GEAR-uP initiative off to strong start with RM11bil deployed: Amir Hamzah

PUTRAJAYA: Finance Minister II Datuk Seri Amir Hamzah Azizan has expressed satisfaction with the progress of the Government-linked Enterprises Activation and Reform Programme (GEAR-uP).
He noted that the initiative had made a promising start in its first year, with RM11 billion already deployed into high-growth, high-value sectors.
"We started in August last year with a five-year target of RM120 billion, and already RM11 billion has been committed through capital deployment. So, I am very happy," he said during the Special Briefing: GEAR-uP 2025 Progress Report, here yesterday.
Amir Hamzah said the GEAR-uP initiative had successfully translated commitments into action, including the establishment of 18 global and regional funds and strategic investments in local venture ecosystems and talent development.
"In the long term, the GEAR-uP initiative will provide a much stronger base for Malaysia," he said.
So far, the programme has trained over 8,000 youths — more than 70 per cent of whom are from B40 communities — with an employment rate of 80 per cent achieved.
Apart from that, more than 700,000 individuals have benefited from support through government-linked investment companies (GLICs) and government-linked companies (GLCs) via community development efforts.
These include the GLC Disaster Response Network (GDRN), Sekolah Angkat Madani, Santuni Madani, and Zakat Wakalah, he said.
Amir Hamzah explained that GEAR-uP initiatives are aligned with two key themes under the Raise the Ceiling and Raise the Floor pillars of the Madani Economy framework.
Under Raise the Ceiling, efforts focus on advancing economic complexity; strengthening firms of all sizes and stages of maturity; expanding access to affordable healthcare; promoting energy transition; modernising agro-industries; improving connectivity; and supporting Warisan KL.
"Meanwhile, under the Raise the Floor theme, GLCs and GLICs will focus on empowering Bumiputera communities and businesses, upskilling and reskilling talent, ensuring fair wages, and championing the needs of the underprivileged," he said.
On the issue of fair wages, he said nine GLICs and GLCs — including Permodalan Nasional Bhd, Khazanah Nasional, Employees Provident Fund (EPF), Kumpulan Wang Persaraan (KWAP), and Lembaga Tabung Haji — have committed to implementing a minimum salary of RM3,100 per month.
"Another 25 GLICs and GLCs are expected to be announced by the end of this year," Amir Hamzah added.
As part of ongoing efforts to transform healthcare and support dignified ageing, EPF will launch a RM25 million pilot phase of the Rakan Kementerian Kesihatan Malaysia (Rakan KKM) initiative in July 2025.
The programme will be rolled out at five public hospitals under the Raise the Ceiling theme.
The Health Ministry will announce the participating hospitals, with the first hospital expected to be launched by the end of the third quarter of this year. - BERNAMA

