Kota Kinabalu: Construction of the RM60m Sandakan Islamic Centre has reached 66pc completion and is expected to be fully finished by the end of December, said Sandakan Municipal Council President Walter Kenson. The modern complex, inspired by Sabah Governor Tun Musa Aman, is scheduled to be operational in time for Hari Raya Aidilfitri next year, with a formal launch targeted for Hari Raya 2026. 'We're aiming to complete it by the end of this year so it can be fully used by next year's Hari Raya,' Walter told reporters following a courtesy visit to Tun Musa at Istana Seri Kinabalu on Thursday. He added that the design of the centre incorporates motifs and finishes from Uzbekistan, adapted to local Sabah aesthetics. 'The progress has been very positive. We've sought Tun's approval on several design elements, especially for the main prayer hall, the multipurpose hall, and the VIP lounge. 'Tun had requested that certain features from Uzbekistan be integrated into these key spaces in harmony with local designs,' Walter said. In a statement, Tun Musa Aman expressed satisfaction with the centre's steady progress, calling it a future landmark of Islamic development in Sabah's east coast. 'This centre will serve not only as a place of worship and education, but also as a unifying hub for multi-ethnic and multi-faith communities through an inclusive and harmonious approach to dakwah,' he said. He also extended his gratitude to all involved, especially the Sabah Islamic Religious Affairs Department (Jheains) and the State Government, for their commitment to uplifting the ummah and broader community welfare. The project began in 2017 on a 5.2-hectare site along Jalan Sungai Kayu, Sandakan. However, it faced several delays due to the Covid-19 pandemic and political instability in the state. Speaking at the Malaysian Auditor Convention 2025, he warned that negligence or bias could damage the credibility of Islamic institutions. 'Fairness must be upheld without differentiating the position of applicants seeking halal certification. This is the role that needs to be fulfilled,' he said. He also cautioned against any form of bribery or preferential treatment, emphasising that justice must guide the auditing process. Mohd Na'im highlighted the importance of ethical conduct, urging auditors to avoid accepting gifts from companies applying for halal certification. 'Sometimes, it's not directly requested, but we make things difficult for applicants, leading them to believe auditors expect rewards. Intentions must be correct,' he added. The minister reminded the 300 JAKIM-certified auditors to uphold ethical standards to protect the institution's reputation. The convention, themed 'Halal Malaysia, A Catalyst for MADANI Economy,' saw the launch of the Halal Auditor Guidelines, a key reference for auditors. A special training course will also be conducted to deepen their understanding of the guidelines. Malaysia currently has 380 halal auditors, with 202 officially recognised as competent. – Bernama

Global ESG sukuk poised to top US$60bil by 2026

KUALA LUMPUR: Global environmental, social, and governance (ESG) sukuk is likely to surpass US$60 billion in outstanding value by the end of 2026, according to Fitch Ratings. The rating agency said the growth reflects its expanding role in funding sustainability initiatives, attracting a diverse investor base, and benefiting from ongoing regulatory reforms. It noted that just over 40 per cent of all emerging-market ESG US dollar debt issued in the first half of 2025 (1H25), excluding China, was in sukuk format, with the rest in bonds. However, Fitch Ratings expects ESG sukuk issuance to moderate in the third quarter of 2025 (3Q25) due to seasonal summer trends in key markets, mirroring broader sukuk market patterns, before rebounding in 4Q25. Its global head of Islamic Finance, Bashar Al Natoor, said Fitch-rated ESG sukuk has been resilient to the Middle East geopolitical conflict. "All issuers have Stable Outlooks, and almost all are investment-grade. There were no defaults. "ESG sukuk are now increasingly tapped by both Islamic and ESG-focused investors, supporting funding diversification and helping issuers meet their sustainability targets," he added. According to Fitch Ratings, over 10 per cent of global dollar sukuk outstanding are ESG-linked. Global ESG sukuk increased by just over 12 per cent year-on-year (YoY) in 1H25 to about US$50 billion equivalent outstanding. The Gulf Cooperation Council (GCC) accounted for over half of this, led by Saudi Arabia and the UAE, while Malaysia and Indonesia together represented 40 per cent. Fitch Ratings covers about three-quarters of the global US dollar ESG sukuk market, the vast majority of which is senior unsecured, with around one per cent being subordinated. Key listing venues for dollar-denominated ESG sukuk include the stock exchanges in Frankfurt, London, Stuttgart, and Nasdaq Dubai. Issuer diversity increased notably in the second quarter of 2025, with examples such as UAE-based Omniyat Holdings Ltd's debut green sukuk, rated 'BB-', and Pakistan's first rupee-denominated sovereign green sukuk, which was unrated. Meanwhile, Saudi Arabia's Capital Market Authority introduced new guidelines for green, social, sustainability, and sustainability-linked debt instruments. However, it said geopolitical risks, evolving Shariah interpretations, oil price volatility, and greenwashing concerns may weigh on future ESG sukuk issuance.
