NGT seeks replies over palm tree felling in state
Patna: The principal bench of the
National Green Tribunal
(NGT) has issued notices to the Bihar State Pollution Control Board (BSPCB), the state's disaster management department, the Central Pollution Control Board (CPCB) and others in connection with the widespread felling of palm trees in Bihar, which, it is believed, is contributing to a rise in lightning-related deaths.
The NGT's principal bench in New Delhi took suo motu cognisance of a news report titled "Are missing palm trees causing more lightning deaths in Bihar", published in TOI on May 29, 2025.
"The news item relates to the large-scale felling of toddy-yielding palm trees, which is stated to have contributed to a rise in lightning-related deaths with over 2,000 lives lost since 2016 in Bihar. According to the article, the widespread cutting of palm trees is directly linked to a sharp increase in lightning-related fatalities.
It highlights that dozens of towering palm trees are being felled, leading to more frequent lightning strikes that result in deaths.
The article notes that after the ban on toddy tapping due to Bihar's prohibition policy, palm trees lost their economic value and have since been widely cut down. This ecological loss appears to have made rural areas more vulnerable to lightning strikes with the state recording over 2,000 lightning-related deaths since 2016," the principal bench, comprising judicial member Justice Arun Kumar Tyagi and expert member A Senthil Vel, stated in its order on June 5.
The bench further observed, "The news item mentions that according to the Bihar Economic Survey and the disaster management department, lightning strikes claimed 2,446 lives between 2016 and April 2025 with rural population being the worst affected. The article states that the number of lightning deaths began to rise following the rampant felling of palm trees. The Annual Lightning Report 2023-2024 states that lightning strikes claimed as many as 2,937 lives in Bihar between 2014 and 2024.

According to the tribunal's order, the most severely affected districts include Aurangabad, Patna, Nalanda, Kaimur, Rohtas, Bhojpur and Buxar. The highest incidence of lightning-related deaths occurs between 12.30pm and 4.30pm, when many people are outdoors for work. The article also mentioned that the south-central region of Bihar is more prone to lightning strikes than other parts of the state.
The order added, "In addition, the Bihar Rashtriya Pasi Sena, a platform representing the Pasi community, which has traditionally been involved in toddy tapping, has found that the area under palm tree cultivation in Bihar has decreased by 40%.
The article further notes that the planting of palm trees has almost stopped."
Citing the seriousness of the issue, the NGT bench noted, "The matter seems to attract the provisions of the Environment (Protection) Act, 1986. Hence, we implead the BSPCB, the CPCB, the additional chief secretary of the state's disaster management department and the regional office of the Union ministry of environment, forest and climate change, as respondents in the matter."
The bench directed that, "Replies/responses may be filed by the respondents before the eastern zone bench of this tribunal at Kolkata at least one week before the date of next hearing on Aug 7."

Who Is Saquib Nachan? As per the National Investigation Agency (NIA), Saquib Nachan was a habitual offender in several previous terror cases and was also a self-styled Amir-e-Hind for ISIS in India. He first came under the scanner in 1991 and was later arrested for plotting terror strikes in Gujarat. In the late 1990s, the Supreme Court convicted him of terrorist activities, and he was convicted for orchestrating three bomb blasts in Mumbai between December 2002 and March 2003- in Mumbai Central, Vile Parle, and Mulund. Found guilty of several acts, including murder, arms and explosives possession, he received a 10-year sentence until 2017. According to IANS, Nachan (65) was also accused of declaring a village in Maharashtra's Thane district as 'Al Sham', referring to it as an independent Islamic-ruled territory. Saquib Nachan In Jail ANI on Saturday reported, citing sources, that Nachan died in the Delhi Hospital and added that he had been in judicial custody in Tihar Jail since 2023 and was admitted to the hospital a few days ago. NIA's Chargesheet In June 2024, the NIA had charge-sheeted Saquib Nachan along with 16 other hardcore operatives of the banned terror group in connection with the Delhi-Padgha ISIS terror module case. The charges involved a wide-ranging conspiracy to recruit and radicalise youth, and fabricate improvised IEDs. The accused were booked under multiple sections of the Indian Penal Code (IPC), the Unlawful Activities (Prevention) Act (UA(P)A), the Arms Act, and the Explosive Substances Act. The arrested individuals were part of a major plot to indoctrinate vulnerable youth, train them in terror activities, and raise funds for the banned organisation. Investigations revealed that Nachan and his associates had been sharing digital files related to IED-making, actively raising funds, and carrying out preparatory acts for possible terrorist strikes across the country.

