Oracle & NVIDIA expand OCI partnership with 160 AI tools

Oracle and NVIDIA have expanded their partnership to enable customers to access more than 160 AI tools and agents while leveraging the necessary computing resources for AI development and deployment.
The collaboration brings NVIDIA AI Enterprise, a cloud-native software platform, natively to the Oracle Cloud Infrastructure (OCI) Console. Oracle customers can now use this platform across OCI's distributed cloud, including public regions, Government Clouds, and sovereign cloud solutions.
Platform access and capabilities
By integrating NVIDIA AI Enterprise directly through the OCI Console rather than a marketplace, Oracle allows customers to utilise their existing Universal Credits, streamlining transactions and support. This approach is designed to speed up deployment and help customers meet security, regulatory, and compliance requirements in enterprise AI processes.
Customers can now access over 160 AI tools focused on training and inference, including NVIDIA NIM microservices. These services aim to simplify the deployment of generative AI models and support a broad set of application-building and data management needs across various deployment scenarios. "Oracle has become the platform of choice for AI training and inferencing, and our work with NVIDIA boosts our ability to support customers running some of the world's most demanding AI workloads," said Karan Batta, Senior Vice President, Oracle Cloud Infrastructure. "Combining NVIDIA's full-stack AI computing platform with OCI's performance, security, and deployment flexibility enables us to deliver AI capabilities at scale to help advance AI efforts globally."
The partnership includes making NVIDIA GB200 NVL72 systems available on the OCI Supercluster, supporting up to 131,072 NVIDIA Blackwell GPUs. The new architecture provides a liquid-cooled infrastructure that targets large-scale AI training and inference requirements. Governments and enterprises can take advantage of the so-called AI factories, using platforms like NVIDIA's GB200 NVL72 for agentic AI tasks reliant on advanced reasoning models and efficiency enhancements.
Developer access to advanced resources
Oracle has become one of the first major cloud providers to integrate with NVIDIA DGX Cloud Lepton, which links developers to a global marketplace of GPU compute. This integration offers developers access to OCI's high-performance GPU clusters for a range of needs, including AI training, inference, digital twin implementations, and parallel HPC applications.
Ian Buck, Vice President of Hyperscale and HPC at NVIDIA, said: "Developers need the latest AI infrastructure and software to rapidly build and launch innovative solutions. With OCI and NVIDIA, they get the performance and tools to bring ideas to life, wherever their work happens."
With this integration, developers are also able to select compute resources in precise regions to help achieve both strategic and sovereign AI aims and satisfy long-term and on-demand requirements.
Customer projects using joint capabilities
Enterprises in Europe and internationally are making use of the enhanced partnership between Oracle and NVIDIA. For example, Almawave, based in Italy, utilises OCI AI infrastructure and NVIDIA Hopper GPUs to run generative AI model training and inference for its Velvet family, which supports Italian alongside other European languages and is being deployed within Almawave's AIWave platform. "Our commitment is to accelerate innovation by building a high-performing, transparent, and fully integrated Italian foundational AI in a European context—and we are only just getting started," said Valeria Sandei, Chief Executive Officer, Almawave. "Oracle and NVIDIA are valued partners for us in this effort, given our common vision around AI and the powerful infrastructure capabilities they bring to the development and operation of Velvet."
Danish health technology company Cerebriu is using OCI along with NVIDIA Hopper GPUs to build an AI-driven tool for clinical brain MRI analysis. Cerebriu's deep learning models, trained on thousands of multi-modal MRI images, aim to reduce the time required to interpret scans, potentially benefiting the clinical diagnosis of time-sensitive neurological conditions. "AI plays an increasingly critical role in how we design and differentiate our products," said Marko Bauer, Machine Learning Researcher, Cerebriu. "OCI and NVIDIA offer AI capabilities that are critical to helping us advance our product strategy, giving us the computing resources we need to discover and develop new AI use cases quickly, cost-effectively, and at scale. Finding the optimal way of training our models has been a key focus for us. While we've experimented with other cloud platforms for AI training, OCI and NVIDIA have provided us the best cloud infrastructure availability and price performance."
By expanding the Oracle-NVIDIA partnership, customers are now able to choose from a wide variety of AI tools and infrastructure options within OCI, supporting both research and production environments for AI solution development.

