SC seeks fresh report from Manipur on probe into alleged audio clips of ex-CM Biren Singh
"The solicitor general to take fresh instructions on filing a fresh report after re-examination.
Let it be relisted in the week commencing July 21, 2025," the bench ordered.
When lawyer Prashant Bhushan, appearing for petitioner Kuki Organisation for Human Rights Trust (KOHUR), said the probe pertains to the former chief minister and it should be fair, the CJI said,"Now we have the President Rule there" it should not be a problem". He then adjourned the hearing on the plea of KOHUR.
Earlier, the state government had informed the bench that a forensic report on the authenticity of leaked audio clips alleging the role of Singh in the ethnic violence was ready and will be filed.
Singh resigned as the chief minister of Manipur on February 9, amid rumblings within the state BJP and growing demands for a change of leadership.
Earlier, the top court sought a sealed-cover forensic report from the CFSL on the authenticity of the leaked audio clips alleging Singh's role in the ethnic violence that began in May 2023.
KOHUR had sought a court-monitored SIT probe into Singh's alleged role.
Bhushan termed the contents of the audio leaks a "very serious matter" and said Singh was purportedly heard saying that Meitei groups were allowed to loot arms and ammunition of the state government.
"I have annexed transcripts of tape recordings," he added.
The solicitor general said the petitioner had "ideological inclinations" and there was a report by a committee of three high court judges which stated that there were efforts to keep the "pot boiling".
"A truth lab confirmed that 93 percent it is the voice of the chief minister," Bhushan said, adding "truth labs are far more reliable than the FSL reports."
The law officer, however, questioned the veracity of the truth lab report.
On November 8 last year, a bench headed by former CJI D Y Chandrachud directed KOHUR to produce material to indicate the authenticity of some of the leaked audio clips.
Bhushan had said he would also file a copy of the tape in a CD format.
Mehta, however, said the plea could be filed in the high court under Article 226 of the Constitution.
More than 260 people have been killed and thousands displaced since the ethnic violence broke out between the Imphal valley-based Meitei and neighbouring hills-based Kuki communities in May 2023.
The clashes began after a 'Tribal Solidarity March' was organised in the hill districts to protest against an order of the Manipur High Court on the Meitei community's demand for Scheduled Tribe status.
Bhushan alleged that the recorded conversation prima facie showed the complicity and involvement of the state machinery in the violence against the Kuki Zo community.
He said the clips had "disturbing conversations" and Singh could be heard instigating the violence and protecting the attackers.
KOHUR's plea alleged that Singh was instrumental in "inciting, organising and thereafter centrally orchestrating the large-scale murder, destruction and other forms of violence against the Kuki-dominated areas in Manipur".
"Petitioner is praying for a court-monitored investigation by special investigation team into the leaked audio tape clips as there is clear and strong prima facie evidence showing involvement of the highest functionary, i.e., chief minister of a state.
The investigation would need to unearth the conspiracy which appears to involve the highest functionary of state," it said.

Originally floated by freedom fighter V D Savarkar in 1904 to carry out an armed struggle against the British and revived in post-Independence India, the Abhinav Bharat hit the headlines almost two decades ago after some of its members, including Lt Col Prasad Purohit, were accused of masterminding the 2008 Malegaon blasts. On Thursday, as a special National Investigation Agency (NIA) court acquitted all the accused in the case, Milind Joshirao, a Pune resident who claims to be the organisation's head, said false allegations had been levelled against the outfit and the term 'saffron terror' was coined. 'The judgment shows that all allegations against Abhinav Bharat and Hindus arrested in the bomb blast case were false,' he said, hailing the verdict. Savarkar, also a Hindutva ideologue, had dissolved Abhinav Bharat in 1952, saying there was no need for an armed struggle in independent India and urged the youth to join the defence forces to serve the country. It was revived only in 2006 in Raigad by his brother Narayan's daughter-in-law Himani Savarkar, along with a group of historians, intellectuals, and activists. Himani, who later became the President of the revived organisation, is the daughter of Gopal Godse, the elder brother of Mahatma Gandhi's assassin Nathuram Godse. According to Himani, Abhinav Bharat, which was registered as a Trust on February 9, 2007, was revived to 'generate a sense of patriotism among youth,' create awareness on social issues and apprise them about 'injustice being meted out against Hindus'. The organisation aimed to fulfil its aims through lectures, discussions and seminars in colleges and public platforms within and outside Maharashtra. According to investigators who probed the Malegaon blasts, the Abhinav Bharat was an 'organised crime syndicate' whose members had been active since 2003. It was alleged that Lt Col Purohit, who was accused of procuring explosives from Kashmir for the attack, played a key part in the organisation's revival. Investigators also claimed that the Abhinav Bharat wanted to 'turn India into a Hindu Rashtra called Aryavart and place a government-in-exile' as its members were 'dissatisfied with the Constitution'. Its members were also accused of planning to train people in guerrilla warfare to eliminate people who opposed a Hindu Rashtra. 