In a bizarre error in Bihar, a residence certificate was issued to 'Dog Babu' with 'Kutta Babu' as father's name and a dog's photo attached
As part of Bihar's ongoing campaign to update citizen records under the SIR (State Identification Registry) initiative, residents have been urged to review and correct their official documents. However, the process has unearthed some baffling anomalies.
'Dog Babu' Issued Genuine Residence Certificate
In Masaurhi, a town near Patna, a peculiar document emerged from the RTPS (Right to Public Services) portal: a residence certificate issued in the name of 'Dog Babu', with both the father's and mother's names listed as 'Kutta Babu', and a dog's photograph affixed to the certificate. The address provided was Kaulichak, Ward No. 15, Nagar Parishad Masaurhi.
Shockingly, the certificate carries the digital signature of revenue officer Murari Chauhan (certificate number: BRCCO/2025/15933581), confirming that the document is authentic and not a digitally altered hoax.
Concerns Over Digital Signature Misuse
Officials are now trying to determine how such a certificate was generated. As digital signatures can only be accessed using a specific dongle assigned to the revenue officer, questions are being raised about whether the dongle was misused internally or if the RTPS system itself suffered a malfunction.
Preliminary checks indicate the certificate number originally linked to a woman from Delhi. Her Aadhaar details and her husband's ID were attached to the entry, pointing towards possible tampering or manipulation of uploaded documents.
Authorities Respond: 'Not A Joke, But Serious Misconduct'
Speaking to the media, Circle Officer Prabhat Ranjan called the incident a case of serious administrative misconduct, not a mere prank. 'An investigation will determine how the dongle was misused. Action is certain against those involved, from the RTPS operator to revenue department staff," he stated, confirming that an FIR will be filed.
A Pattern Emerges: Not The First Case
This is not an isolated incident. A similar case was reported earlier in Munger, where a residence certificate was issued to a 'Sonalika tractor'. Such cases have drawn widespread criticism and mockery online.
Social media users have reacted with humour, joking that if 'Dog Babu' can receive a valid certificate, 'Batti Didi' (electricity supply) might get a ration card next, and 'Cow Mata' a driving licence.
Many are now questioning the security and credibility of the RTPS portal, suggesting it might need a digital firewall or 'anti-virus', given its vulnerability to accepting false entries.

THIRUVANANTHAPURAM: Congress leader Ananthapuri Manikandan has been arrested in connection with a high-value property fraud case involving forged documents and the illegal transfer of real estate in the city. Manikandan was arrested by the Museum Police on Tuesday morning from Bengaluru, where he had been hiding for several weeks. The case pertains to the alleged fraudulent acquisition and sale of a 10-room three-storeyed house and 14 cents of land in Jawahar Nagar, valued at approximately Rs 4.5 crore. The property originally belonged to Dora, an Indian-American doctor. It had been gifted to her by her parents before she moved abroad over two decades ago. According to police, fake documents were used to claim that the original property deed was lost. A newspaper advertisement was also published to support this claim. Vasantha, a woman from Mukkolakkal, is alleged to have impersonated Dora and she gave the property to another woman, Merin from Kollam, who posed as the foster daughter of Dora's parents. Merin then sold the property for Rs 1.5 crore to Chandrasenan, the father-in-law of local Congress leader Anil Thampi. The fraudulent registration was carried out at the Sasthamangalam sub-registrar office. Officials from the office have confirmed that Manikandan appeared in person to facilitate the transaction. Police also tracked down the Aadhaar number used in the documentation. Manikandan, a DCC member, is the main accused in the case. His brother and fifth accused, E Mahesh, was arrested last week. Police say Mahesh's credentials were used for the e-stamp and registration formalities though Manikandan holds a licence. Two women who were part of the fraud were arrested earlier. Their statements reportedly revealed that they acted under Manikandan's instructions. A copy of the forged deed was found from his office. Further investigation is under way.

Agency: PTI Bijapur, Jul 30 (PTI) A constable of the Central Reserve Police Force (CRPF) allegedly committed suicide by shooting himself with his service weapon in Chhattisgarh's Bijapur district on Wednesday, officials said. The incident took place early morning at Mingachal camp of the CRPF's 22nd battalion under Naimed police station limits, a police official here said. Constable Pappu Yadav allegedly shot himself with his service rifle in the camp, the official said. Yadav, a resident of Thakuri village in Bhojpur district of Bihar, had joined duty on Tuesday after returning from leave, he said. An investigation was underway to ascertain the exact reason that prompted him to take the extreme step, the official said. The mortal remains will be sent to his native place after postmortem, the police added. In the recently concluded monsoon session of the Chhattisgarh assembly, the government informed that 177 security personnel committed suicide in the state between 2019 and June 15, 2025. Of them, 26 personnel belonged to the CRPF, which is extensively deployed in south Chhattisgarh for anti-Naxal operations.