While the Java community has expanded to over 10 million developers worldwide, enterprises face mounting cost pressures from multiple directions. For the enterprises powering these essential services, 2025 represents a critical decision point: continue paying escalating costs for Oracle Java, potentially impacting profit margins or customer pricing as well as the potential for future price hikes, or seek alternatives. Azul's recent 2025 State of Java Survey & Report reveals an enterprise Java ecosystem in transition, driven by mounting cost concerns, market preference for open-source solutions, and ongoing uncertainty around Oracle's licensing policies. The oracle Java challenge The new Oracle pricing model detaches Java costs from actual usage, creating an unsustainable scenario: a 10,000-employee company running a handful of Java applications pays the same as a similarly sized organisation running thousands of Java-based services. For global businesses, this represents both a financial challenge and a strategic imperative to maintain competitive advantage. Our research reveals that two-thirds of organisations found Oracle's licensing model more expensive than alternatives, and an overwhelming majority reported successful migrations away from Oracle Java. With 25% of companies citing audit risk as a key migration driver, the urgency to transition has become a business priority rather than just an IT concern. The OpenJDK success story The success of OpenJDK adoption has shattered Oracle Java migration concerns. The data tells a compelling story: 84% of companies found the transition easier than expected or as planned, with three-quarters completing migrations within 12 months. This rapid timeline reflects both the maturity of available solutions and the robust support ecosystem around OpenJDK migrations. OpenJDK distributions have emerged as preferred alternatives to Oracle Java. These enterprise-ready solutions match Oracle Java SE's core capabilities while offering enhanced support and performance options. Successful migration hinges on three key components: Organisational momentum - Technical expertise, discovery & inventory tools and project planning assistance from a commercial OpenJDK provider can significantly help secure and maintain executive support, ultimately impacting a successful transition. Comprehensive Java mapping - Identifying all Java deployments across an organisation is essential. With 83% of organisations requiring commercially supported Java in production, this mapping phase is critical. Governance and compliance - Maintaining independence from Oracle Java licensing requires robust governance. Success means partnering with OpenJDK providers offering comprehensive protection, from IP safeguards to indemnification. The immediate financial benefits are substantial — most organisations report a 50-70% reduction in Oracle Java-related costs. Perhaps even more compelling, additional value lies in regaining control over Java technology strategy. Cloud cost optimisation Organisations are grappling with rapidly escalating cloud infrastructure costs, as annual global cloud spending is nearing a trillion dollars and continues to grow at double-digit rates. Our research reveals that 71% of organisations overpay for cloud compute capacity, highlighting an opportunity to reduce costs while improving application performance. Companies that select non-Oracle optimised Java platforms can save 20%+ on cloud computing costs. This is because high-performance Java runtimes deliver more stable Java applications and infrastructure while consuming fewer computing resources, creating compelling advantages beyond just licensing considerations. Powering AI innovation with Java Emerging technology demands amplify the need for change, particularly in AI and cloud computing. Half of the surveyed companies from our State of Java report already build AI functionality using Java — from financial institutions developing fraud detection systems to retailers leveraging machine learning for customer personalisation and inventory management. As computational demands grow, organisations require Java platforms that can deliver both performance and efficiency. These advanced workloads highlight the need for solutions that provide more scalable and stable applications while consuming fewer computing resources, enabling AI initiatives to be deployed successfully without excessive infrastructure investments. Oracle Java independence is not just a technical evolution — it's a strategic imperative that gives organisations the freedom to innovate, control costs, and build their technology future on their own terms.

Oracle Red Bull Racing has chosen the Oracle Fusion Cloud Applications Suite in an effort to strengthen its finance and HR processes and support compliance with Formula One's fixed annual cost cap. The Formula One team will utilise Oracle Fusion Applications—covering finance, HR, and customer experience functionalities—to move away from manual spreadsheet-based systems, aiming to raise overall efficiency, manage costs, and provide better insights across its operations. Operational transformation Oracle Red Bull Racing has long made use of Oracle Cloud and artificial intelligence technology to guide its on-track strategies and decision-making. The latest move extends this approach to the operational side of the business, seeking to replicate sporting success through streamlined back-office processes. The team's legacy financial planning had become increasingly complex and dependent on spreadsheets, limiting visibility into business performance data. By implementing Oracle Fusion Applications, Oracle Red Bull Racing expects to merge its finance, HR, and customer experience data onto one integrated cloud-based platform. "With a fixed annual cost cap that we can't exceed, we need to make every resource go further and manage our operations as efficiently as possible. With Oracle Fusion Applications, we can take advantage of the cloud and latest advancements in predictive, generative, and agentic AI to optimize financial planning activities, accelerate business insights, and derive more value and performance from our operating budget," Matt Cadieux, Chief Information Officer at Oracle Red Bull Racing, said. AI and cloud benefits Officials say that Oracle Fusion Applications will enable the team to leverage AI-powered services for higher efficiency, faster decisions, and adaptability in an environment where response speed is crucial. Among the new tools coming online is Oracle Fusion Cloud Enterprise Performance Management (EPM)—a component of Oracle Fusion Cloud ERP. This toolset is expected to help Oracle Red Bull Racing raise visibility over business activities, refine its budgeting and planning processes, and better allocate resources according to priorities. In addition, Oracle Fusion Cloud Human Capital Management (HCM) is being brought into the team's HR activity. According to the company, the HCM system will provide granular insights into workforce performance, simplify core HR operations and payroll, streamline talent recruitment activities, and ultimately enhance the overall employee experience at the racing organisation. On the customer side, Oracle Red Bull Racing continues to rely on Oracle Fusion Cloud Customer Experience (CX). The CX solution is intended to provide a more personalised approach to fan engagement, including tailored content, exclusive rewards for members, and programming for fan loyalty. These efforts are part of the team's wider digital and audience engagement strategy. Supporting compliance and success "Speed, innovation, and efficiency are essential for success in Formula One. With Oracle Fusion Cloud Applications, Oracle Red Bull Racing will be able to embrace continuous innovation and AI-powered automation to support its finance and operations and drive even greater success on and off the track," said Steve Miranda, Executive Vice President of Applications Development at Oracle. The implementation of Oracle Fusion Cloud Applications Suite at Oracle Red Bull Racing will be managed by Oracle Consulting, while ongoing operational support will come from Oracle Customer Success Services. The Formula One team has cited the need to better control costs and efficiently manage operational spending due to the sport's strict cost cap rules. The cloud-based approach is designed to provide a consolidated view of data and operations, simplifying compliance efforts and supporting the drive for both competitive and operational gains. Oracle Red Bull Racing anticipates that the migration to Oracle Fusion Applications will aid not only in complying with financial regulations but also in improving the employee and fan experiences throughout the racing calendar.

