet to respond to the concerns raised regarding the revision of voters' lists there..'Now it's Bihar's turn. This must be resisted in the strongest terms possible. Because if we do not raise our voices and register our strong protest, the same will be carried out in other states as well. The Constitution demands that we defend the republic. We should not be found wanting at this historical juncture,' said Tejashwi..'Despite the Opposition's concern, I believe the SIR should have been undertaken before the Lok Sabha elections and applied across the country. Party sources have raised concerns over the lack of clarity in the ordinance, pointing out that it fails to mention specific reservation percentages. "If they were truly committed to this issue, they would have amended the Panchayat Raj Act directly through the assembly instead of taking a vague, roundabout route," a senior BJP source said.