Srinagar Police attaches Rs 50 Lakhs worth property of notorious drug peddler under NDPS Act
Srinagar (Jammu and Kashmir) [India], June 28 (ANI): In yet another decisive action against the menace of drugs in society and to dismantle the infrastructure supporting illegal narcotics network, Srinagar Police attached a residential property--comprising a two-storeyed house along with land--worth approximately Rs 50 lakhs belonging to a notorious drug peddler namely Bilal Ahmad Wani, under the provisions of Narcotic Drugs and Psychotropic Substances (NDPS ) Act, as per a release. The accused person is involved in the case FIR No. 05/2025 under sections 8/20, 29 of the NDPS Act, registered at Police Station Shaheed Gunj. The said property has been established as having been acquired through the proceeds of illicit drug trafficking. Acting under Sections 68-E and 68-F of the NDPS Act, the immovable property has been formally seized and attached. The said property has been attached as per proper procedure under law. Furthermore, the said property shall not be sold, transferred, or otherwise dealt with without prior permission from the competent authority. The accused person has a history of drug peddling and was actively involved in supplying narcotics, especially targeting the local youth, thereby posing a serious threat to public health and safety. This action is part of the Jammu and Kashmir Police's continued crackdown on drug trafficking networks. By targeting and dismantling the financial infrastructure of such networks, Police aim to curb the spread of narcotics and safeguard the community. Srinagar Police reiterates its unwavering commitment to eradicating drug abuse and appeals to the public for continued support. In another development, the Srinagar Police removed graffiti resembling a foreign flag painted on the road outside the Imambara Zadibal on June 24 and identified three local teenage girls as being involved in the act, according to an official statement. Acting promptly, a police team arrived at the scene and ensured the immediate removal of the Israeli flag to uphold communal harmony and maintain public order. A preliminary enquiry revealed the involvement of three local teenage girls (names withheld due to their age), all students and residents of the area. Given their age and the sensitivity of the incident, their parents were called to the police station, and the minors were counselled in their presence. As per the statement, the girls were made aware of the implications of such actions and were sensitised to the importance of upholding communal harmony and responsible civic behaviour. Uttarakhand panchayat elections to be held in two phases from July 24
Dehradun (Uttarakhand) [India], June 28 (ANI): The State Election Commission in Uttarakhand on Saturday issued a notification regarding the conduct of panchayat elections in 12 districts of the state, except Haridwar. The notification signed by Sushil Kumar, Uttarakhand State Election Commissioner, comes after the Nainital High Court on Friday permitted the continuation of the panchayat election process, lifting its earlier stay order issued on June 23. According to the notification, the three-tier panchayat elections will be held in two phases in the state. Voting under the first phase will take place on July 24, and voting under the second phase will take place on July 28. The counting of votes will be done on July 31. The dates for filing nomination papers for the panchayat elections are set from July 2 to July 5. The scrutiny of the nomination papers will be carried out from July 7 to July 9. The dates for withdrawing nominations are set from July 10 to July 11. 'Therefore, exercising the powers conferred in Article 243-K of the 'Constitution of India', I, Sushil Kumar, State Election Commissioner, Uttarakhand, hereby direct that the elections of members of all the Gram Panchayats, Pradhans of Gram Panchayats, members of Area Panchayats and members of District Panchayats of 12 (twelve) districts of Uttarakhand State (except District Haridwar) will be conducted...' the notification read. On Friday, after hearing the reservation roster and other documents presented by the government in the Nainital High Court, the division bench of Chief Justice G. Narendra and Justice Alok Mehra agreed to proceed with the process of panchayat elections. It must be noted that after the announcement of panchayat elections on June 21, on June 23, the High Court gave a big blow by staying the elections and seeking answers from the government on many points, including reservation. However, an important hearing was held in the Uttarakhand High Court on Friday regarding the much-awaited three-tier panchayat elections in Uttarakhand. While hearing the petitions filed by the petitioners, the court has given interim relief to the state government and allowed it to conduct the panchayat elections. During the hearing, the advocates on behalf of the state government informed the court that full preparations have been made for the panchayat elections and the legal process has been followed. At the same time, the petitioners raised some technical and constitutional issues. After hearing the arguments of both parties, the court refused to stay the elections for the time being and clarified that the election process can move forward. (ANI)