BANGKOK: Deputy Prime Minister and Interior Minister Phumtham Wechayachai (pic) will be appointed caretaker Prime Minister during a special Cabinet meeting on Thursday (July 2), following an oath-taking ceremony earlier in the day, Deputy Prime Minister Suriya Juangroongruangkit confirmed. Government spokesman Jirayu Houngsub said on Wednesday (July 2) that Suriya, acting as Prime Minister, will lead the new ministers of the second Paetongtarn Cabinet for a royal audience at the Amphorn Sathan Residential Hall on Thursday morning, where they will be sworn in before His Majesty the King. After the ceremony, Suriya will convene a special Cabinet meeting at the Command Building at Government House at 2pm, the spokesman added. The new Cabinet was announced on Tuesday, the same day that Prime Minister Paetongtarn Shinawatra was suspended from duty by the Constitutional Court following a petition by a group of senators. Phumtham will participate in the oath-taking ceremony as he was removed from his previous role as deputy prime minister and defence minister, and reappointed as deputy prime minister and interior minister in the new Cabinet. Jirayu stated that the special Cabinet meeting would discuss the distribution of responsibilities among deputy prime ministers and certain ministers. Meanwhile, Suriya confirmed on Wednesday morning that, after the oath-taking ceremony, he would sign an order as acting Prime Minister to appoint Phumtham as caretaker Prime Minister. A Government House source told Thansetthakij that during the special meeting, the Cabinet would invoke Article 41 of the Act on Rules for Public Administration of the State, BE 2534, to appoint Phumtham as caretaker Prime Minister. The source said that after Phumtham's appointment, he would invoke Article 11(2) of the Act to distribute responsibilities among the deputy prime ministers. He would assign them to oversee various agencies and ministries. The source also noted that during the meeting, the Cabinet would be updated on key national situations. The Cabinet would also be asked to approve an exemption from enforcing a previous Cabinet resolution on mangrove forest protection, to allow the construction of a highway in Chachoengsao. KUALA LUMPUR: The United States (US) has responded positively to Malaysia's approach and engagements on tariff issues and proposals, said Finance Minister II Datuk Seri Amir Hamzah Azizan. He said Malaysia's proactive engagement and approach with the US is to understand the issues involved and to work together to navigate a path to find a win-win situation. 'The two teams held (productive) discussions and negotiations; progress is being made along those lines,' he said during a fireside chat at the Invest ASEAN-Malaysia Conference 2025 moderated by Bursa Malaysia chief executive officer Datuk Fad'l Mohamed today. According to Amir Hamzah, Malaysia has always been non-retaliatory. It wants to work with the US to seek ways to improve trade for both sides. He noted that the trade deficit between Malaysia and the US comprised key components such as the electronics and semiconductor industries. He said many US-based multinationals are exporting to the US, and Malaysia was pleased when the US suspended tariffs for the semiconductor sector. It recognised that this was a critical asset that they wanted to protect. 'But for Malaysia, it was important because it shows there is a lot of cross dependency between Malaysia and the US,' he said. The minister also noted that Malaysia highlighted to the US in the negotiations that global supply chains are integrally linked and are difficult to decouple without significant consequences.

MyNews largely shielded from SST impact

KUALA LUMPUR: MyNews Holdings Bhd is expected to see limited impact from the eight per cent Sales and Service Tax (SST) on leasing services, according to CIMB Securities Sdn Bhd. The research firm said MyNews had modelled a worst-case scenario in which all its outlets are affected by the tax, but at least one-third of its stores are likely to be exempt. These potential exemptions mostly involve high-street outlets, where landlords are expected to earn below the RM1 million annual rental income threshold for the SST to apply. Meanwhile, the mandatory two per cent Employees Provident Fund (EPF) contribution for foreign workers is expected to have a minimal impact on its overall operating costs. "We are slightly negative on the potential increase in costs resulting from the services tax on leasing and mandatory EPF contribution for foreign workers. "However, we make no changes to our financial year 2026 (FY26) to FY27 earnings forecasts as MyNews has indicated plans to mitigate the potential impact of these cost increases through various measures," the firm said. Amid the expanded SST, MyNews estimated that its FY26 operating cost would increase by RM4.6 million, about 18 per cent of CIMB Securities' current FY26 core net profit forecast. MyNews has 650 stores as at end-April 2025, comprising 487 MyNews stores, 148 CU outlets, 20 WHSmith stores and four Maru Coffee outlets. It aims to open 100 new stores by the end of the year, representing a 15.6 per cent increase from 640 stores as at end-2024. Most of the planned openings comprise MyNews and CU outlets, with 10 new openings expected for its Maru Kafe brand. CIMB Securities said MyNews has stepped up its store rollout in the third quarter, with a focus on high-traffic and public transit locations to boost footfall. "The continued expansion of its store network is also expected to enhance utilisation of its food processing centre, which is currently operating about 70 per cent, thereby supporting margin improvement. "Our forecast assumes a more conservative net addition of 50 net new stores in FY25, after factoring in planned store closures," the firm said.