Milestone has commenced work on Project Hafnia in Europe, collaborating with the city of Genoa, Italy, to develop AI-driven solutions for traffic management and urban infrastructure using NVIDIA technology. The project's primary objective is to use artificial intelligence to enhance city operations by leveraging regulation-compliant video data, ensuring alignment with European legal frameworks, including GDPR and the EU's AI Act. Project Hafnia, after its launch in the United States, will provide high-quality video data that have been processed using NVIDIA NeMo Curator on the NVIDIA DGX Cloud platform. Milestone is adopting the NVIDIA Omniverse Blueprint for Smart City AI, which is a reference framework designed to optimise city operations through digital twins and AI agents. In addition to this, Milestone is expanding its proprietary data platform using NVIDIA Cosmos. This approach enables the generation of synthetic video data based on real-world inputs, combining both real and synthetic datasets to build and train vision language models (VLMs) responsibly. The company has engaged Nebius, a European-based cloud provider, to supply the GPU compute required for the training of these models. This partnership is intended to ensure that all data processing and storage remain fully compliant with European data protection regulations, while supporting digital sovereignty objectives and keeping sensitive public sector data strictly within EU jurisdiction. Urban AI applications Project Hafnia seeks to harness the potential of VLMs, which are AI models capable of mapping relationships between visual data—such as images or videos—and corresponding text. This enables the models to generate summaries and insights from visual sources, which can be applied across multiple domains including transportation, safety, and security within city environments. Emphasising the importance of regulatory compliance and ethical data sourcing, the project aims to support cities throughout Europe in building and refining computer vision and AI applications that align with the region's standards for privacy, transparency, and fairness. "I'm proud that with Project Hafnia we are introducing the world's first platform to meet the EU's regulatory standards, powered by NVIDIA technology. With Nebius as our European cloud provider, we can now enable compliant, high-quality video data for training vision AI models — fully anchored in Europe. This marks an important step forward in supporting the EU's commitment to transparency, fairness, and regulatory oversight in AI and technology — the foundation for responsible AI innovation," says Thomas Jensen, CEO of Milestone. The company states that the compliant and ethically sourced data library enabled by Project Hafnia provides the necessary foundation for developing advanced video analytics models and vision language models. The models are configured for optimal performance on NVIDIA GPUs and are compatible with NVIDIA AI Blueprint frameworks focused on video search and summarisation (VSS). Application in Genoa The first practical implementation from Project Hafnia is a European Visual Language Model purpose-built for transportation management. This VLM is developed using transportation data sourced directly from Genoa, Italy, ensuring that only compliant and responsibly gathered data are used. "AI is achieving extraordinary results, unthinkable until recently, and the research in the area is in constant development. We enthusiastically joined forces with Project Hafnia to allow developers to access fundamental video data for training new Vision AI models. This data-driven approach is a key principle in the Three-Year Plan for Information Technology, aiming to promote digital transformation in Italy and particularly within the Italian Public Administration," says Andrea Sinisi, Information Systems Officer, City of Genoa. The framework developed through Project Hafnia is designed for scalability, allowing it to extend across multiple domains and accommodate future technological developments. The resulting compliant data set and the fine-tuned VLM will be made available to participating cities under a controlled access licence model, facilitating broader AI adoption across Europe whilst upholding ethical standards. Nebius as cloud partner Nebius will provide the cloud infrastructure underpinning Project Hafnia in Genoa, ensuring that all processing power and data handling are carried out within the jurisdiction of the EU. This guarantees adherence to European data handling regulations and digital sovereignty imperatives. "Project Hafnia is exactly the kind of real-world, AI-at-scale challenge Nebius was built for," says Roman Chernin, Chief Business Officer of Nebius.
