Virat Kohli's video cited in Karnataka govt report on Bengaluru stampede
The report, which the government initially wanted sealed, was made public after the High Court ruled there was no legal basis to keep it confidential. It highlights a series of lapses by RCB and its organisers, including social media posts that misled fans about entry protocols, resulting in chaotic crowd surges.
'Intimation, Not Permission'
According to NDTV, the report states that RCB merely informed the police about a potential victory parade on June 3, the day the team won the IPL title after 18 years, instead of submitting a formal request as required by law.
"No application in the prescribed format was submitted," it reads. As a result, Cubbon Park Police Station denied permission on the grounds that there was no information on crowd size, logistics, or safety planning.
Despite this, RCB went ahead.
The franchise posted an open invitation for fans at 7:01 am on June 4 via social media, declaring free public entry for the victory parade.

Another post followed at 8 am. At 8:55 am, a video of Virat Kohli was posted on RCB's official handle, inviting fans to celebrate with the team. "Subsequently, on 04.06.2025, at 8:55 am, the RCB shared a video clip of Mr. Virat Kohli, a prominent player of the RCB team, on RCB's official handle @Rcbtweets on X, in which he stated that the team intended to celebrate this victory with the people of Bengaluru city and RCB fans on 04.06.2025 in Bengaluru," the report says.

A final update at 3:14 pm, just 90 minutes before the event began, clarified for the first time that limited passes were required, contradicting earlier posts. This late clarification, the report notes, led to confusion and contributed to crowd unrest.

Crowd swells to 3 Lakh, chaos unleashed
The report further stated that the posts amassed 44 lakh views, and over 3 lakh fans thronged the parade route and stadium area. Metro ridership surged to 9.66 lakh, well above the daily average of 6 lakh.
Fans also crowded along the 14-km stretch from HAL Airport to Taj West End hotel, where the team was staying, severely straining police resources. The stadium's capacity was only 35,000, creating a dangerous bottleneck at entry gates.
Stampede at multiple gates, Police respond
As gates remained closed and the crowd swelled, stampedes broke out at 10 different gates, including Nos. 1, 2, and 21, which were broken open by desperate fans. The police responded quickly to control the situation, but the report blames RCB and co-organisers for the gate mismanagement.
Event Not Cancelled to Avoid Riot
Authorities decided not to cancel the parade despite the unfolding crisis. The report says this was a tactical move to prevent widespread riots. The event was allowed to proceed with a shortened duration and tightened monitoring to avoid inciting violence.

The Glorious Boredom Of Test Cricket
The Glorious Boredom Of Test Cricket Partha Sinha Jul 18, 2025, 20:38 IST IST The ongoing India-England series is a quiet resurrection of the classical form of the game There was a time, not too long ago, when cricket started to resemble a badly dubbed action film. Overloaded with explosions, starved of script. The game got faster, louder, and somehow emptier. In trying to make cricket more 'watchable', we quietly removed the cricket from cricket. T20 was the gateway drug. IPL was the overdose. What remained was a sport that dressed like cricket but talked like TikTok. Bollywood's mascara on baseball's pace. Everything became a number. Strike rates, economy rates, impact scores. If you couldn't clear the ropes every five balls, you were baggage. Bowlers were reduced to radar guns. And fielding? That became LinkedIn with turf burns. Dives done more for the CV than the scoreboard.

‘It is a case of damned if you do, damned if you don't': IPS officer's counsel to Karnataka HC on post-Bengaluru stampede suspension
IPS officer Vikash Kumar Vikash's counsel, Senior Advocate Dhyan Chinappa, told the Karnataka High Court Friday that the state government's stand on the issue of suspension of IPS officers in the wake of the June 4 Bengaluru stadium stampede was a case of 'damned if you do, damned if you don't.' He was referring to prior statements of the government regarding the steps it had taken for the event, in contrast with questions raised by the state in the previous hearing on Thursday on why the police took security steps in an event without permission. The statements were made in the context of the government's appeal against the Central Administrative Tribunal (CAT) order quashing the suspension of several IPS officers, which is currently being heard by a bench consisting of Justices T M Nadaf and S G Pandit. In the previous hearing this Thursday, the state counsel had referred to the police as having acted as 'servants of RCB (Royal Challengers Bengaluru' in making security arrangements for the June 4 event near Chinnaswamy stadium, also questioning why this was done instead of prohibiting the event when there was no official permission. Arguing for the other side, Chinappa had raised questions regarding the procedure of the suspension and whether it was being done in a 'punitive' manner, which would not be permissible under existing regulations, noting that the IPS officers had been scapegoats in the incident. At the outset of Friday's submissions, Chinappa stated that it would be 'unfortunate' if the statement that the police had behaved as 'servants' was the stand of the state rather than the argument of the counsel. Regarding the suspension, he said, 'First you say I want to find out the causes… pending finding the causes there is dereliction of duty? If there was material the government could have said this is the basis on which we have come to a conclusion, there is dereliction of duty, we are suspending.' Chinappa added that the statement made in the report submitted to the high court regarding 'accountability' indicated that the suspension was done as a punishment. Referring to the report on the stampede filed before the high court by the state, he added, 'How can they turn around and say… who asked them to do bandobast, they are servants of RCB… But is that the stand of the Government before this court?' While concluding his submissions for the day, Chinappa stated, 'It is one thing if the officers were not there at the site, if they were sleeping on duty… it is another thing when they were there, managing the crowd, and an incident occurred.' Chinappa's arguments on behalf of IPS officer Vikash are set to conclude on Monday (July 21). Eleven people died and several more were injured in the stampede outside the Bengaluru cricket stadium during an event called to celebrate the maiden Indian Premier League trophy win for RCB.
