DILG to buy patrol vehicles for PNP's '5-minute response' policy

The Philippine National Police (PNP) said that the Department of the Interior and Local Government (DILG) will shoulder the purchase of patrol vehicles to improve police mobility and visibility, as it expressed its full support of the Five-Minute Response Time Strategy.
This was announced by Interior Secretary Jonvic Remulla during the PNP Command Conference held Friday at the PNP Multi-Purpose Center, the PNP said in a statement.
Police Regional Offices also presented their operational plans in response to the directive of PNP Chief Police General Nicolas Torre III to execute reforms leading to reshaping frontline policing.
Meanwhile, Police Major General Anthony Aberin, National Capital Region Police Office Regional Director, bared a comprehensive plan which includes the full implementation of the 5-minute response strategy, the increase of logistical readiness, regular training for personnel, and the conduct of simulation (SIMEX), communication (COMEX), and capability (CAPEX) exercises.
As part of the transition to a fully mobile police force, Aberin also underscored the eight hours duty per shift to ensure constant operational presence, the intensification of Red Team operations, and the deactivation of Police Community Precincts (PCPs), substations, and police boxes.
According to the PNP, the 5-Minute Response Time Strategy serves as a major departure from traditional precinct-based policing, making the police presence a more mobile, proactive, and people-centered approach.
The program shall also ensure that calls for help are answered swiftly, professionally, and at any hour.
'This transformation goes beyond patrol deployment. It's about rebuilding trust through swift action, professionalism, and accountability—while remaining firmly anchored on the rule of law, human rights, and due process,' Torre said.
Torre also called for the agency to enhance its internal communication, particularly among station commanders, underscoring that seamless coordination saves people's lives.
The Kalasag 911—the PNP's integrated support system for the national 911 emergency response program — was also highlighted during the event. The state-of-the-art facility integrates real-time data, geolocation tracking, and inter-agency coordination to ensure that the 5-minute response goal becomes a reality across the country. —Jamil Santos/ VAL, GMA Integrated News

And I think it did come at a time when it became evident to him that Mr. Atong Ang was not going to give in his extortion of P300 million, which he also tried, attempted to several members of the board," she added. Patidongan earlier said Ang and three others were behind the abductions. He said more than 100 were killed after being taken away. The former security chief in some of Ang's farms and cockfight arenas also said that actress Gretchen Barretto knew about the kidnappings. Kapunan said Ang's camp welcomed the competence of PNP chief Police General Nicolas Torre III. "Because he can see through the lies," Kapunan said. Senator Ronald "Bato" Dela Rosa on Wednesday refiled in the 20th Congress a measure that seeks to restore the death penalty for large-scale drug traffickers. The bill on capital punishment for large-scale illegal drug trafficking, which Dela Rosa has been pushing since 2019, topped the lawmaker's 10 priority legislative measures for the incoming 20th Congress. Dela Rosa served as chief of the Philippine National Police (PNP) during the Duterte administration and was the lead implementer of the war on drugs. Former President Rodrigo Duterte is now detained at The Hague, Netherlands over charges of crimes against humanity for the extrajudicial killings during the drug war. Also included in Dela Rosa's priority bills were the Reserve Officers' Training Corps (ROTC) Act, Amendment to Party-list System Act, End Local Communist Armed Conflict (ELCAC) Act, and Anti-Drug Abuse Council Act. Healthcare Senator JV Ejercito also filed his 10 priority bills on Wednesday, including a proposed P74.4-billion Supplemental Appropriations for PhilHealth to strengthen the country's health insurance system and uphold the mandate of the Universal Health Care (UHC) Law. Ejercito, principal sponsor of the UHC Act, underscored the importance of the supplemental budget amid the rising medical costs. He also filed a measure seeking to suspend excise taxes on regular gasoline, unleaded premium gasoline and diesel; and a separate bill on the P250 Daily Minimum Wage Increase Act and Motorcycle Taxi Act, among others. Meanwhile, included in Senator Imee Marcos' priority bills were the National Minimum Wage Act, Budget Modernization Act, Assistance to Individuals in Crisis Situation (AICS) Act, and the National Tax Allotment Act. Interior and Local Government Secretary Jonvic Remulla on Tuesday relieved from their posts officials of the Makati City Fire Station, whose parked vehicles blocked the fire truck driveway when he conducted a surprise inspection of the facility. Obstructing the fire truck bay is a violation of the Fire Code and its implementing rules. Remulla, during his inspection, saw the parked vehicles of the concerned personnel blocking the ingress and egress of fire trucks and emergency response ambulances. He said such obstruction will cause a huge delay in responding to fires and other public safety emergencies where lives and property are on the line. Republic Act 9514 or the Fire Code of the Philippines of 2018 and the 2019 Revised Implementing Rules and Regulations (IRR) provide that there should be no obstructions in the ingress and egress of fire trucks and emergency response vehicles nor should there be any prevention, interference or obstruction of any operation of the fire service. Officials found violating the said provisions may be held administratively liable for willful impropriety or gross negligence in the performance of his/her duty under Section 11 of the Fire Code. The DILG called on fire station chiefs to prohibit any parking in front of or near fire trucks and order the immediate removal of all unauthorized parked vehicles blocking fire response units. –NB, GMA Integrated News