'It is unfortunate that an organisation undertaking constructive activities for society was harassed,' Purohit said after the verdict. Maharashtra ATS chargesheet claimed that Himani, in her statement, mentioned that Purohit discussed the Malegaon location during a meeting in Bhopal for taking revenge against Muslims. However, in a January 2009 interaction with The Indian Express she denied making any such mention in her statement during the probe. She passed away in 2015. Her son Satyaki Savarkar said his mother 'suffered a lot due to this case as false narratives of saffron terrorism were propagated'. Another acquitted member of the Abhinav Bharat, Ajay Rahirkar, was the treasurer of the organisation at the time of his arrest in 2008. Investigators alleged that Rahikar's house in Erandwane of Pune served as the 'head office' of Abhinav Bharat. However, Rahikar's advocate Nitin Apte said the body is a registered Trust and was not banned by the government. Joshirao, whom the NIA declared hostile, said though Abhinav Bharat was branded as an extremist outfit and its documents were seized, it continued to work in the 'national interest'. 'I had told the court on record how I was threatened by ATS officers to implicate RSS leaders and (Uttar Pradesh CM) Yogi Adityanath,' he said.

J&K cop booked in disproportionate assets case
Jammu and Kashmir Anti Corruption Bureau (ACB) has registered a disproportionate assets case against the police constable who was terminated from service in February over alleged links to militancy and searches were conducted on his properties starting Thursday. ACB registered a case FIR No. 03/2025 U/S 13(1)(b) r/w 13(2) of the Prevention of Corruption Act, 1988 in Police Station ACB Anantnag against the man. (File) J&K Police selection grade constable Firdous Ahmad was terminated from service by J&K LG administration under Article 311 of the Constitution. 'A secret verification was conducted by ACB into allegations that the terminated public servant Firdous Ahmad has acquired substantial assets, both movable and immovable, disproportionate to his known sources of income, in his own name as well as in the names of his family members,' a statement by ACB said. The bureau said that the verification revealed the accused has accumulated significant assets. 'They include two storied residential house constructed by him on ancestral land at Hugam, Srigufwara, Anantnag, Palatial House upon land measuring 01 kanal 10 marlas situated at Estate Machbhawan Mattan, Hotel Grand Lords (one-third share) situated at Movora, Tehsil Salar, Pahalgam and double storied house at Tawi Vihar, Sidra Jammu,' the statement said. Consequently, ACB registered a case FIR No. 03/2025 U/S 13(1)(b) r/w 13(2) of the Prevention of Corruption Act, 1988 in Police Station ACB Anantnag against the man. 'During the course of the investigation, search warrants were obtained from the Spl Judge Anti-Corruption Court Anantnag for conducting searches at places mentioned above. It surfaced during conduct of search that the accused is also being allotted a police quarter at Police Housing Colony Bemina, therefore search was conducted at the said place also on the authorisation of SSP ACB Anantnag,' the ACB said. Centre declines nod to Punjab power minister Harbhajan for US visit
The Union government has denied political clearance to Punjab power minister Harbhajan Singh for his planned visit to the US, sources said on Thursday. Punjab power minister Harbhajan Singh Singh was to participate in the National Conference of State Legislatures (NCSL) Legislative Summit 2025, scheduled to be held in Boston, Massachusetts, from August 4 to 6. Political leaders require clearance from the ministry of external affairs for travelling abroad. Singh has not been given political clearance by the Union government for visiting the US, the sources said. Last year, the Centre denied political clearance to chief minister Bhagwant Mann for his visit to Paris to support the Indian hockey team at the Olympic Games. Punjab assembly speaker Kultar Singh Sandhwan was also denied political clearance for going to participate in a legislature conference in the US in August last year. In 2022, minister Aman Arora was also denied political clearance for a knowledge sharing study tour to Europe. The invitation to Singh was extended jointly by the NCSL and National Legislators' Conference Bharat (NLC Bharat). The NCSL Legislative Summit 2025 is one of the largest gatherings of legislative leaders, staff experts and policymakers worldwide, creating an environment filled with unparalleled learning, networking and inspiration opportunities.
