
NGT seeks new systems for debris removal along Kochi backwaters, coastline
The Southern Bench of the tribunal made the recommendation while considering the case pertaining to the impact of garbage pile-ups on the tourism potential of the Fort Kochi coastline.
An order dated June 20,2025 issued by Justice Pushpa Sathyanarayana, Judicial Member, and Dr. Satyagopal Korlapati, Expert Member, stated that the Ernakulam District Collector and the Kochi Corporation had not yet filed their reports on garbage deposits along the Fort Kochi beach and its premises. The Bench has posted the matter for the next hearing on August 14, 2025.
Besides the Kerala State Pollution Control Board, the Kochi Corporation and the District Collector, the tribunal had included the Central Pollution Control Board (CPCB) as respondent in the case.
In a report dated March 17, 2025, the CPCB had informed the Bench that it was the responsibility of the Kerala State Pollution Control Board, the Kochi Corporation and the Ernakulam district administration to initiate necessary action against the garbage pile-up along the Fort Kochi beach in Ernakulam.
As per the Solid Waste Management (SWM) Rules, it is the duty of the local authorities to facilitate the construction, maintenance, and operation of solid waste processing facilities and associated infrastructure. Local bodies and panchayats were entrusted with the primary responsibility of collection and management of municipal solid waste, maintenance and operation of the solid waste processing sites and dumping yards, it said.
It is the duty of the State Urban Affairs department to ensure the implementation of provisions of the SWM rules by all the local authorities. The State pollution control boards are also entrusted with the responsibility of issuing authorisation to the local bodies after examining the proposals related to waste management, according to the report.
The Kochi Corporation had submitted a report before the State Pollution Control Board on March 14, 2025 stating that the waste pile-up along the beach had been removed.

The Supreme Court on Wednesday (July 2, 2025) directed the State of Andhra Pradesh to submit, in a sealed cover, its inquiry report into an alleged illegal mining scam involving former Gannavaram MLA and YSR Congress Party leader Vallabhaneni Vamsi Mohan. The direction was issued by a Bench led by Justice M.M. Sundresh while hearing a petition filed by the State challenging a May 29 order of the Andhra Pradesh High Court, which had granted anticipatory bail to Mr. Mohan in connection with the case. Senior advocate Siddharth Luthra, appearing for the State, submitted that the government had not been granted a proper opportunity to present its case. He said Mr. Mohan was the 'kingpin' of a 'largescale mining scam' and that his custodial interrogation was necessary, citing allegations that he had threatened witnesses. When Justice Sundresh observed that the complaint appeared 'barebones' and lacked material particulars, Mr. Luthra responded that the inquiry report prepared by the State's Vigilance and Enforcement Department was exhaustive. The Bench then directed the State to place the report on record in a sealed cover. Also read: A.P. Police search for former MLA Vamsi's mobile phone According to the State's petition, the largescale illegal mining scam was uncovered through a comprehensive enquiry by the Vigilance and Enforcement Department. The illegal activities allegedly took place between 2019 and 2024 across Gannavaram, Bapulapadu, and Vijayawada Rural mandals. The State submitted that Mr. Mohan, during his tenure as MLA, had misused his office and conspired with associates to orchestrate a sophisticated racket involving the fraudulent procurement and misuse of temporary mining permits. The petition claimed that mining permits were obtained using forged documents, including PAN and Aadhaar details of unsuspecting civilians who had been misled into submitting their identity proofs under the pretext of enrollment in government welfare schemes. Further, legal procedures were allegedly bypassed to extract gravel and building stone, with complaints by local police and revenue authorities being suppressed due to Mr. Mohan's political influence. 'The total wrongful loss to the public exchequer due to these fraudulent mining activities has been calculated to be ₹195.04 crore,' the State's petition noted.

Kerala HC to watch 'Janaki vs State of Kerala' film on Saturday
KOCHI: The Kerala High Court on Wednesday decided to watch the film 'Janaki vs State of Kerala,' starring Union Minister Suresh Gopi, on Saturday at 10 a.m. "Considering the allegations in the writ petitions, I believe it is appropriate to view the movie before making any final decisions. The petitioner is directed to arrange a screening in an appropriate studio on Saturday at 10 am," said Justice N. Nagaresh. The court clarified that it will close the case on July 9. The court stated that the representative of each party, the petitioner and the Board, or their counsel, can be present during the screening. During the hearing, the counsel for the petitioner mentioned that there are practical difficulties in screening the movie in court since it is only available for theatrical release. The petitioner can arrange a studio screening at Lal Media, Palarivattom. The court then asked, "Does anybody have an objection to viewing the film at Lal Media?" No one objected.

Andhra Pradesh notifies capital region land pooling scheme rules, 2025
AMARAVATI : The Andhra Pradesh government on Tuesday notified the Andhra Pradesh Capital Region Land Pooling Scheme (Formulation and Implementation) Rules, 2025, which will govern the unique method of pooling land for building the greenfield capital city of Amaravati. S Suresh Kumar, principal secretary to the government, Municipal Administration and Urban Development, said these rules shall apply to the 'capital region' except the 'capital city area' which will continue to be governed by the Andhra Pradesh Capital City Land Pooling Scheme (Formulation and Implementation) Rules, 2015. "In keeping with the will of the Government to build 'People's Capital' and for building the necessary concomitant infrastructural projects like airports, ports and all other necessary projects, the procurement mechanism of the land has been designed to be a voluntary scheme," said Kumar in a government order (GO). It is based on mutual consensus between the landowners and the state/authority, said Kumar, adding that this is a unique method of procurement of land, which is named and styled as 'Land Pooling Scheme'. The 'Land Pooling Scheme' rules come at a time when the government is planning to turn greenfield capital city Amaravati into a 'mega city' by combining adjacent Mangalagiri, Tadepalli, Guntur, and Vijayawada with Amaravati. This endeavour aims to pool an additional 40,000 acres of land, besides the 54,000 acres of land on which the government is already sitting for Amaravati. The government is planning to build an international airport in Amaravati. The 'Land Pooling Scheme' has been designed for developing the Capital Region wherein the land parcels owned by individual farmers and owners or group of owners are consolidated by the authority under a development scheme, he said. According to Kumar, the 'Land Pooling Scheme' is a better scheme formulated by the Andhra Pradesh State Legislature owing to the mandate enabled under Sections 107 and 108 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. "The broad objective of the scheme is to do justice to the families affected by the construction of a Livable and Sustainable Capital Region for the State of Andhra Pradesh and also to the farmers and land owners in the Capital Region and also to make them avail a better compensation and also with a view to make them Partners in the State Development Process," said the principal secretary. It is designed in such a manner that the participant land owners are fairly compensated with the allotment of the reconstituted plot along with the developed infrastructure, among other benefits, said Kumar.
