MCD rolls out one-time property tax amnesty scheme

The Municipal Corporation of Delhi (MCD) on Wednesday launched a one-time property tax amnesty scheme under the Sumpattikar Niptaan Yojana (SUNIYO) for the current financial year.
The move was announced during the first House session after the Bharatiya Janata Party (BJP) retained control of the civic body following a gap of nearly three years.
Under the scheme, property owners can clear dues by paying the principal amount for 2025-26 and the previous five years (from 2020-21 onwards) in a single payment. All outstanding dues before 2020-21, including penalties and interest, will be waived, the MCD said.
The five-hour-long session saw the Aam Aadmi Party (AAP) raise several issues. AAP leaders questioned the appointment of the new Leader of the House (LoH) and criticised the imposition of additional user charges for door-to-door garbage collection.
They alleged that these decisions were made unilaterally by MCD Commissioner Ashwani Kumar without consultation during the AAP's tenure.
In his first General House meeting as Mayor, Raja Iqbal Singh announced the removal of 'user charges' linked to garbage collection from the property tax bill, a move that comes amid growing public criticism over additional civic levies.
Former AAP mayor Mahesh Kumar and AAP's new Leader of Opposition Ankush Narang raised slogans in the House. Responding to the dissent, Mayor Singh officially named BJP's Satya Sharma as the new Leader of the House.
Previously, the post was held by Mukesh Goel under the AAP-led MCD. Goel has since quit the AAP and is now among 16 rebel councillors who have formed the Indraprastha Vikas Party (IVP), citing alleged neglect and non-performance within the civic body.

Israel says it will only end the war once Hamas surrenders, disarms and goes into exile, something it refuses to do. Hamas says it is willing to free all the remaining 50 hostages, less than half said to be alive, in exchange for an end to the war and the full withdrawal of Israeli forces. Gaza's Health Ministry said Sunday that more than 58,000 people have been killed in the war. The ministry doesn't differentiate between civilians and combatants in its count but says more than half of the dead are women and children. In the Oct. 7, 2023, attack that sparked the war, Hamas-led militants killed some 1,200 people and abducted 251 in a raid on northern Israel. Throughout the war in Gaza, violence has also surged in the Israeli-occupied West Bank, where funerals were held Sunday for two Palestinians, including Palestinian-American Sayfollah Musallet, 20, who was killed in an attack by Israeli settlers, according to the Palestinian Health Ministry.

Earlier the same day, Vikram Jha, a grocery shop owner originally from Darbhanga, was fatally shot outside his shop in Patna's Ram Krishna Nagar area. These killings come close on the heels of the murder of Gopal Khemka, a businessman and BJP functionary who was shot dead outside his residence in Gandhi Maidan on the night of July 4, considered one of the most secured localities in the city. Opposition hits out at Bihar government Former deputy chief minister and RJD leader Tejashwi Yadav on Sunday lashed out at the ruling NDA alliance, accusing it of losing control over the law and order situation. 'And now, a BJP leader shot dead in Patna! What to say, and to whom? Is there anyone in the NDA government willing to listen to the truth or admit their mistakes?' Yadav posted on X. He further attacked Kumar, saying, 'Everyone knows about the CM's health, but what are the two useless BJP deputy chief ministers doing? No statement from the corrupt Bhunja-DK party?' Congress leader Salman Khurshid on Saturday raised concerns over the deteriorating law and order situation in Bihar, calling it a "matter of sorrow" and urging citizens to hold the government accountable. "Can anyone say anything about law and order? This is a matter of sorrow... Murders are happening, and looting is occurring. No one can be satisfied by seeing this. This is a matter of concern for everyone... He was rushed to AIIMS Patna but succumbed to injuries during treatment. Earlier the same day, 40-year-old Vikram Jha was shot outside his grocery shop by an unidentified man who arrived on a motorcycle and fled after firing. Speaking to reporters, SP Patna East Parichay Kumar said: 'Vikram Jha, a resident under PS Ram Krishna Nagar limits, was shot at some time ago. When he was being taken to the hospital, he died… On analysing the CCTV footage, we found that the deceased owned a grocery store, and a person came on a motorbike and shot him. There seems to be no evidence of robbery in the store.' The officer added that there were no prior complaints or known threats, and forensic teams were examining the scene to determine a motive. The killing spree began earlier this month with the daylight murder of Gopal Khemka, a prominent businessman and BJP functionary, outside his residence in Patna's Gandhi Maidan area. Khemka had reportedly asked for police protection before the attack.

The State Department said it was aware of the reports of his death but had no comment out of respect for the family. Israel's military has said Palestinians hurled rocks at Israelis in the area on Friday, lightly wounding two people and setting off a larger confrontation. Palestinians and rights groups have long accused the military of ignoring settler violence.
